1. Introduction: Telecommunications Consultants India Ltd. (TCIL) is a Government of India Enterprise under Ministry of Communications & IT, New Delhi. TCIL is a world-reputed organization for providing turnkey solutions from concept to commissioning in the fields of telecommunications and IT. TCIL is in the process of empanelment of partners for Supply and Installation of HD Video Conference for TCIL 2. Eligibility Criteria The Applicant must qualify the following eligibility criteria and documentary proof for each should be enclosed with the proposal: (a) The Applicant must be either a registered Company. (b) The Applicant must be registered with all applicable Tax Departments. (c) The Applicant must be ISO certified. (d) The bidder should be OEM or System integrator or Authorized Distributor/Reseller of the OEM (e) The Bidder must be in the business of supply of HD Video Conference for last 3 years ending 31.03.2013. (f) The Applicant should have a minimum total turnover of Rs. 2 Cr. in the last three financial years ending 31.3.2013. Please submit the Audited Balance sheet and Profit and Loss account (amount in Rupees) for last three years. (g) The bidder should have experience of having supplied a single order of at least 100 units of installation of Video Conference in last 2 years ending 31.3.2013. Client certificate needs to be enclosed in order to prove (h) Consortium in any form is not allowed.
3. Scope of Work: The scope of work includes the supply and installation of HD Video Conference to TCIL and its customers in India and International market and provision of support services as per the requirement. Technical Specification of the HD Video Conference Solution is as under: Ser No Items SPECIFICATION OF THE ITEMS FOR PROCUREMENT MULTILOCATION HIGH DEFINITION (HD) VIDEO CONFERENCE SYSTEM (a) (b) (c) 1. High Definition Video Conferencing Software. (1) General. The Video Conference System should have Software based MCU with inbuilt capability to connect to any IP Based H.323 and SIP based Hardware as well as software based Video Conference device and should be able to support 50 concurrent FULL HD 1080p videos @30fps in a Single conference or Multiple Virtual conferences and should support 1080p Encode and upto 2160p decode. (2) Architecture : The MCU Architecture has to Master /Slave type and should have deploying capability in such a way that the central location MCU and Multiple Slave MCU's deployed at regional locations should be linked with each other for Full Video Conference Ports sharing, Redundancy and Bandwidth Optimisation. Each MCU (MCU at central location and MCU at regional unit locations ) should have capability to use Video Conference ports available at the Local MCU and also all the Video Conference ports available at all the other MCU's by logging into the Local MCU itself and not choking the bandwidth at central location for regional level conferences. The MCU architecture should be such that in case Master MCU is down any of the Slave MCU's can become master and still all Slave MCU resources can be shared by all MCU's. In case required Each Slave MCU should be able to work as a standalone Master MCU without sharing resources. For redundancy At central Location Software should be deployed in two servers and at a time MCU ports of one server should be active and in case Primary MCU server is down the MCU Ports/Licenses should be immediately transferable to other physical server within less than 1 minute to avoid downtime. (3) Software Portability. Software should have Client software s available for all versions of Windows released from XP and later versions and Client application for Android Phones and Tabs, I Phone/IPads. Client software s should be free of cost for Windows. IPAD's and Androids and unlimited in number and should not be bound with specific PC s. Licensing should be based on concurrent Locations logging into the conference at a given moment of time. (4) Labial Synchronization. When the audio and video is not synchronized due to low bandwidth, The Client software should have Button/function ( a superior technology capability) which when turned on should be able to synchronize the Lip-sync up to maximum efficiency level. (5) Technology. HDVC Solution should support the state of the Art Compression technology (H.264 VBR/CBR) which consumes low
bandwidth. Depending on the bandwidth availability the Solution should be manually configured for resolutions at the beginning of meeting and frame rate should be dynamically adjusted automatically based on bandwidth available. The Video quality should remain same throughout the secession even though the bandwidth is reduced to avoid strain. (6) Multiple Video. The Solution to support minimum 24 videos in single screen and should have capability to see up to 96 Videos. (7) Video Rotation: System should have capability of Video rotation inbuilt for bandwidth optimization, so that few important participants are always visible to all locations and remaining participants Videos keep on changing after some time ( time should be configurable) (8) Multiple Audio. The Solution should Support 12 Simultaneous audio channels, controllable at the MCU. (9) Scalability. Solution should be upgradable in multiples of 1 License as per requirement. (10) Evaluation: System should have evaluation feature inbuilt for conducting online Tests of meeting participants with multiple choice questions and explanatory questions. (11) Banner Title. VC solution should also have capability to have a Banner Title over the Video of each location. (12) Application Sharing. Should have inbuilt application sharing. (13) File Sharing. Should able to share all standard format files including multimedia files. (14) Dual Sharing: Should have capability to share application with one particular participant privately and Document with all the meeting participants at the same time. (15) One user with Audio: To bring down the Cost of large conferencing System where so many participants are logging in simultaneously and many of these participants Videos may not be important to be Viewed so Solution Should have facility to enable few users to login with limited interactive rights but ( Audio, Polling, chat and Evaluation should be definitely enabled in order to enable a quality intercreativity even without Video). Also Admin should have control to either allow/disallow these users to view Application sharing /desktop sharing. (a) (b) (c) (16) Sub Grouping (Multiple Conference Modes). Software should have Conference grouping feature so that in a live conference in case different departments have to discuss internally among themselves, the conference group can be created so that participants within the group can talk to each other without their audio going to other groups. (17) Desktop Sharing. Should be able to do desktop sharing and also pass on the Control of Desktop to Remote User if required. It should also allow reducing the color depth and resolution of desktop to ensure desktop sharing at low bandwidth. (18) Security. The communication between the server and client is fully encrypted, ensuring sensitive information to be safely transmitted across the network; Based on information & data flow, the system utilizes encryption algorithms. Diffie-Hellman Algorithm (RSA1024 Characters), DES Algorithme (RC4124bit) Message-Digest Algorithm (MD5 128bit). The Client software should be Digitally Signed by
VeriSign. (19) Lock Conference. VC Solution should also have capability to lock a VC room so that for confidential meetings once the Lock button is pressed, even if someone knows the password cannot enter into the conference. (20) File Transfer. Solution should have capability of file transfer. (20) White Board. Should have inbuilt digital white board. (22) Wireless Interactive Pen. Should support wireless interactive pen in the Conference white board. (23) Polling. Should have capability of polling to ask opinions from the meeting participants (24) Referendum : Should have capability to ask quickly how many VC participants are in favour or against of a particular topic discussed at that time and results displayed instantaneously at moderators end (25) Roll Call: Should have capability to take attendance of the registered expected meeting participants and export results in excel form for admin use. (26) Multiparty &Private Text Chat. Should have capability of multiparty text chat and also Private Chat. (27) Multiple virtual Conference Rooms. Should have capability to create multiple virtual conference rooms to allow multiple Video Conference secessions to be conducted together. (28) Video Codec. Should support video codec (H.264 VBR/CBR). (29) Audio Codec. Should Support audio codec: GIPS Voice Technology. (30) Dual Display. The Solution should be capable to show Presentation and Multiple Videos in Dual Screens as well as Combined Screen. (31) Remote Access of Camera. The Solution should be capable to remotely Control the PTZ Camera of other Locations. (32) Video Recording. Solution should have inbuilt video recording, capable to record audio, video data purely controlled by Moderator. Moderator should also have rights to give Video recording access to few participants or all the meeting participants. The system should offer two modes of recording. 1) Recording the entire contents that are shown in the user s client screen and the audio from the conference session. 2) Advanced Recording: Users can record different recordings according to actual Needs, such as audio, video or screen. Moderator should have capability to Record the secession and if required allow rights to enable meeting participants also to record the conference. (33) SIP Gateway: The solution should have inbuilt SIP Gateway to call SIP based Video Conference devices like Video Phones, Video Conferencing equipments, and also Should be able to connect to SIP based EPABX s for integration so that Audio participants can also join in a MCU call.
(34) Multiple Displays Module. The Solution should have Capability to display 16 videos in 16 different screens (Optional Module) (35) System Broadcast: Should have capability to send Broadcast notifications from admin panel to Video Conference participants (36) System Announcement: Users should be able to have View of system announcements on the login page itself regarding any scheduled VC Conferences or meetings etc ( System admin should be able to send the announcements ) (37) Screen capture: System should have function to capture any portion of the Video Conference screen which can be pasted on whiteboard and annotations can be used on the same screen shot (38) Video Processing Options: Since all the locations may not have right lighting arrangements and good quality Video peripherals so Solution should be able to do these enhancements at Technology level and should have following. The client is able to add the effects below to the local video: Speed priority and stripes inhibition :Eliminate the saw tooth effect New gradual noise filter: video noise reduction algorithm, to enhance the video color saturation. Quality priority and stripes inhibition :Eliminate the saw tooth effect have a good effect on lateral ripple eliminating. Monochrome: Give the image a black and white process. Negative: This reverses the color of the image. Brightness: Adjust the brightness of an image to the most suitable level Horizontal flip: This flips the image horizontally. Conference videoconference system Vertical flip: This flips the image vertically. Edge enhancement: By looking at the edge of an image where there is a significant colour difference, through increasing the contrast of the element next to it, this would increase the focus of a blurry image Video Color adjustment features ( all parameters can be configured based on the room environments Brightness, Color, Tint, Saturation) (39) Annotations: Annotations can be Shared even in application sharing Mode and Over the application and not only restricted to document sharing and White Board. (40) Video Ratios: The solution should have capability to switch video ratios between 4:3 and 16:9 based on the Signal which is sent by source Camera. (41) Privacy Feature: Participant should have capability to pause the Video for some time to ensure privacy (42) Video Polling: System should have feature which enables you to switch videos between multiple cameras connected through, multiport PCIE capture card. (43) Multitasking Data Operation: Solution should have capability to Open Multiple browsers during web co browsing at the same time, documents, White board and switch between them dynamically.
2. Server for MCU (45) Automatic Error Correction: When the Video conference server /MCU is faced with electronic outage, network disconnection, any other unforeseen circumstances, etc., the system should provide automatic error correction techniques, and assist user to connect through other conference servers and be able to sign on to the conference session. If the connection between the client end and the conference server has problems, the system would display the Button with Options Reconnect with Other Server or Exit Current Conference, Selecting Re-enter conference session from another server would automatically allow the system to select other available Slave servers to re-enter the conference session. (46) VOIP/SIP Phone calls: Solution should also have capability to configure SIP/VOIP Gateway parameters of ISP so that multiple travelling participants can be invited into a Video conference by dialling into their Mobile/Landline phones using Low cost VOIP rates and they can participate as audio only users. (47) IP Authorization: The hardware based Video Conference Solution should be able to dial into the MCU but prior to that its IP Address should be authorized in a particular Video Conference room. (48) Multimedia File Playing: should be able to play movie files so that audio/video content can be shared with all the participants and also this content while being shared should also use.264vbr/cbr compression algorithm to ensure smooth viewing at even low bandwidth. (49) Resource Statics: client software should clearly indicate the bandwidth being utilized above each video participant and also the CPU utilization to ensure proper adjustments can be done based on that for smooth Video Conference secession. (50) Self Testing: there should be a self testing mechanism to check the bandwidth available, CPU utilization etc, Audio and Video peripherals used and should be able to do the audio and video setup and choosing right peripherals before entering into the video conference. 1. The Technical proposal shall be placed in a sealed envelope marked Technical Proposal. Financial proposal should be placed in a sealed envelope clearly marked Financial Proposal and with a warning DO NOT OPEN WITH THE TECHNICAL PROPOSAL. The envelopes containing the technical and Financial proposals shall be placed into an outer envelope and sealed. This outer envelope shall bear the submission address and reference number and be clearly marked DO NOT OPEN EXCEPT IN PRESENCE OF AUTHORIZED PERSON(s) BEFORE 03.06.2013 by IST 1500 Hrs. TCIL will not be responsible for misplacement, loss, and delay during transit of the bid documents. The Proposals must be signed by duly authorized signatory of the Bidder, and the Authorization letter should be included with the bid. 5. Documents Comprising the Bids The Bids prepared by the Bidders shall comprise of following components (Bid documents are to be submitted in the order of eligibility clauses along index page no., otherwise bid will be disqualified): 5.1. Technical Bid shall consist of the following: 5.1.1. Bid Proposal sheet duly filled in, signed and complete in all respects. (Performa I) 5.1.2. Documentary proofs of qualifying the eligibility criteria by the bidder. 5.1.3. Technical Compliance as per Performa II 5.1.4. Detailed write-up on the quoted product/brand. 5.1.5. The bidder should indicate make & model of the quoted product. 5.1.6. Technical Brochures of the product quoted and also current certifications, if any, should also be enclosed. 5.2. Price Bid consisting of the following: 6. Delivery Period: Price Bid as per the Performa-III. 1.1. The delivery period would be 2 weeks from the date of signing the contract or purchase order. For large quantities of order the delivery period will be communicated at the time of issuance of order. 1.2. The delivery period should be adhered to as will be mentioned in the Award of Contract. The supply shall actually be deemed to have been complete on the actual date of entire installation of all components/ items. 7. Payment Terms: 7.1 80% payment shall be made within 15 days on delivery of the goods as per the specifications to the certificate of acknowledgement that the goods have been received in
good condition at site. 7.2 Balance 20% shall be payable after 30 days of receipt of goods at site subject to the satisfactorily installation, commissioning and Acceptance Testing of the same. 7.3 No payment will be made for goods rejected on testing. 8. Taxes and Duties The taxes shall be extra as applicable in both cases i.e. Indian and International markets 9. Validity of PBG 10. Warranty The successful bidder is required to submit PBG for a value equivalent to 10% of value of purchase order valid up to warranty period. 10.1 One year comprehensive onsite warranty for all the equipments supplied 10.2 Fault rectification response time - with replacement/ repair of faulty part by the end of next business day. 10.3 Support methodology must be given for countries outside India. 11. Liquidated damages 11.1 In case the vendor fails to provide the requisite services against the order, the services shall be procured from other vendors at the cost and risk of the vendor and the excess money will be recovered from any dues of the vendor. 11.2 For late services, as liquidated damages, a sum equal to 2% of the total order value, for a week or part of a week, subject to maximum limit of 10% of the total order value, will be recovered from the vendor. TCIL also reserves the right to cancel order in such cases and forfeit the Performance Guarantee and may also debar the vendor for future purchases. LD can be recovered from any dues of the party. 12. Validity of the offer One year from date of opening and extendable on mutual agreed terms and conditions. 13. Other terms and Condition will be applicable on back to back basis as per TCIL s clients / projects terms & conditions.
