Wage Range by Occupation Occupation Titles Wage Range Estimated # of Trainees Apprentice HVAC Technician 125 Journeyman HVAC Technician 120 HVAC Foreman 10 INTRODUCTION The Los Angeles & Orange Counties Air Conditioning and Refrigeration Joint Journeyman and Apprentice Training Committee (JJATC) was founded in 1949 by a consortium of labor and management organizations to provide training for air conditioning and refrigeration technicians. The JJATC administers a training trust fund created through collective bargaining and funded by signatory employers. ETP MEC (07/13/12) 2 of 5

3 Los Angeles & Orange Counties JJATC August 24, 2012 ET The JJATC seeks funding for retraining of Apprentices and Journeymen (including Foremen) who perform installation, service, and repair work for a wide variety of industrial and commercial businesses throughout Southern California. The proposed training targets workers represented by the Steam-Refrigeration-Air Conditioning- Pipefitters and Apprentices of the United Association of the United States and Canada, Local Union 250. The employers in this project are represented by the Air Conditioning, Refrigeration, and Mechanical Contractors Association of Southern California. These employers have expressed a need for both experienced workers and new apprentices. Energy efficiency demands are having a significant impact on the air conditioning and refrigeration industry. The California Building Energy Efficiency Standards, also known as Title 24, require higher levels of efficiency from air conditioning and refrigeration systems, such as new types of equipment and controls, and the setting up of zones within buildings to ensure that only occupied portions are systematically cooled. Title 24 also sets standards for commercial refrigeration, which includes supermarkets. This training program was developed by a joint labor management committee comprised of employer and union representatives to address the demands driven by new building standards for energy efficiency. Apprenticeship Skills Training The Panel approved Apprenticeship Pilot Program Guidelines at its meeting on March 23, The Pilot provides reimbursement for 144 hours of Related & Supplemental Instruction (RSI) portion of an apprenticeship training program along with 10 hours for OSHA. This training is delivered by the class/lab method. ETP funding will be provided to a Joint Apprenticeship Training Committee (JATC) or other program sponsor registered with the Division of Apprenticeship Standards. To ensure ETP does not displace Montoya Funds, Apprenticeship Pilot reimbursement is reduced by $5.00, moving the priority industry rate from $18.00 to $13.00 per hour. For ease of development and monitoring, and to ensure accountability, each apprenticeship program will be funded through a separate job number. When Pre-Apprentice or Journeyman (Foreman) training is included under the Pilot, they will be reimbursed at the priority rate of $18.00 per hour for trainees retained in large businesses and $26.00 per hour for trainees retained in small businesses. Apprenticeship programs are typically created through collective bargaining, along with a trust fund to ensure delivery of training over the course of a multi-year apprenticeship. Signatory employers to the Collective Bargaining Agreement pay into the trust fund for each hour worked by apprentices and journeymen. Labor and management appoint an equal number of representatives to the JATC, as trustees. For apprenticeship training, retention will be satisfied by 500 hours in 272 days with multiple employers, consistent with standard ETP criteria for occupations where it is not customary to work 90 consecutive days. Funding will be under the Special Employment Training (SET) for industry sectors that do not face out-of-state competition. Apprentice wages start at a percentage of the journeyman wage, with increases every six months. Employer-paid health benefits are usually included. ETP funding will only apply to apprentices in Year 2+ to ensure commitment. 4 Los Angeles & Orange Counties JJATC August 24, 2012 ET PROJECT DETAILS Program participants will learn or enhance skills on how to inspect, install, troubleshoot, and repair air conditioning and refrigeration components and systems. The proposed training is entirely center-based and is scheduled to commence on September 1, Training Plan Apprentice training in Job Number 1 and Journeyman (Foremen) training in Job Numbers 2 and 3 will include instruction in the use of electrical controls, digital controls, and new equipment. In depth training principles in Thermodynamics will include energy efficiency rating and coefficient of performance calculations. Specialized training will also be provided to workers who install and service supermarket refrigeration systems. Commercial Skills training for Apprentices include electrical controls, customer relations, installation, thermodynamics, pneumatics, HVAC systems, heat loads, water chillers, and hydronic troubleshooting. Commercial Skills for Journeymen (Foremen) training topics will include absorption chillers, electrical protocol, energy retrofit, project management, refrigerant piping and thermal energy storage. These trainees will also receive OSHA 30. OSHA 30 Completion of this training results in a certificate that expands employment opportunities. To ensure that each trainee receives certification, ETP will only consider payment earned upon completion of the full 30-hour course. Impact/Outcome Apprentices trained under this proposal will be certified as Journeymen workers once they complete the entire apprentice curriculum. Journeymen (Foremen) trainees will receive an industry certificate for completing the HVAC core courses and an Energy Auditor certificate for completing the energy retrofit/auditing courses. They will also receive an OSHA 30 card for completing the OSHA course. Training Coordination Administration will be performed by agreement between the JJATC, the Los Angeles Unified School District (LAUSD), and Steve Duscha Advisories. Class scheduling and completion of training rosters will be handled by the JJATC. Steve Duscha Advisories and LAUSD will assist in employer liaison, documentation of work hours, uploading training and enrollment data to ETP, ETP reporting, and related activities. Marketing and Support Costs Apprentices are recruited through outreach by various partners including the JJATC. ETP MEC (07/13/12) 4 of 5

5 Los Angeles & Orange Counties JJATC August 24, 2012 ET Employers are informed of training availability for Journeymen (Foremen) through the Air Conditioning, Refrigeration, and Mechanical Contractors Association of Southern California. Workers are notified of training through their union local and directly by the training center. Notifications are generally made via web postings, mailings, and presentations. The JJATC conducts assessments at the conclusion of each training session. To evaluate training needs and program effectiveness, trainees and employers are encouraged to provide feedback through their respective representatives on the joint apprenticeship committee. The JJATC is requesting 8% support costs for training-related funding to assist in Apprentice recruitment, employer outreach, and to conduct assessment of employer-specific job requirements. Although many of the participating employers have already been notified, additional outreach will take place to complete the project. Assessment of employer-specific job requirements will all take place during the term of the Agreement. Staff believes 8% Support Costs are justified in this proposal for the reasons set forth above. Commitment to Training Employers will continue to make contributions to the training trust for every hour worked by Apprentices and Journeymen. The JJATC represents that safety training is, and will continue to be, provided by the participating employers in accordance with all pertinent requirements under state and federal law. RECOMMENDATION For the reasons set forth above, staff recommends approval of this proposal. DEVELOPMENT SERVICES Steve Duscha Advisories in Sacramento assisted with development of this proposal for a flat fee of $10,000. ADMINISTRATIVE SERVICES Steve Duscha Advisories and the Los Angeles Unified School District in Los Angeles will perform administrative services in connection with this proposal for a fee not to exceed 13% of payment earned.
