The sponsor shall not indenture a number of apprentices that exceed a ratio of one (1) apprentice to three (3) Journey workers normally employed in the jurisdictional area, consistent with proper supervision. B. training, safety, and continuity of employment. B. The local jobsite ratio (s) shall be as follows: 1 Apprentice to 2 Journey workers, after the foreman and 1 additional apprentice for every 3 journey workers thereafter. The ratio shall be mandatory on Public Works jobs in conformity with Section of the California State Labor Code. In the case of extremely high construction activity, when the number of journeymen available from the hiring hall is not adequate to meet the demands of the industry, the ratio of apprentices may be increased, but in no case shall the number of apprentices exceed the number of journeyman after the foreman. No additional apprentices may be added to the job crew until that crew reaches eight employees, then the eight person may be an apprentice. Apprentices may be added to the job crew at the rate of one apprentice per three additional journeymen thereafter. The Transportation Systems Tech referred to, is neither a Journeyman nor an Apprentice, but works as a laborer within the crew. The One (1) additional 4th year apprentice is allowed, because our Collective Bargaining Agreement permits last-year apprentices to work without the supervision of a journeyman, but are not allowed to supervise others. File #05129 Intelligent Transportation Systems Installer Orange County New Standards The employment of a Transportation Systems Journeyman shall entitle the contractor to employ one (1) Transportation Systems Technician (75%) or a 7th or 8'h period apprentice and two (2) apprentices. The four (4) will constitute a crew provided however that at least the first man is a Journeyman such a crew may perform all work on a composite basis.

The Joint apprenticeship Committee, at their discretion may revise the apprentice ratio to meet the following conditions: a. Contractual obligations; b. Local hire in depressed economic areas; c. Project labor agreements. The Committee may consider ratio increases for the purpose of training apprentices if the employer makes such requests prior to commencement of the project. Ratio: Revision of Ratio, effective July 1, 2007 Southern Part of Inyo, Eastern part of Kern, Los Angeles, Orange, Riverside, San Bernardino, Santa Barbara & Ventura Change to Article XVII, Ratio of Apprentices to Journeymen, to read as follows: In order to secure maximum production and to make adequate provisions for apprentices to learn the trade, it is recommended that the ratios of apprentices to journeymen that is listed in the current Collective Bargaining Agreement be observed. When an individual employer has : five (5) journeymen Iron Workers employed, excluding Foreman and supervisory employees, the sixth (6) person employed shall be an indentured apprentice. An individual employer may hire indentured apprentices at a ratio of four (4) journeymen Iron Workers to one (1) indentured apprentice. The ratio of journeymen to indentured apprentice may be adjusted by mutual agreement between the employer and the appropriate Local Union Business Agent and/or the General Executive Board and submitted to the Division of Apprenticeship Standards. On Ornamental and Miscellaneous Iron Work which is normally performed by two (2) Iron Workers one (1) may be an apprentice. 1

Notwithstanding the above stated mandatory ratio, a qualified employer may employ one (1) apprentice for the first four (4) journeymen, (although the apprentice may be the second laborer on the job, and one (1) apprentice thereafter for each four (4) journey on the job. No apprentice may work without a journeyman laborer on the job. 1

Two (2) apprentices to five (5) journeymen. Three (3) apprentices to nine (9) journeymen. One (1) apprentice to every four (4) journeymen thereafter. The ratio of apprentices to journeymen for service and construction shall not be less than: Where a signatory shop has two (2) journeymen, the third (3 rd ) person Employed shall be an apprentice.
