Seminar The European Professional Card Benefits and risks of new mobility procedures: Are we prepared? It may also be of interest to solicitors involved in EU law, institutions offering accredited degrees leading to registration with a professional body, recruiters, and careers / guidance advisers. Especially representatives of the professions selected for the first round, these being nurses responsible for general care, pharmacists, physiotherapists, mountain guides and real estate agents may want to learn on the benefits of the European Professional Card. Description From early 2016, nurses and other professions will enjoy the right to apply for and obtain the European professional Card. If the application for a recognition of a profession abroad does not obtain a response within the deadline, the recognition is provided tacitly; Are the competent authorities prepared for these challenges? Are the public administrations at all levels aware of the importance of this new instrument? EIPA calls you to participate in our training: In July this year, the European Commission has adopted the Commission Implementing Regulation (EU) 2015/983 on the procedure for issuance of the European Professional Card and the application of the alert mechanism pursuant to the Professional Qualifications Directive. As a matter of consequence, in January 2016, the EPC will be available for nurses responsible for general care, pharmacists, physiotherapists, mountain guides and real estate agents. The number of professions concerned might increase in later implementation phases. Other representatives groups might wish to participate in order to anticipate the application of the EPC. This seminar will help you to understand the requirements for compliance with the European Professional Card, and be ready in time. This is of utmost importance, especially since the absence of a decision regarding the acceptance of mobility of a given professional, will be considered as a tacit recognition. Furthermore, the Commission Regulation deals with alerts mechanism, a procedure that will have to be performed through IMI. A specific point on this topic will be covered in our training event. Learning methodology Apart from traditional training methods (lectures and presentations, including concrete examples and case studies), an interactive approach will be applied. There will be discussions in question and answer sessions after each practical part. Participants will work in small working groups on practical exercises and case studies, with direct involvement of EU experts.

Eipa Team and External Experts (in order of appearance in the programme) Gracia Vara Arribas (EIPA) Gracia Vara is working as an Expert at the delegation in Barcelona of the European Institute of Public Administration (EIPA Barcelona). As a lawyer and LLM in European and International law, she has more than 15 years of experience in research, consultancy and training on EU Law, policy making, transposition and implementation, with a focus on Multilevel Governance. Under her direction, several impact assessment and evaluation studies have been carried out, commissioned by the EU Presidencies (UK 2006 and EU Law SE 2009) and different Member States. During the period 2009-2012 she coordinated several research projects for the Dutch Ministry of Interior and the Committee of the Regions. Together with Martin Unfried she has undertaken a number of research and training activities in the field of environmental policy. (European Commission) Working at the European Commission, DG for Internal Market, Industry, Entrepreneurship and SMEs, Unit E5 Professional Qualifications and Skills, on issues concerning the free movement of professionals and recognition of professional qualifications. Mr. Zsigmond works on the implementation of the European Professional Card and the alert mechanism, and in more general assists Member States with their transposition efforts concerning the modernised Professional Qualifications Directive. Previously he was working for the Hungarian competent authority responsible for the recognition of medical qualifications and the registration of health professionals. Rodolphe Muñoz Working at the EFTA Surveillance Authority as a senior officer, in charge of litigation in the field of the internal market (Professional Qualification, Services Directive, Health services...) as well as the implementation of the new legislation in the field of Professional Qualifications. He teaches European law at Institut d Etudes Politiques of Paris (Science Po Paris). In the past he has worked for various international organizations, including the European Commission.
