The ratio shall be mandatory on Public Works jobs in conformity with Section of the California State Labor Code. In the case of extremely high construction activity, when the number of journeymen available from the hiring hall is not adequate to meet the demands of the industry, the ratio of apprentices may be increased, but in no case shall the number of apprentices exceed the number of journeyman after the foreman. No additional apprentices may be added to the job crew until that crew reaches eight employees, then the eight person may be an apprentice. Apprentices may be added to the job crew at the rate of one apprentice per three additional journeymen thereafter. Inyo, Kern, Los Angeles, Orange, Riverside, San Bernardino, Santa Barbara & Ventura In order to secure maximum production and to make adequate provisions for apprentices to learn the trade, it is recommended that the ratios of apprentices to journeymen that is listed in the current Collective Bargaining Agreement be observed. When an individual employer has five (5) journeymen Iron Workers employed, excluding Foreman and supervisory employees, the sixth (6) person employed shall be an indentured apprentice. An individual employer may hire indentured apprentices at a ratio of four (4) journeymen Iron Workers to one (1) indentured apprentice. The ratio of journeymen to indentured apprentice may be adjusted by mutual agreement between the employer and the appropriate Local Union Business Agent and/or the General Executive Board and submitted to the Division of Apprenticeship Stnadards. On Ornamental and Miscellaneous Iron Work which is normally performed by two (2) Iron Workers, one (1) may be an apprentice. File #10710 Laborers Southern California JAC Imperial, Inyo, Kern, Los Angeles, Mono, Orange, Riverside, San Bernardino, San Diego, San Luis Obispo, Santa Barbara and Ventura A qualified employer may employ one (1) apprentice for the first five (5) Journeymen (although the apprentice may be the second Laborer on the job, and one (1) apprentice thereafter for each five (5) additional Journeymen on the job. No apprentice may work without a Journeyman Laborer on the job. 9

Imperial, Inyo, Kern, Los Angeles, Mono, Orange, Riverside, San Bernardino San Diego San Luis Obispo, Santa Barbara and Ventura Counties The ratio of apprentices, to a qualified employer, shall be one (1) apprentice for the first two (2) journeymen after the foreman and one (1) additional apprentice for every three (3) journeymen thereafter. The ratio can be adjusted if the job conditions warrant a change if agreed to by all parties therein. File #09554 Southern California Operating Engineers J. A. C. A qualified employer may employ one apprentice when at least one Journeyman are regularly employed and one additional apprentice for each one additional journeymen for the first three. The ratio shall be three Journeymen to one apprentice there after. File #19731 Southern California Painters and Decorating Contractors of America, UAC Los Angeles, Orange, Riverside, San Bernardino, San Diego, Ventura, Counties. A qualified employer may employ one apprentice when at least 1 Journeyman is regularly employed and one additional apprentice for each additional journeyman. File #10789 Southern California Pavement Striper Joint Apprenticeship Committee Imperial, Inyo, Kern, Mono, Los Angeles, Orange, San Bernardino, Riverside, San Luis Obispo, Santa Barbara, San Diego, and Ventura Counties One Apprentice when at least three (3) Journeymen are regularly employed (although the Apprentice may be the second worker on the job), and one (1) additional Apprentice for every three (3) additional Journeymen. Not withstanding the ratio, the second worker on a jobsite may be an Apprentice, even if the Contactor does not employ three Journeymen on the jobsite. At n time will an Apprentice be working who is not under the supervision of a Journeyman. 11

The ratio of apprentices to Journeymen shall be one (1) apprentice for the first three (3) Journeymen employed (although the apprentice may be the second Plaster Tender on the job), and one (1) apprentice for every three (3) journeymen thereafter. File #00014 Southern California Plastering Institute AT & JAC Imperial, Inyo, Kern, Los Angeles, Mono, Orange, Riverside, San Bernardino, San Diego, San Luis Obispo, Santa Barbara and Ventura A qualified employer shall employ one apprentice when at least four (4) journeymen are regularly employed and one additional apprentice for each four (4) additional journeymen. 12

A Qualified employer may employ one (1) apprentice when he has at least five (5) journeymen regularly employed, and one (1) additional apprentice for each five (5) additional journeymen. 2. The employer is limited to 5 apprentices but the JAC is empowered to increase the ratio of apprentices to journeymen dependent upon the circumstances involved. Requests for increase of ratio shall originate from the employer and shall be considered on its own merits and circumstances in the interest of providing training for apprentices. 16 File#00122 Los Angeles & Orange Counties Air Conditioning & Refrigeration JJATC Los Angeles and Orange Counties The ratio of apprentices to Journeymen for services and construction shall not be more than: One (1) apprentice to the first (1 st ) journeyman. Two (2) apprentices to five (5) journeymen. Three (3) apprentices to nine (9) journeymen. One (1) apprentice to every four (4) journeymen thereafter. The ratio of apprentices to journeymen for service and construction shall not be less than: Where a signatory shop has two (2) journeymen, the third (3 rd ) person Employed shall be an apprentice. When a signatory hires its sixth (6) journeyman, the next man hired shall be an apprentice, and thereafter the ratio of apprentices to journeymen for service and construction shall not be less than one (1) apprentice to every five (5) journeymen. Through the first twenty (20) journeymen: One (1) apprentice to every five (5) journeymen. Two (2) apprentices to Ten (10) journeymen. Three (3) apprentices to fifteen (15) journeymen. Four apprentices to twenty (20) journeymen. On any jobsite the overall ratio of apprentices to journeymen shall not exceed one (1) apprentice to one (1) journeyman; nor shall two (2) apprentices work alone on any job. San Bernardino A qualified employer may employ one (1) apprentice for the first journeyman, and one (1) additional apprentice for every two (2) journeymen thereafter. 16

(1) The ratio of men on any built-up roofing job shall not be greater than one (1) Indentured Apprentice for two (2) Journeymen on the job. (2) The ratio of men on a single-ply or coating job shall not be greater than one (1) Indentured Apprentice for one (1) Journeyman on the job for the first four (4) men. Thereafter, ratio may be two (2) Apprentices for each Journeymen. (3) The ratio of men on Tile Applicator s and/or Shinglers shall not be greater than one (1) Journeyman for two (2) Indentured Apprentices. (4) On Tear-off jobs, five (5) Indentured Apprentices for each Journeyman, may be used. File #00020 Los Angeles Sheet Metal Workers JATC Los Angeles The overall ratio shall not exceed: One (1) apprentice to first Journeymen; two (2) apprentices to first four (4) Journeymen; thereafter one (1) apprentice to three (3) Journeymen thereafter. 17

18 File #03327 Orange, Inland Sheet Metal JAC Los Angeles, Orange, Riverside, San Bernardino Residential/Light Commercial A/C Specialist & Sheet Metal Worker The Committee shall have sole power to determine the eligibility of shops for the employment of apprentices. The apprentice ratio under the addenda varying the standard form of union agreement shall in no case exceed the following: 1 apprentice to 2 journeymen 2 apprentices to 5 journeymen 3 apprentices to 9 journeymen and 1 apprentice to 3 journeymen thereafter. In all shops signatory to Local #102 where 3 journeymen sheet metal workers are employed, the 4 th person employed shall be an apprentice and the ratio shall remain for the first 4 employees for the duration of this agreement. On all jobs being performed by signatory contractors to this agreement, the 5 th employee will be an indentured apprentice, whenever such apprentice is available. File#04489 Tri-Counties Sheet Metal & Air Conditioning Industry JAC Ventura, Santa Barbara & San Luis Obispo Counties One (1) apprentice for three (3) Journeymen or reaction thereof. It is provided, however, that each shop shall be entitled to one apprentice when one Journeyman is employed but said apprentice shall be counted in the ratio specified.
