Broadway Avenue Bartow, FL Dear Mrs. Leopold: Florida Department of Transportation DBE (KCI) is pleased to submit this expanded letter of response outlining our qualifications to provide surveying and mapping services for the above referenced project. KCI has provided survey services to many federal, state, municipal, and private agencies for more than 55 years. Our project managers, surveyors, and technical staff understand this type of contract, including the requirements for established time limits and simultaneous delivery orders. The key personnel identified in this proposal are available and will be committed to this contract throughout its duration. KCI is an employee-owned, multi-disciplined engineering firm with a staff of more than 850 licensed surveyors, subsurface utility professionals, engineers, environmental planners, scientists and support staff in 22 offices throughout the United States. KCI is an award winning firm, ranked 82nd among the Top 500 Engineering Firms by Engineering News-Record. Our Tampa office now totals more than 60 people, experienced in serving the Florida Department of Transportation (FDOT), local municipalities, government agencies, and private developers on small and large scale projects, all within the state of Florida. KCI s experienced staff provides clients with services driven by Total Quality Management principles. KCI will provide services including, but not limited to, contract management, control surveying, design, right-of-way and construction surveying and scanning services for this contract. Subconsultants KCI will be assisted by Revolution Professional Services, Inc. (RPS) and I.F. Rooks & Associates, Inc. (IFR). RPS is a state of Florida DBE firm and will provide support services including, but not limited to, quality control, control surveying, design, right-of-way and construction surveying services. They have provided these services for a multitude of clients ranging from private developers, regional and national residential and commercial/industrial developers, municipalities, counties, and state agencies including FDOT Districts 1, 2, 3, 5, 7, and the Florida Turnpike, as well as numerous counties and cities and is prequalified by the FDOT in the 8.1, 8.2 and 8.4 workgroups. Additionally, RPS is certified by the following agencies as a minority business: State of Florida Department of Management Services, Office of Supplier Diversity CBE Hillsborough County Economic Development Department DM/DWBE IFR is a full service aerial mapping and photogrammetric firm serving clients throughout Florida and the southeastern United States. They have extensive experience in providing digital orthophotos, topographic and planimetric mapping, fixed-wing and helicopter aerial photography for transportation, site development, coastal and environmental projects. Photogrammetry experience ranges from digital orthophotos and low altitude (helicopter) Page 1

3 mapping for DOT roadway projects to detailed GIS base mapping of major power producing plants and university campuses throughout the southeast as well as the use of LiDAR technology for supporting photogrammetric mapping information. IFR is prequalified by the FDOT in the 8.3 Workgroup Photogrammetry and has completed mapping projects in every district in the state. Further, the firm is currently under contract with Districts 1, 2, 3, 5, 6 and 7. UNDERSTANDING OF SCOPE OF SERVICES The goal of both District One and KCI is to provide technically accurate and cost-effective work in a timely fashion. KCI approaches all task assignments with cost controls and efficiency in mind. With each request, a scope of services will be developed and refined to meet your needs as efficiently as possible. The ability to design cost effective solutions to surveying tasks requires three things: experience, innovative thinking, and state-of-the-art technology. Our approach allows KCI to maintain a reality-based understanding of the projects goals and objectives, enabling us to work in concert with our clients and form a coordinated partnership. KCI views partnership and responsiveness as essential to the delivery of quality services. KCI s work plan is simple: constant communication and high quality products delivered in a cost-effective manner. Our team has a thorough understanding of the work involved and all the possible combinations of skills required to fulfill our commitment to District One. Our staff, which includes professional surveyors and mappers, survey technicians, administrative personnel and project managers, are ready to assist with any task required under this contract. The main contract issues usually associated with these types of projects are: Coordination - Coordination with the District s project manager and the survey and right-of-way mapping staff is critical to success. We will also coordinate and supervise subconsultants needed for individual assignments such as DBE assistance or title search assistance. Scheduling - KCI will schedule the necessary field and office resources to complete each task assignment on schedule and under budget which is critical when multiple assignments are under way at the same time. We have successfully managed multiple on-call contracts for many public and private sector clients, including but not limited to the City of Tampa, Hillsborough County, Tampa Electric Co. and Progress Energy. Management - KCI identifies all key project issues as assignments are received, assesses the impacts of these issues on the work product and schedule, and allocates all necessary resources and provides the coordination, communication and supervision to produce a very high quality work product on or ahead of the district s schedule. Keith J. Bouffard, PLS, our Florida survey practice leader, will ensure all requests are handled immediately and are completed according to scope and budget. Our field crews are equipped with the latest tools and technology. KCI will act as a one-stop center of information and be responsible for obtaining all records and providing all services for District One. KCI s field crews will complete jobs in an accurate and timely manner, because we understand the importance of using total stations with electronic data collectors, GPS, laptop computers, and mobile phones. Our field crews, paired with state-ofthe-art survey equipment and knowledgeable office staff, comprise a team of professionals prepared to meet all of your survey needs, regardless of the size of the project. We offer our clients a proven record of accomplishment of land surveying projects varying in size, location, and specifications as shown in the relevant experience matrix within this proposal. Our staff will strive to meet your needs, from the planning and scheduling stages through its completion. In accordance with an agreed upon project scope, some examples of services that may be included are: Boundary surveys / topographic surveys / utility mapping Courthouse research to include tax records, deeds, right-of-way maps, plats, landowner information, etc. Page 2

4 Control research utilizing all available sources of existing control including LABINS, NGS, FDOT, FDEP and local counties and cities Establishment of a horizontal and vertical project GPS control network Design surveys Complete vault surveys including sanitary and storm sewer field location of gravity utilities with rim and invert information Underground utility surveys including power, phone, fiber, water, gas, steam, etc. DTM Files (Digital Terrain Model - 3D file basis of contouring) Construction control and layout surveys Wetland delineation and mapping Legal descriptions and sketches Control and right of way surveys Hydrographic surveys Laser scanning CADD and GIS services Project Startup Upon receiving a request for services from District One, KCI will schedule a scoping meeting with the appropriate officials to discuss all specifications and particular factors including limits, scope, and schedule in regard to the given project. KCI s project manager to be assigned to that particular assignment will attend the scoping/kickoff meeting. At or before the scoping meeting, District One will provide KCI with all available material including plans and survey control or agree upon arrangements to do so. A report of scoping meeting minutes listing all matters determined at the meeting will be prepared and forwarded to all involved personnel immediately following the meeting. KCI will respond to District One s task order RFPs within two business days of receipt or a date that has otherwise been specified. A response team will be organized to quickly meet, assess, and evaluate requirements; identify and evaluate alternatives; and determine a solution. The solutions will be developed with emphasis on approach, deliverables, quality control plan, and performance requirements. Once a decision has been made and a best course of action decided upon, a scope and man hour proposal will be drafted, reviewed with District One staff, and then finalized. Safety As fieldwork begins, a safety plan will be designed and implemented so the field crews are fully aware of jobsite maintenance, including proper use of signage, cones, and flagmen. KCI adheres to the guidelines set forth in the Manual on Uniform Traffic Control Devices as well as other local regulations. To further supplement safety procedures, KCI has developed a comprehensive Safety and Health Manual. This safety manual outlines the programs and procedures at KCI and on the job site. KCI requires that every employee review the Safety and Health Manual and support the programs and procedures contained therein. We encourage each employee to participate in the workforce safety process, provide input, report dangerous conditions, as well as attend safety meetings and training sessions. KCI crews are wellversed in traffic and construction site safety procedures and are familiar with the use of safety equipment and personal protective devices. Field Survey Procedures Project limits will be established in the field. Scoped field items will be obtained in accordance with the District s Location Survey manual, Survey and Rightof-way Mapping manual and KCI s Surveying Practice manual. KCI will run a conventional traverse within the scoped projects limits based on controls established by GPS methods. The traverse will meet and exceed the state requirements for standard of care for a survey of this order. As fieldwork is completed and brought into the office, it will be immediately downloaded onto a PC for compilation and processing. Our quality control procedure outlines this as a seamless process. The traverse will be adjusted and all ancillary survey data (side-shots) will be processed against the adjusted traverse. The data will be compiled and the mapping process will begin. Fieldwork will be performed using the best combination of our conventional and GPS equipment. KCI utilizes Topcon Total Stations and Auto Levels, TDS Pro Ranger and Trimble Data Collectors, and Trimble GPS equipment. Scoped field items will be obtained in accordance with the guidelines established by District One. Office Survey Procedures KCI s office staff is fluent and efficient in working in a Microstation drafting environment, dictated by the client s needs. All traverse adjustments are done through Star*Net Pro. Page 3

5 All GPS compilation and post-processing is performed utilizing Trimble Geomatics Office software. All CADD work will be completed in Microstation. Final mapping will be generated as outlined in the project scoping notes, which will dictate limits, scales, etc. KCI will adhere strictly to the District s CADD manual. KCI s CADD staff is very familiar with adapting to meet specific drafting requirements established by the client. All CADD files will remain coordinate correct. Survey plats and maps will be produced according to the scope outlined at the onset of the project. All mapping will conform to the Florida Statues for Land Surveyors. The maps and plats will be generated in Microstation and conform to the prescribed CADD standards, such as layering, symbology, and linestyles. All computations will be checked and reviewed by the QA/QC officer and the final plats/maps will be produced for the client in the format the client requests. KCI has the ability to generate hard copies (paper or Mylar), soft copies of the CADD file, PDFs, CDs with the files, FTP transfer of the files, and of course the ability to the information, in order to best meet the requirements of District One. GPS Technology KCI uses GPS technology on all types of projects. Project controls can be established using fast static techniques, and wetlands and corridor boundaries can be marked using differential (Pathfinder) technology. RTK is becoming more frequently utilized on projects for data collection. KCI is a subscriber to Trimble s VRS NOW Florida Virtual Reference Station System (VRS) which allows us to invoke Real Time Kinematic GPS surveys with very little initialization time. It also allows us to provide a tie to the Florida State Plane Coordinate System quickly, even when a local monument is not recovered or accessible. KCI will look for opportunities to utilize GPS as jobsite conditions permit. Being limited only by physical obstructions, GPS equipment can significantly reduce time to complete many survey tasks. AWARENESS AND APPROACH TO PROJECT ISSUES KCI will provide District One with quality surveys depicting accurate information in a timely and costeffective manner. In addition to information provided by the District, our due diligence process will concentrate in researching existing records of the areas of concern, communicating with local surveyors to obtain data, and obtaining all available public records (deeds, plats, rightof-way maps, sectional information). These documents will help our technicians and surveyors prepare a field work package before any field visit, avoiding time consuming field searches. Safety is paramount for KCI s team. Prior to any field activities commencing, our professionals plan out an aggressive maintenance of traffic (MOT) plan that ensures safe working conditions for our personnel and the public. We will also obtain all pertinent permits necessary to allow our field personnel to safely work within special attention areas (wetlands, water bodies, restricted areas, etc.) Completing all these tasks beforehand will allow our field technicians to concentrate on their activities, maximizing efficiency and shortening field time. KCI survey staff will be designated to this project upon notice-to-proceed. They will remain assigned to the project through completion to maintain project familiarity and limit access/coordination efforts. Our team has a thorough understanding of the work involved and all the possible combinations of skills required to fulfill our commitment to District One. From licensed professional surveyors and mappers to field rodmen, the KCI team will be ready to assist with any survey task or assignment required for this project. Provided engineering analysis and design, final engineering construction plans and specifications along with design survey services, control survey services, right-of-way maps, legal descriptions and sketches on this 1.2 mile multi-lane roadway. Roadway /Drainage /Permitting/ Traffic Design for 78th Street and Harney Road. Provided design to add left turn lanes in both directions on Harney Road, and adding a right turn lane on 78th Street. Included design survey services, control survey services, right-of-way maps, legal descriptions and sketches, along with locating and designating services. Gunn Highway Roadway Widening. Survey Division provided control monumentation with reference points every 500 feet for 2 miles. Surveying included high precision HPGN for aerial targets for LAMP (mapping) and establishing VPNC for 1.5 miles of R/W involving converting the road from a congested rural two-lane arterial roadway to a four-lane minor arterial with raised median, bike lanes and sidewalks. This project used FDOT standards. Bloomingdale Avenue at Pearsons Road. Performed preliminary and final design for 0.60 miles west on Bloomingdale Ave., including design survey services, control survey services, right-of-way maps, legal descriptions and sketches, along with locating and designating services. Roadway improvements included road widening, drainage and signalization. Provided utility mapping. Bloomingdale Avenue at Little Road. Performed preliminary and final design for the intersection of Bloomingdale Ave. and Little Rd. improvements including design survey services, control survey services, right-of-way maps, legal descriptions and sketches, along with locating and designating services. 7 QUALITY CONTROL/QUALITY ASSURANCE (QA/QC) PROCESS KCI s Quality Assurance and Quality Control (QA/QC) program is rigorous and effective. The QA/QC program will be administered by James M. Gellenthin, PSM and be supported by the respective project managers from each discipline using the ISO quality/assurance program. KCI is operating using an ISO 9001:2008 compliant Quality Management System, making our philosophy and approach unique in the A/E community. Quality control procedures for the work performed in each of KCI s technical disciplines are defined in each discipline s quality control manual. These procedures, developed by the technical staff, contain specific instructions on the preparation, checking, review, and coordination of each of the various work products produced by the discipline. Developing separate quality control procedures for each technical discipline allows the procedures to be customized and rigorous for the work products produced in that discipline. The purpose of these procedures is to eliminate potential errors, omissions, ambiguities, and inconsistencies in the design and development of project documents. These manuals and their implementation constitute the principal mechanism for technical quality control at KCI. KCI s experienced staff of land surveyors, utility locators and technical staff has the appropriate tools necessary to efficiently produce high quality deliverables. Innovative solutions, grounded in practical field and office experience, result in successful projects, delivered on time and under budget. OTHER CONSIDERATIONS Subsurface Utility Engineering KCI offers subsurface utility locators as part of our field services since surveys often require location and mapping of underground facilities. Having these services in-house eliminates the need to identify a teaming partner or subcontractor. The utility locating division of our field services is all inclusive, offering utility record research and coordination, utility designating, through vacuum excavation locating services to determine the type, size and depths of buried utilities. A Properly Equipped Staff KCI survey crews primarily utilize Topcon Total Stations and Auto Levels, TDS Pro Ranger Data Collectors, and Trimble GPS equipment. All equipment is held to an annual calibration schedule. Summary KCI is committed to providing District One with the resources and personnel required by this district wide contract. The KCI offices and our team members offices are staffed to meet and exceed the needs of this contract as our professionals can be either on-site or at the district office quickly to solve any issues. East Palatka Water System Phase 1, Putnam County, FL. Survey Manager. Mr. Bouffard performed construction layout and as-builts for this 26 mile pipeline project and water treatment plant site. This project included the setting of 150 horizontal and 100 vertical control points utilizing RTK. Intercession City to Barnum City 69kV Rebuild, Progress Energy, Davenport, FL. Survey Manager. Pinellas Recreational Trail, Pinellas County, FL. Survey Project Manager. Mr. Bouffard performed boundary surveys, jurisdictional surveys and right-of-way control surveys for all 52 miles of this recreational trail converted from old railroad right-of-way. COSA/Sebastain Cove, St. Johns County, FL. Survey Manager. Mr. Bouffard performed horizontal and vertical control survey and layout services for construction of a 7.5-mile force main along S.R. 16 from Stratton Boulevard east. Keene Road, Pinellas County, FL. Survey Project Manager. Mr. Bouffard was responsible for right-of-way maps, topographic data, jurisdictional and aerial control points on this four-mile roadway corridor. River City Marketplace, Duval County, FL. Survey Manager. Mr. Bouffard performed boundary, topographic, right-of-way, utility construction layout and tree surveys for this 471-acre multi-use site located near Jacksonville International Airport. Soutel Drive Boundary and Right-of-Way Mapping, Jacksonville, FL. Survey Manager. Mr. Bouffard performed surveying, design and permitting services for a four-lane widening of Soutel Drive between I-95 (Pritchard Road) and US 1 (New Kings Road). Surveying services included additional rightof-way acquisitions and temporary construction easements. Royal Lakes Wastewater Treatment Plant Decommissioning (Renaissance) Route Study. Survey Manager. Mr. Bouffard provided a corridor routing study from the treatment plant to the designated master lift station site and the northeastern terminus lift station. The study included detailed mapping efforts to look at the best and least intrusive path for the mainline piping. The mapping of existing right-of-way, utilities, easements and physical improvements utilizing aerial, GIS, as-built data and field investigation was the initial step. Property data, plats, deeds and other available public records determined required easements and acquisitions. The second element was the field location mapping that provided the topographic base map for the engineering and design efforts. The work involved an extensive amount of field survey work and SUE investigation along the three-plus mile corridor. This work also included establishment of horizontal and vertical control work for the construction phase. The third and final element was the right-of-way mapping. This involved establishing a utility right-of-way for construction purposes and long term maintenance of the facility. Actual determination of property rights was required as part of the process so that accurate easements could be surveyed and mapped for acquisition. Stratton Boulevard Realignment, St. Augustine, FL.
