7 Leadership The vista of higher education is an ever-shifting landscape of traditional and nontraditional, proven and unproven, simple and highly complex. As this landscape continues to evolve and change, the need becomes greater for educational institutions that are more flexible and accessible than those of the past. Created out of a profound sense of vision and value, the National University System addresses this need through a network of educational and supporting institutions. The allied institutions of the System provide learner-focused, accessible education. The National University Board of Trustees established the National University System in October 2001 as an alliance of institutions committed to providing exemplary educational opportunities to diverse populations of students and organizations. Each institution is dedicated to serving a particular population through specific structures and curricula, while The National University sharing the common goals of quality and accessibility. System incorporates the ideals and behaviors of highperforming organizations into all of its unique parts. From this strong core of vision and leadership, the System has grown to offer accessible education that is truly centered on the learner; recognizing and maximizing the value of faculty, staff and partners; remaining futurefocused and results-oriented; exercising innovative management strategies; and maintaining a true commitment to community. The National University System incorporates the ideals and behaviors of highperforming organizations into all of its unique components. These interrelated parts form the basis of a results-oriented structure that fosters interaction and open communication. In the coming years the System plans to embrace increasingly diverse educational entities and technologies. 5

8 With headquarters in La Jolla, California, the National University System engages in the pursuit of support from corporate, foundation and governmental entities, and partnerships on a global scale within higher education, both public and private. Once so lofty, the realms of higher education are now within reach of diverse populations across the globe. Leadership Online learning is a key component of the System s growth. Dr. Jerry C. Lee serves as Chancellor of the National University System. The System is a 501(c)(3) nonprofit corporation which is supported by the System Management Group. The System Management Group, a 509(a)(3) organization, is governed by an elected Board of Trustees, the members of which largely overlap with the boards of the affiliated institutions. This innovative legal structure was created to facilitate the System s continued development and to maintain the functional independence of each institution for purposes of accreditation, licensure, tax-exempt status, and financial aid eligibility. The System Management Group oversees the accomplishment of the objectives of the System s affiliated institutions and provides various services to these entities, including leadership, business development, communications, marketing, financial management, legal counsel, and the internal audit function. The participation of each institution in the System and in the services of the System Management Group is governed by a system affiliation agreement. The System Management Group is headed by the Chancellor of the National University System, who reports to the Group s Board of Trustees. During its formative years, the System has emerged as a genuine multiuniversity, offering traditional and nontraditional degree and technical programs via the most advanced delivery systems. The University operates 3,400 networked PCs for students and employees, allowing easy access to one of the country s largest online libraries. Founded in 1971, National University was among the first institutions in the United States to recognize and focus on the unique educational needs of adult learners. The University is unique because of its intensive onecourse-per-month format and flexible online degree programs, which enable students to complete graduate and undergraduate programs in an accelerated time frame while maintaining family and work responsibilities. The average time-to-degree at National is 2.7 years for undergraduates and 1.9 years for graduate students, as compared to four years at California private institutions and six years at California state institutions. National University s four schools include: Arts and Sciences, Business and Management, Education, and Engineering and Technology. Over the years, National University has been increasingly recognized for the high quality of its faculty and academic programs. National is approved by the California Commission on Teacher Credentialing, and recommends more candidates for teaching credentials than any single institution in the state. The University has student teaching contracts with 643 school districts in 50 counties. As evidence of its commitment to quality, National University participates in the prestigious Malcolm Baldrige National Quality Program, which recognizes leadership, quality and overall organizational performance results. In 2002 and 2003, National University received the Baby Baldrige Eureka Award for Performance Excellence from the California Council for Excellence. National s classrooms, both physical and virtual, are filled with more than 17,000 students, many of whom balance school with families and full-time jobs, and who have specific educational and career goals in mind. Undergraduate students make up 27 percent of the student population, while graduate students make up 73 percent. Vision National University will continue to meet the growing need for accessible, quality education while remaining a leader in education technology and a model of higher learning for the 21st century. Along with increasing online course offerings, the University will strengthen its commitment to access with the addition of academic learning centers in Arcadia, Ontario, Camarillo, and an expanded campus in Los Angeles. The expansion of the University will also include a campus in Henderson, Nevada. This will provide a full complement of programs at a progressive and unique campus, setting educational standards for years to come. 15 The National University Library is growing, currently holding one of the largest e-book collections in the U.S. Many students are also on active duty in the U.S. military. The University provides its students with access to more than 62 relevant, career-focused graduate and undergraduate degree programs while maintaining the lowest undergraduate and graduate tuition among California IIA institutions. Students may take classes at any of 27 campuses in 11 major metropolitan areas throughout California, as well as online, in one of more than 38 online degree programs. Regional online information and admission centers, currently located in Honolulu, Hawaii and Henderson, Nevada, were created this year to introduce students to National s online degree programs. Students also have access to one of the nation s largest electronic book collections through the extensive National University Library System. 21 Exploration National Poly (formerly the College of Oceaneering) was founded as a professional commercial diving school in 1967 to educate students in the fields of dive medicine, nondestructive testing, underwater welding, and marine technologies. The institution was reorganized as National Polytechnic College of Engineering and Oceaneering in 2004 as increased energy exploration, heightened national security, and expanding underwater infrastructure all signaled the need for such educational programs. This restructuring forged new pathways for the fields of engineering and oceaneering, and the institution emerged with a fuller assembly of programs and an expanded capacity for serving its current students and broadening its student population. National Poly is a nonprofit institution organized into four divisions: the College of Oceaneering, the Advanced College of Technology, Extended Learning, and Engineering Technology. The school is ideal for traditional and homeschooled students as well as military dependents, Native American children, and students who are delinquent, disabled or hospitalized. NUVHS offers a wide variety of instructor-led, online high school courses in an engaging, interactive learning environment. Using multi-dimensional technology, NUVHS offers courses in math, geography, language arts, fine arts, science and technology, all taught by certified teachers who are specially trained to provide high quality online instruction. All courses are designed to meet or exceed California and national content standards for public schools. NUVHS allows access to unique courses not available at all traditional high schools. Students at most public high schools take multiple courses in 18-week semesters; at NUVHS, students can take a full semester course in just eight weeks. Similar to the intensive format unique to National University, this concentrated approach allows students to focus on a few subjects at a time while still covering the required curricula. Using project-based learning, NUVHS students benefit from instruction that is student-centered in an online 31

Borne out of this The Institute is dedicated to reducing barriers for the 28 million Americans with hearing loss and deafness. need, the National University Center for Human Advancement (NUCHA) was created as part of the System in November 2003 to improve the quality of life and productivity of underserved populations and their respective communities. NUCHA applies online, distance education, and telehealth technology for populations underserved in both the U.S. and developing countries. This cost-effective, cutting-edge solution may serve to meet goals for target populations cited by the U.S. Department of Education, U.S. Public Health Services, United Nations, UNICEF, World Bank, and World Health Organization, as well as civil society organizations, in order to mitigate daunting education and related healthcare challenges. The accessible education provided by NUCHA will further broaden the pathways of access to education for all populations... Going forward, NUCHA will create partnerships with non-governmental organizations and other institutions to enhance technological capacity. By building social and human capital, NUCHA will be able to reach broad national and international audiences and significantly contribute to poverty reduction, enhancement of literacy, access to healthcare, and other pervading societal challenges. Institute for Persons Who are Hard of Hearing or Deaf NUCHA also houses the Institute for Persons Who are Hard of Hearing or Deaf. Formed in October 2002, the Institute is funded by the U.S. Congress to enhance and serve the personnel preparation, education, and leadership training opportunities for the 28 million persons with hearing loss and deafness. One focus of the Institute is to identify barriers to effective workplace and career goal achievement, and to address these through dissemination of preferred educational, clinical and vocational practices. The Institute is collaborating with sign language software developers to create an online hybrid sign language program. 37
