1 IEC Mission Statement The purpose of the IEC is to acquire, preserve, and disseminate business information to its members and its trade. The association is to promote standards and regulations to be followed for safe work practices and quality construction in the electrical trade; and to promote the general welfare of all independent electrical contractors.

8 CONTRACTOR MEMBERSHIP APPLICATION The applicant for Contractor Membership in the Association shall be a legally licensed contractor engaged in the Electrical Construction Industry, or the Voice/Data/Communications Industry, in an area served by this Chapter. The applicant agrees to participate in the Chapter's programs, support the stated purposes of this Association and pay dues, fees and assessments when due. An initiation fee of $ and the first month's dues along with the monthly dues form must accompany this application. 9 SHARED MAN PROGRAM Purpose: When a contractor has a surplus of good men he would like to keep when his work is slow, he can offer them to other contractors in the program on a shared basis. Notification can be made through the IEC office or directly to the contractor(s) in the program. Benefits: The Home Firm maintains its nucleus of personnel without having to pay employees to sit at home. The Host Firm is able to find competent temporary help. The electrician does not lose time during a slow cycle at his Home Firm and the IEC members participating in the program will be able to maintain a more qualified work force. Terms & Conditions: 1. Duration of the loan not to exceed sixty (60) days. 2. Home Firm and the Host Firm must communicate before the sixty days are up to either terminate the loan or mutually agree to extend it. 3. No attempt will be made by the Host Firm to entice or otherwise induce the electrician to quit the Home Firm. Host firm may not employ any loaned electrician for a period of sixty (60) days from last employment of Host Firm. Violation of this rule would result in the expulsion of the Host Firm from the program. 4. The Host Firm will pay the actual present wage rate and all legal fringes. This does not include any additional benefits normally provided by the Home Firm such as medical insurance, paid holidays, vacation, etc. 5. The Home Firm will continue to pay any extra or optional benefits as agreed upon by the Home Firm with their employee. 6. The electrician(s) loaned must perform adequately or will be automatically returned to the Home Firm. 7. The electrician will go on the Host Firm payroll as a regular employee. 8. The electrician must agree not to take any holiday and/or vacation time during the loan period unless approved by Host Firm. 9. The Host Firm is responsible for reporting OJT hours of Indentured Apprentices to the Home Firm on a weekly basis, and the Home Firm is responsible for reporting these hours to the IEC office. Although the work is physical it does not require a superman or superwoman. We prepare individuals for the occupation of electrician by combining on-the-job training with job related classroom instruction. Our students are full time paid employees with our member contractors. They typically work 7am-3:30pm, Monday through Friday, on the job and attend class 6pm-10pm one night per week for 39 weeks per year. Our program is four years long and the student must complete a minimum of 8000 working hours and 576 classroom hours in order to graduate. Presently classes are held at our training facility in Houston. The IEC is an association of electrical contractors that is nationwide. The Texas Gulf Coast Chapter has approximately 170 members. Our members companies range from small one and two man operations to companies employing several hundred electricians. Our Chapter has been training apprentices since 1972 and we have been continuously registered with the Department of Labor, Bureau of Apprenticeship and Training. Enclosed is a copy of What is an electrical construction worker from the U.S. Electrical Construction Industry Skill Standards, which may better explain the job of an electrician. The following are the minimum requirements for acceptance into the apprenticeship program: 1. Must be at least 18 years of age 2. Have dependable transportation (Dependence on public transportation will severely limit your employment opportunities) 3. Employed by an IEC member (we will assist in getting interviews with our members) 4. Applicants must have a current State of Texas Apprentice Electrician license. Applications for the license can be obtained from the IEC office or from the Texas Department of Licensing and Regulation ( or ). Currently tuition is $ per student per semester and each school year has two semesters. We do expect tuition to rise slightly in September to include inflation but we don t expect it to be very much. We do not collect money from students; our contractor members are invoiced for each student they enroll. However, each contractor has their own policy about what they will pay towards tuition. Some contractors pay all cost, some pay half, some will reimburse on a sliding scale depending on grades, and some will pay nothing.

11 Our classes begin each September and January but if you are interested in becoming an electrician it is important to start the on-the-job training immediately. We are unlike a college or private trade school that wants someone to finish classes before getting a job. Our training combines working experience with classroom training. We want to get people working as soon as possible and be ready to enter school when classes start. This is definitely a earn while you learn training program. If you are not employed by a contractor member, please contact us and we will try to get you with a member that is hiring. We cannot guarantee employment; we can only give you contacts for interviews. You must be licensed by the State of Texas as an apprentice electrician before a contractor can hire you. If you are not familiar with the construction industry and the career opportunities available please call and make an appointment and I will try to answer any questions. 12 Appendix E Employer Acceptance Agreement EMPLOYER ACCEPTANCE AGREEMENT The foregoing undersigned employer hereby subscribes to the provisions of the Apprenticeship Standards formulated and registered by the IEC Texas GULF Coast Inc. Apprenticeship Committee and agrees to carry out the intent and purpose of said Standards and to abide by the rules and decisions of the sponsor established under these Apprenticeship Standards. We have been furnished a true copy of the Standards and have read and understood them, and do hereby request certification to train apprentices under the provisions of these Standards, with all attendant rights and benefits thereof, until cancelled voluntarily or revoked by the sponsor or Registration Agency. On-the-job, the apprentice is hereby guaranteed assignment to a skilled and competent journey worker and is guaranteed that the work assigned to the apprentice will be rotated so as to ensure training in all phases of work.
