1 Summer School EU Economic Integration and Regional Development Barcelona (ES), June 2012 European Institute of Public Administration Institut européen d administration publique In collaboration with Introduction Target group The programme is addressed to: public officials working primarily in the field of EU regional integration policies in the local, regional or national administrations, coming from the EU-27, candidate or potential candidate countries, who therefore require a detailed overview of European and regional issues; social scientists, economists and other professionals from non-governmental organisations or think tanks, who wish to enhance their skills and specialise in the field of European integration and regional development policies; officers working for regional development agencies or bodies promoting business for SMEs (such as Chambers of Commerce, regional parliaments, etc.) dealing with European economics; graduate students wishing to acquire greater and more competitive personal competences, beneficial for a future career in academia or even practice-orientated professions. Description During this Summer School, in the first part of the week the main principles of economic integration and regional development and drivers in the EU will be introduced; regional economic policies in the EU will then be progressively presented. The second part will illustrate how regions may steer their own economic destiny and enhance territorial cohesion by making use of the available resources and EU supportive actions. In the final part of the Summer School, the new perspectives of regional development and policy in the EU will be discussed and analysed. Learning methodology A variety of training methods will be used throughout the Summer School, such as lectures and presentations, workshops, case studies and interactive discussions. Specific material on topics will be provided for each participant (seminar kit) before the start of the Summer School, as well as web links to all of the documentation (Reader). Participants will be able to receive practical advice, exchange experiences and establish contacts for local and regional partnerships and strategies. The Summer School will offer participants a unique opportunity to network with peers with the same interests and from various nationalities, thus giving them the potential to identify new partners for future projects. Objectives Taking into account the current economic climate, the challenges it involves, the EU 2020 growth strategy and the impact of its implementation on regional policies, the Summer School aims to equip participants with a comprehensive understanding of the regional and economic integration process in the EU, as well as a clear overview of the EU policy instruments in place to strengthen regional development. The principles of the complexity of the European economic integration system will be explained in an accessible way, thus allowing those not familiar with the topic to enhance their knowledge and knowhow.

3 The EIPA and external experts team In order of appearance Joan Xirau i Serra (ES) Director at EIPA Barcelona; he has experience as a career civil servant in the Catalan public administration, especially at local and autonomous levels. He holds a Law degree from the University of Barcelona and a Master in Public Management from ESADE Business School. He previously held the role of Deputy Director at the Public Administration School of Catalonia and Director at the Centre for Legal Studies and Specialised Training. He also held several positions at the Department of Justice, the Department of Environment and the Department of Government and Public Administration. Alexander Heichlinger (AT) Manager EPSA; Expert EIPA Barcelona; he holds an MA degree in Business Administration/Economics from the University of Innsbruck (AT) and the University of Leuven (BE). Over the past 15 years he has been involved in or carried out a variety of assignments for European, local and regional authorities, as well as EU institutions on topics such as: local and regional (economic) development, structures and cooperation in alignment with the Lisbon Strategy for Growth and Europe 2020 Strategy; e-government and Information Society Technologies (IST) in Public Administrations (PA). He has published seven books and has many other publications under his name. He is also involved, as a Visiting Lecturer, in a Master programme on e-government, and information society technology (IST) in public management, and was a member of the Executive Board of the Master in European Integration and Regionalism (MEIR) programme. Gracia Vara Arribas (ES) Expert at EIPA Barcelona; she gained her Master of Laws (LLM) in comparative, European and international law from Maastricht University (NL). She specialises in European law, regional participation in decision making, and the legal aspects of European integration, with a particular focus on regional and local governance (Multilevel Governance). She has worked as a consultant for the Committee of the Regions, the Dutch Ministry of Interior, and the UK Office of the Deputy Prime Minister. She has co-edited two books on the EU and subnational entities: Tripartite Arrangements: An Effective Tool for Multilevel Governance? (EIPA 2005) and The Role of Regional Parliaments in the Early Warning System (Forthcoming publication by the Committee of the Regions). She has also authored several policy reports on the topic and published numerous articles on the European Union and the Regions. Francesc Morata (ES) Dr Morata is a graduate in Economics (UAB, 1975) and Law (UB, 1975), and completed his doctorate at the European University Institute of Florence (1986). He is currently teaching in the MA programmes on European Integration (IUEE-UAB), European Integration and Regionalism (Joint European Master), Environmental and Environmental Sciences (Institute of Environmental Sciences and Technology, UAB) and European Union-Latin America Integration (Bologna University). He is co coordinator of the joint UAB-Universidad de Celaya (México) MA programme in European Studies. He is the leader of the Research Team on Multilevel Governance in the EU (EUGov) at the IUEE. Cristina Borrell (ES) Junior faculty member at EIPA Barcelona and EPSA assistant; she holds an MA in European Interdisciplinary Studies - Governance in the European Union from the College of Europe (PL). She has been working at the European Cooperation Office of the International Relations Directorate of the Barcelona Provincial Council, gaining first-hand experience on the issues being confronted by local governments, the available resources they have and their strategies to exit the current crisis and to position themselves on the European arena. She joined EIPA in September 2010 to assist in the organisation and development of the EPSA 2011 edition, and more recently in the organisation of its Knowledge-Transfer Activities. She also supports a range of projects at EIPA s Antenna in Barcelona, primarily focusing on European economic strategies, institutional capacity-building of the European territories, territorial positioning, etc. Tatiana Fernández Sirera (ES) Tatiana Fernández Sirera holds a PhD in International Relations and European Integration from the Autonomous University of Barcelona (ES) and a Master in European Economics from the University of Saarland (DE). She currently works as an economist at the Economic and Finance Department of the Catalan Government. Jan Ole Vanebo (NO) Jan Ole Vanebo is a Professor at North Trøndelag (NO) and a visiting professor at the University of Ljubljana (SL). He holds a Master Degree in Business Administration from the Norwegian School of Business Administration, Bergen (NO) and a PhD in Management and Management Accounting from the Copenhagen Business School, Copenhagen (DK). The research areas he has been involved in are public sector reforms, public management and public governance. He has managed and lectured in a PhD course on the topic The Knowledge Economy and Creative Leadership. Robert Punkenhofer (AT) Robert Punkenhofer is the Austrian Trade Commissioner in Barcelona for the Austrian Federal Economic Chamber. He holds a PhD in International Public Law and a secondary degree in Export Marketing, from the Karl Franzens University in Austria, as well as a Master degree in Arts in Visual Arts Management from New York University. In 1995, he became founder and Director of ART&IDEA and served as Deputy Trade Commissioner of Austria in Mexico, Cuba and Central America. In 1998 he rejoined the Foreign Trade Department of the Austrian Federal Economic Chamber and was posted as Deputy Trade Commissioner in New York and Berlin. Punkenhofer also managed and was curator of Austria s participation in the World Fairs 2005 in Aichi, Japan, 2008 in Zaragoza, Spain, and 2010 in Shanghai, China.

4 The EIPA and external experts team Joan-Miquel Piqué (ES) Director at Maurilia Knowledge; he holds a degree in Economics and a Master in International Economics and Growth from the Autonomous University of Barcelona. He has experience in public management, research, teaching, analysis and knowledge creation, in the fields of urban, regional economics and labour market. He combined research at the Institute for Regional and Metropolitan Studies with teaching as a professor at various institutions in Catalonia. He developed his professional activity in the Regional Government of Catalonia as a senior advisor of the Ministers of Employment, Industry and Education in the fields of economy, labour market and European affairs. He has also been appointed as Director General of Localret, a consortium of 800 Catalan municipalities devoted to the development of knowledge society, ICT and e-government in Local Administration. Andrea Noferini (IT) Andrea Noferini is a senior researcher at The University Institute of European Studies (Autonomous University of Barcelona - ES) and lecturer at the Faculty of Political Sciences of the University Pompeu Fabra of Barcelona (ES). He is a graduate in public economy, with a PhD in Politics and Economics of Developing Countries from the University of Florence (IT). He also holds a Master in Political Sciences from the University Pompeu Fabra of Barcelona (ES). As an expert in European integration, he participates in various Master programmes, including amongst others the Master in European Studies (IUEE/UAB), the Master in European Policies for International Cooperation and Development (IUEE/UAB) and the Master in International Relations (IBEI). His research areas are European integration, multilevel governance, regionalism, decentralised cooperation and public policy. Mariona Sanz Ausàs (ES) Mariona Sanz Ausàs has been the Director of the International R+D Division at ACC10 (former CIDEM/COPCA), the Catalan Regional Agency for Enterprise Competitiveness of the Generalitat de Catalunya from January 2010 until present. As Director of this division she is currently responsible for managing ACC10 service for International R+D to support businesses in their process of International R+D. She has an Economics degree from the Universitat Autònoma de Barcelona (1993) (Barcelona, ES), a Master in Administrative Law from Universitat Pompeu Fabra (1994) (Barcelona, ES) and a degree in European Economics from the Institute Superieur d Êtudes Européennes at the Université Libre de Bruxelles (1995) (Brussels, BE). She is also a Professor on the course How to manage European R+D Projects at La Salle (Universitat Ramon Llull) and on the course Management of European Project at IL3 (Institute of continuous education) at Barcelona University (UB) organised by COLPIS. Iwona Karwot (PL) Lecturer, EIPA Barcelona, PhD in EU Regional Policy; she specialises in EU funds with a main focus on the European Regional Development Fund (ERDF) and pre-accession funds (PHARE, IPA). She has working experience as an EU expert, trainer, manager and adviser in the framework of Institutional Building and Technical Assistance EU projects in the field of regional development: Poland, Slovakia, Romania, Croatia, Macedonia, Serbia, Albania, etc.
