3 INTRODUCTION AND WELCOME TO THE LAUNCH OF THE PROJECT ASSESSMENT AND DECISION FRAMEWORKS FOR SEAWALL STRUCTURES This Assessment and Decision Framework for Existing Seawalls project aims to assist Local and State Governments coastal managers to understand, from a practical perspective, the issues relating to small seawalls that are not certified. The intent is to raise awareness of the potential issues arising from the existence of these structures and, where appropriate, to alert the coastal manager to potential signs of failure that might require detailed and expert professional assessment. Seawalls and protection structures are found at many locations around the 30,000 kilometres of the Australian coast. For many of these protection structures construction details are unknown and the capacity of the structures to withstand existing (or future) storm and inundation events is not well understood. Coastal managers (usually Local Government) may be faced with determining development applications in areas protected by structures of unknown quality and origin (some approved and some not). Frequently there is conflict between the coastal managers and the community who have varying impressions of their effectiveness. This project discusses, through reports and case studies; available methods to determine the construction and condition of existing structures (including remote and innovative techniques as applicable) the key design parameters for small seawalls the way these may change into the future with changing climate the primary failure modes for various types of walls opportunities for upgrading existing structures as appropriate key triggers for initiating upgrading/replacement/removal, economic contributions to decision-making, and the inclusion of these structures and ongoing condition and performance monitoring within Local Government asset management registers In addition to the presentations by some of the authors who contributed to the Report, the Workshop/Panel Discussion and the Field trip are designed to provide opportunities to explore issues relevant to participants and to deepen awareness of the constraints and opportunities for coastal managers in seeking improved management of our coasts. We hope the day will also offer an opportunity to develop priorities for research and collaboration between the SCCG Member Councils and other organisations.. Page 2

5 Speaker Biographies Doug Lord Doug Lord is the Principal and Director of Coastal Environment Pty Ltd, a small coastal engineering consultancy offering specialist services to Commonwealth, State and Local Government agencies as well as private sector clients. Doug has approximately 40 years experience in coastal process investigation, coastal zone management and the impacts of climate change on the coast. He has worked in the public and private sector and as a part time lecturer at the University of Technology Sydney in coastal management. From2000 to 2010 Doug was the Manager Coastal for NSW, located within the Department of Land and Water Conservation (now OEH). Doug was a member and past chair of the National Committee on Coastal and Ocean Engineering of Engineers Australia. He is also a member of the NSW Coastal Ocean and Port Engineering Panel for EA since 2001, a member of the Australian Coastal Society and of PIANC. He is currently an Adjunct Research Fellow with the Griffith University Centre for Coastal Management. Lex Nielsen Lex Nielsen is a Principal Consultant with WorleyParsons. Lex has over 39 years of experience in all aspects of coastal engineering including estuarine hydrodynamics; sediment transport; groynes, breakwaters and revetments; dredging; coastal zone management; beach nourishment; environmental impact assessment; and maritime design. His experience includes that of the client (NSW Public Works, Dubai Municipality) and the consultant. He has five years of experience at the Water Research Laboratory, UNSW. Lex has undertaken investigation, designs and physical modelling studies for breakwaters, groynes and revetments subject to wave attack. Lex undertook the design of the rock revetment for Cabbage Tree Harbour, design of the rock armour for the revetments for the Port Botany Expansion project (Sydney Ports Corporation, flume testing for the sand sausage revetment for the Sydney Olympic Beach Volleyball venue on Bondi Beach, rock foreshore protection structures for Dubai Municipality, rock groynes for Lady Robinsons Beach (New South Wales, coastal protection revetments for Lennox Head and the design of steel sheet piling for the Cooks River embankments. Dr David Anning David Anning is a Research Fellow at Griffith University and Senior Research Assistant at Bond University. He is a coastal generalist with specific expertise in the non-market valuation of climate change impacts on natural coastal resources and the amenities they provide. He holds a Bachelor of Science specialising in marine biology and a Masters of Environmental Management specialising in resource Page 4
6 economics and the management of nature-based tourism, both from the University of Queensland. His PhD thesis was completed at the University of New South Wales, on a topic titled Estimation of the economic importance of beaches in Sydney, Australia, and implications for management and is undertaking further postgraduate study in economics at the University of New England. He has a range of experience in working with local and State governments on coastal policy and management issues, and is currently employed on the project Beach and Surf Tourism and Recreation in Australia: Vulnerability and Adaptation. This project, funded by the National Climate Change Adaptation Research Facility, seeks to explore the economic importance of coastal amenities to regional councils around Australia, with case study sites in Qld, NSW, Victoria and Western Australia Francois Fllocard Since graduating from one of the leading French engineering schools in 2002 with a Master of Engineering Science degree, Francois has worked on a range of consulting engineering projects in the oil and gas industry as well as in ocean wave energy conversion. Francois has been awarded a PhD, undertaken at the University of Sydney, investigating the benefits of inertia modification on the efficiency and survival of ocean wave energy converters. He has worked as a project engineer at the Water Research Laboratory since Francois s primary fields of interest are related to coastal processes, wave dynamics, global wave models, coastal structures and related field studies as well as physical and numerical models. While working at WRL, Francois has completed a range of physical modelling investigations for coastal structures including breakwaters, revetments, and wave energy devices. Most recently, Francois led WRL s assessment of costal hazards for Port Fairy (Victoria). The objective of the project was to provide Moyne Shire Council and other land and asset managers with information which will assist in planning for and managing the projected impacts of climate change. 7 Field trip Rockdale Seawalls We have provided an assessment form for the use of non-engineering staff to assist them in recording information on a typical seawall. This information is essential for inclusion in an Asset Management System. The Form provides a practical means for documenting key features of the structures, assessing relevant changes and identifying potential or partial failures which can then be assessed by an appropriately experienced coastal or geotechnical engineer. 1. Record the details of the assessment (when, where, who, weather conditions, tide, etc.) 2. Note the seawall type, dimension and details 3. Answer the 16 observation questions 4. Based on the answers, choose the potential failure modes. Images of the different failure modes could be used to help identify the potential failure modes 5. Insert other comments when required; i.e., structural condition of the wall, etc. 6. Based on the identified potential failure modes, assess if a geotechnical engineer/consultant is required to do further assessment 7. Also assess if any remedial action or works need to be undertaken immediately. When required, the inspector could also list out some of the simple and obvious remedial actions; i.e., place more boulders at the toe, paint the wall because it is corroded or vandalised, increase the height of the wall to protect the retained material from wave overtopping, etc. Page 6
