2 CBJ DOCKS AND HARBORS 1% Special Projects Sales Tax Request CBJ Docks and Harbors Mission Statement: Develop and provide services to promote and accommodate marine related commerce, industry, fisheries, recreation and visitors. The CBJ Docks and Harbors Board investigated a number of needs at the docks and harbors facilities and proposes the following projects for consideration by the Assembly for inclusion in the 1% special projects sales tax initiative.
3 Priority # 1 AURORA HARBOR REBUILD Replacement of Existing Facility Purpose and Need: The purpose of the project is to improve safety and efficiency throughout the Aurora Harbor facility. Aurora Harbor was constructed by the state 40 to 50 years ago (southern portion in the 1960s and northern portion in the 1970s). A 2004 conditions assessment report rated the facility at fair to poor eight years later the facility continues to deteriorate. Existing conditions cause great concern for the safety of harbor patrons while using the facility and for harbor employees while performing daily maintenance and operations activities. The existing float system is well beyond its useable design life such that repairs are no longer an option the facility needs replacement. The existing electrical and domestic water systems are failing and require constant maintenance.
4 Priority # 1 AURORA HARBOR REBUILD Replacement of Existing Facility Project Description: In general the facility needs full replacement. The new facility would include steel piles, wooden floats, new electrical system, new domestic water system, and a dry pipe fire suppression system. The main gangway and approach dock would be replaced but newer gangways replaced in recent years would be reused.

6 Priority # 1 AURORA HARBOR REBUILD Replacement of Existing Facility Cost Estimate and Funding: Full replacement of Aurora Harbor is estimated to cost $18M. Full funding is not currently available thus the project will be phased as funding allows. A state Municipal Harbor Grant application was submitted for $2M and is in the Governor s budget. With Legislative approval the funds would construct Phase I of the project. CBJs match is $1.5M (Harbor Fund) and $0.5M (FY06 Areawide Passenger Fees). The first phase would construct a new gangway and approach dock; head float; mooring floats A and B; and electrical, domestic water, and fire suppression systems. Phase II of the project would cost an estimated $7M and would rebuild floats C through G and associated utilities.
7 Priority # 1 AURORA HARBOR REBUILD Replacement of Existing Facility Phase III - $7M Phase II - $7M Phase I - $4M Phasing shown is preliminary. Actual work may be modified based on funding availability. The work of the project is such that phasing lines can be adjusted as funding allows.
8 Priority # 2 AUKE BAY BOAT HAUL-OUT Statter Harbor and ABLF Facility Improvements Purpose and Need: The purpose of the project is to perform safety and efficiency improvements at Statter Harbor and the Auke Bay Loading Facility to support boat haul-out activities. The existing Statter Harbor boat haul-out facility was part of DeHart s Marina purchased by the city in 2005 and is in need of replacement. The boat haul-out ramp at Auke Bay Loading Facility is ready for operations but needs a washdown pad and water treatment equipment for a full service facility. New Boat Ramp at Auke Bay Loading Facility Existing Boat Haul-Out at Statter Harbor
9 Priority # 2 AUKE BAY BOAT HAUL-OUT Statter Harbor and ABLF Facility Improvements Project Need: In 2011 a conditions survey was performed of the haul-out supporting structure. A number of deficiencies were cited including split piling, crushed pile caps, and insufficient bearing areas. The report recommends replacement of the structure but with interim improvements it would be useable for a limited time. The report recommends that with interim improvements capacity should be reduced to 25,000 pounds. CBJ Docks and Harbors is investigating the cost of interim repairs to temporarily extend the use of the structure.
10 Priority # 2 AUKE BAY BOAT HAUL-OUT Statter Harbor and ABLF Facility Improvements Project Need and Description : The existing launch ramp and boarding float are well beyond their design life and need to be replaced. The existing ramp extends to only zero tide which limits its period of use for boat haul-out. The existing ramp s concrete surface is severely deteriorated. The Statter Harbor Master Plan includes a new launch ramp north of the existing boat yard on the Horton property. The plan calls for a new boat haul-out ramp and kayak launch ramp at the location of the existing launch ramp.
11 Priority # 2 AUKE BAY BOAT HAUL-OUT Statter Harbor and ABLF Facility Improvements Supporting Equipment: CBJ Docks and Harbors has purchased a 45 Ton self propelled boat lift which will be delivered in March The boat lift could operate at the Auke Bay Loading Facility and at Statter Harbor with proposed facility improvements. The Auke Bay Loading Facility needs a washdown pad and water filtration equipment while Statter Harbor needs a new haul-out ramp.
