Day Licences Are Going Paperless! You can now buy an electronic-day Licence (or e-day Licence) online at www.onemotoring.com.sg, AXS Stations and using mobile-sms service, in addition to Singapore Post (SingPost) outlets and Automobile Association of Singapore (AAS) offices when you use your Off-Peak car (OPC)/ Weekend car (WEC) during the restricted hours*. This system provides OPC/WEC drivers/owners with added convenience, as you now have more channels to buy an e-day Licence. Even better, you can drive first and buy an e-day Licence thereafter, as long as it is before midnight on the next day after you ve used your car. To help facilitate a smooth journey experience, comprehensive information on the e-day Licence system and services available has been included in this brochure. Features Of The e-day Licences With the new e-day Licence system, paper day licences will no longer be sold or valid for use. OPC/WEC owners can only buy e-day Licences. You can buy the e-day Licence up to two weeks in advance of the usage date. You can also buy an e-day Licence without a usage date (i.e. prepaid undated e-day Licence). For prepaid undated e-day Licence, you have up till midnight on the next day, after the OPC/WEC is used to enter the usage date. This can be done through one of the channels: ONE.MOTORING portal (login required), SingPost outlets or AAS offices. You do not need to pay a fee to add in the usage date. If you use your OPC/WEC during the restricted hours, you have up till midnight on the next day to either buy an e-day Licence or enter the usage date on a prepaid undated e-day Licence. For instance, if you use your OPC/WEC during the restricted hours on 2 December 2009, you have up to 2359 hours on 3 December 2009 to buy an e-day Licence, or to enter the usage date for a prepaid undated e-day Licence. The e-day Licence is valid for use only for the OPC/WEC bearing the vehicle registration number specified and on the usage date as specified. The e-day Licence is not transferable to another vehicle. e-day Licences bought for the OPC/WEC are not refundable unless the owner applies for cancellation before 7am of the specified usage date. If you do not buy an e-day Licence or have not updated the usage date on your prepaid licence by midnight of the next day after usage, you will be committing a serious offence and may be fined up to $5,000 for a first offence. When buying an e-day Licence, please have the following information on hand: The OPC/WEC registration number; and The registered owner s ID type (e.g. NRIC for Singaporeans, Singapore PRs and Malaysians) and the ID number. Other e-day Licence Transactions You can change the usage date or enter the date for a prepaid undated licence, or cancel the licence through any of the channels listed below. For application submitted at a SingPost outlet or AAS office, please complete an application form and submit it with your original ID document. You may download a copy of the application form (DL03 or DL04) from www.onemotoring.com.sg. Table 2: Service Channels for Other e-day Licence Transactions Service Entering a Usage Date An e-day Licence needs to have a usage date for it to be valid. If you have a prepaid undated e-day Licence, or if you have a free e-day Licence for WEC, you need to key in the date of usage before midnight on the next day after you ve used the car. Changing Your Usage Date If you wish to change the usage date on your e-day Licence, that change must be done before 7am on the date stated on the licence. You will not be able to change the usage date after 7am. Cancelling an e-day Licence Bought Previously Any cancellation of an e-day Licence must be done before 7am on the specified usage date. Otherwise, it will be deemed that your e-day Licence was used on the date stated. Frequently Asked Questions General Q1 A1 Why is the LTA replacing the paper day licence with the e-day Licence? The new e-day Licence system will bring more convenience for OPC/WEC owners/ drivers. OPC/WEC owners/drivers: a) No longer need to display paper day licences each time they use the OPC/WEC during the restricted hours; and b) Have more channels to purchase e-day Licences. Apart from SingPost outlets and AAS offices, OPC/WEC owners can buy e-day Licences online at the ONE. MOTORING portal, AXS Stations and using MobileP@y Service. Q2 A2 What is the cost of the e-day Licence? The cost of the e-day Licence is the same as the paper day licence, i.e. $20 per licence. Q3 A3 How do I know if my car is an OPC or a WEC? WECs were registered prior to 1 October 1994 and have the words Weekend Car printed on the road tax disc. The WEC Scheme was replaced by the OPC Scheme from 1 October 1994. OPCs have the words Off-Peak Car printed on the road tax disc. Q4 A4 Can I continue to use or display the $20 paper day licence that I had bought previously after the e-day Licence system is implemented? No. Under the new e-day Licence system, all paper licences (both the free day licences for WEC and the $20 day licences for OPC/WEC) will no longer be valid for use. Frequently Asked Questions 7
Refund of $20 Paper Day Licences or Conversion of Paper Day Licences to e-day Licences Q5 A5 What should I do with the $20 paper day licences that I had previously bought? OPC/WEC owners can return any unused paper day licences that are not torn, tampered, defaced or in any manner invalidated to any SingPost outlet or to the LTA Office at 10 Sin Ming Drive (VRL Service Operations Division). The applicant must present his Original ID document + for verification for both refunds and conversions. You can get a refund (for the $20 paper day licences only) or convert the paper licence to an e-day Licence by filling in the respective forms. You may download the application forms (DL01 or DL02) from www.onemotoring.com.sg or obtain them from SingPost outlets or the LTA. A refund will be issued within 1 month after the application form is received in good order. Conversions can generally be done within the same day. There is no charge to do a refund or conversion. If you have valid paper day licences for an OPC/WEC which has been de-registered or transferred to another person, you may apply to assign the converted e-day Licence to another OPC/WEC registered under your name. Q6 A6 What do I do with the free paper day licence that was previously issued to my WEC since I cannot use them once the e-day Licence system is implemented (applicable to WEC only)? WEC owners can apply to convert any unused free paper day licences to free e-day Licences. The WEC owners need to submit the completed application form together with the unused free paper day licences to any SingPost outlet or to the LTA Office at 10 Sin Ming Drive (VRL Service Operations Division). The applicant will need to bring his original ID document + for verification. You may download the application form (DL02) from www.onemotoring.com.sg or obtain it from SingPost outlets or the LTA Office at 10 Sin Ming Drive (VRL Service Operations Division). Conversions can generally be done within the same day. Please note that free paper day licences cannot be returned for a cash refund. Q7 A7 To whom will LTA refund the $20 paper day licence fee? LTA will make the refunds to the payee indicated in the application form. It is, therefore, important that the name and address of the payee are clearly specified in the application form. Q8 A8 I have transferred or de-registered my OPC/WEC or converted my OPC/WEC into a normal car. Can I still apply for a refund of the unused $20 paper day licences? You can apply for a refund as long as the unused $20 paper day licences are not torn, tampered, defaced or in any manner invalidated. Buying e-day Licences Q9 A9 Is there a limit to the number of e-day Licences that I can buy? There is no limit to the number of undated e-day Licences that you can buy. However, the e-day Licence (with date) can only be bought up to 2 weeks in advance of the usage date. Q10 A10 Is there a validity period for the e-day Licence? If there is a date of usage specified for the e-day Licence, the licence will be considered used on that date. If there is no usage date specified for the e-day Licence (i.e. it is a prepaid undated e-day Licence), there is no validity period for the e-day Licence. Q11 A11 Why must licences bought via the mobile channel be always dated? The mobile channel at MobileP@y is designed to be a lite version of the internet channel and this helps keep the transaction simple and easy to use. Q12 A12 How do I check on the number of e-day Licences that I have bought for my OPC/ WEC? How do I find out what usage date is specified for the e-day Licence of my OPC/WEC? OPC/WEC owners can check the details of their e-day Licence online at the ONE. Change the Usage Date of an e-day Licence Q13 A13 I have bought an e-day Licence for a specific usage date. How do I change the usage date? You may change the usage date on your e-day Licence before 7am of the stated usage date by logging in to the ONE.MOTORING portal or at SingPost outlets or AAS offices. Please note that you will not be able to effect the change using the MobileP@y Service, at AXS Stations or without logging in to your account at the ONE.MOTORING portal. Q14 A14 I have earlier bought my e-day Licence through the ONE.MOTORING portal, AXS Station or MobileP@y Service. Why is it that I now cannot enter or change the usage date or cancel the e-day Licence through the same channel? This is to prevent unauthorised changes to the usage date of the e-day Licence without verification on the identity of the applicant. Motorists who wish to enter/ change or cancel their e-day Licence can log in to the ONE.MOTORING portal, or visit any SingPost outlet or AAS office. They are required to provide valid identification. Others Q15 A15 How does the LTA issue the free e-day Licence to WEC owners upon their road tax renewal (applicable to WEC only)? Upon the road tax renewal of a WEC, the free e-day Licences will be updated into LTA s database. To utilise the free e-day Licence, the WEC owner is required to enter the intended usage date of the e-day Licence via one of the available service channels (i.e. the ONE.MOTORING portal (login required), SingPost outlets or AAS offices). Q16 A16 What happens to my $20 e-day Licences if my OPC/WEC is laid-up, de-registered or converted to a normal car? If your OPC/WEC is laid-up, de-registered or converted to a normal car, LTA will cancel any unused valid $20 e-day Licences and refund the e-day Licence amount to the last registered owner. For example, if an OPC is de-registered on 10 December 2009, any unused and prepaid undated e-day Licence, or any e-day Licence with an intended usage date from 11 December 2009 will be cancelled. Q17 A17 What happens to my free e-day Licences if my WEC is laid-up, de-registered or converted to a normal car? If your WEC is de-registered or converted to a normal car, all unused free e-day Licences will be deemed to have lapsed and will no longer be valid for use. No refund will be given for the free e-day Licences issued to WECs. If your WEC is laid up and you had previously applied to use the free e-day Licence during the lay-up period, please apply to the LTA to change the usage date. Otherwise, the free e-day Licences will be deemed to have lapsed after the usage date previously indicated and will no longer be valid for use. Q18 A18 What should I do with my unused $20 e-day Licences if my OPC/WEC is transferred to another person? If you transfer your OPC/WEC to another person, any unused $20 e-day Licences (exclusive of the transfer date) will be cancelled and the e-day Licence amount refunded to you (being the previous registered owner of the vehicle). Any unused free e-day Licences issued for a WEC will be deemed to have lapsed if the WEC is transferred to another person. Q19 A19 Can I transfer e-day Licences to another OPC/WEC? No. The e-day Licences are not transferable. Q20 A20 What are the penalties for using an OPC/WEC on the roads during the restricted hours without a valid e-day Licence? It is a serious offence to use an OPC/WEC on the roads during the restricted hours without obtaining a valid e-day Licence before midnight of the next day after usage. The culpable driver or registered owner faces a fine not exceeding $5,000 for a first offence, or not exceeding $10,000 for subsequent offences. Frequently Asked Questions 11
