Request for Proposal Jitegemee, a nonprofit organization working with street and destitute children in Machakos Kenya, is currently accepting proposals to develop a computer lab by June of 2015 and launch a pilot class focused on web development skills for at least 15 students that will run daily for at least three months. The purpose of this Request for Proposals is to solicit proposals from experienced candidates and conduct a fair and extensive evaluation based on criteria listed herein. Organizational Background: Jitemegee is a grassroots nonprofit registered in Kenya and the United States. For more than a decade, we have supported and educated about 200 ex- street and destitute children each year. We focus on providing youth with practical skills and connections required to get employment. Our current operating budget is roughly 10 million Ksh. We are in the process of completing a new building in Machakos, behind the Garden Hotel, where computer classes for our students and other youth in the community will be held. Goal: The pilot computer class will be to provide youth in our program with hands- on training in marketable skills such as website design and programming in languages (HTML, CSS, JavaScript, Python and/or Ruby on Rails.) A suggested curriculum is attached to this RFP. In addition, youth will receive periodic exposure to basic business skills and entrepreneurship. If the pilot class is successful, we will offer this training regularly, and expand it to include more local students and additional skills. We are also interested in connecting the youth we train to local businesses where they can work in attachments that will help them hone their computer skills. The class will be designed for secondary school graduates who have only a basic knowledge about computers. The pilot class will last no less than three months. Students will be recruited from our program and the graduates of nearby schools.
2 Project Scope: The following criteria must be met for a successful project: Help us procure 15 computers inexpensively and establish a reliable system of protection and maintenance. [The estimated price of the computers should be listed separately in your proposal] Assist our staff in the design of the lab (layout, needs related to office furniture, software and projectors); Oversee the completion of the lab s fittings (including computer hookups) Establish reliable, affordable Internet access for the lab. [The estimated price of the Internet access should be listed separately in your proposal.] Assist our staff in locating a qualified teacher who can deliver the required curriculum to at least 15 secondary school graduates that the Jitegemee staff has identified. [The estimated cost of the teacher should be listed separated in this RFP] o If you are interested in teaching this class as well, include this fact in your bid and we will follow up in our negotiations. Check in regularly with the teacher to ensure that the class proceeds successfully. Assist Jitegemee staff in reaching out to local companies that can provide unpaid attachments for our students where our students can hone their skills. Give written recommendations upon the class s completion on how to expand and improve the course. Timeline: Proposals in response to this RFP should be sent no later than May 1, 2015 to info@jitegemee.org with subject Jitegemee Proposal. Evaluation of proposals will be May 3, 2015 until May 10, If additional information or discussions are needed with any bidders this time, bidders will be notified. Successful bidders will be notified by May 15, Contract negotiations will begin immediately. The duration of the project will run immediately upon completed negotiations, with the hope that the class can begin during the summer months and be completed by the end of October All proposals must include the following: A three- month execution plan for the pilot class. Costs to complete the tasks described above. Estimated costs of computers and hardware/cables needed to attach to Internet.
3 Estimated costs of Internet access (per month). Estimated cost of the teacher. A plan for helping students find attachments and employment opportunities (please also include a discussion of any current companies that you partner with, if any). Bidder Qualifications: Bidders should provide the following items as part of their proposal for qualification: CV of the individual or individuals who will be working on the project Description of relevant previous experience in establishing computer labs or involvement in computer classes, including reference information Any additional information you think is relevant Proposals should be sent no later than May 1, 2015 to info@jitegemee.org with subject Jitegemee Proposal.
4 A Sample Course Outline This course introduces students to basic web design using HTML (Hypertext Markup Language) and CSS (Cascading Style Sheets). The course does not require any prior knowledge of HTML or web design. The lessons will be project- based. Students will have a well- rounded portfolio at the end of the course. In addition to the basics laid out below, we would also like to introduce the students to Adobe Photoshop, Illustrator, WordPress, and Dreamweaver. For students who want to continue their studies, we will offer instruction in digital marketing, social media management, traffic generation, and an introduction to cyber security. With a complete set of skills, students can develop websites for their own businesses, provide consulting, design, and web development services for government offices, the hospitality industry, NGO s, and local nonprofits. As first movers in an up- and- coming tech hub, Jitegemee could establish its own digital marketing and web design agency that could have tremendous financial and public relations benefits. Throughout the course students are introduced to planning and designing effective web pages; implementing web pages by writing HTML and CSS code; enhancing web pages with the use of page layout techniques, text formatting, graphics, images, and multimedia; and producing a functional, multi- page website. The course topical outline provides a summary of course topics that can be used as a guide when progressing through the course. Upon successful completion of this course, students will be able to: Recognize and understand HTML web page elements Know how to write HTML code Understand and apply effective web design principles Enhance web pages using text formatting, color, graphics, images, and multimedia Incorporate forms into web pages Understand and apply CSS to format web page elements Plan, design, and publish a multi- page website Upon successful completion of this course, students will have a good foundation in web design using HTML and CSS and will be prepared to study more advanced web design topics.
5 Students should have a general background in using a computer, managing files, and a basic knowledge of the Internet. Students should also be able to navigate to and within a website using a web browser such as Chrome, Firefox, Internet Explorer, Safari.
