Meath Under the Per Cent for Art Scheme Scoil Bheinín Naofa Cailiní wishes to commission new visual artwork to celebrate and coincide with the construction and opening of Scoil Bheinín Naofa Cailiní. Location & School History Scoil Bheinín Naofa was opened in June We are an all girls rural primary school with 340 pupils. Duleek is a town in Meath with a population of approximately 3,500. It s located approximately 10km from Drogheda, Navan and Ashbourne. Newgrange monument is within 5km and The Hill of Tara is equally close. The River Boyne runs close to Duleek and the Nanny River is flowing through the village. Duleek is steeped in history taking its name from daimh liag meaning house of stones and referring to an early stone- built church, St. Cianan s Church, the ruins of which is still visible in Duleek. The village is home to the Bathe- Dowdall Cross erected in 1601 and also the Berford Cross erected in Duleek also boasts the oldest and largest lime tree in Ireland as well as St. Mary s Abbey in which the bodies of Brian Ború and his son lay in state after their deaths on the battlefield in Clontarf in The school has taken its name from Naomh Beinín who was the son of an Irish chieftain and grew up in the district of Duleek. According to folklore the biggest event of his childhood was his meeting with St. Patrick who had come to Duleek to preach and baptise Beinín was so impressed with St. Patrick he became one of his followers and spent the rest of his life teaching and preaching Christianity and baptising people. On the death of St. Patrick, Beinín became head of the Irish Church and second Bishop of Armagh. School Logo The school logo consists of an image of the lime tree which is located in the middle of Duleek, with the words Ag Criost an Síol which reflects the Catholic ethos of the school. Mission We aim to provide the best educational environment for our pupils in which they will reach their full potential both educationally and in their personal development. We recognise the

2 individuality of our students and welcome and co- operate with each and every child and their parents. We recognise the importance of a solid relationship between school and the wider community and strive to foster this in all areas. Social Life Music has a very important role in the life of the school. We have a junior and senior choir and a school orchestra taking part in various competitions and events. Pupils from 2 nd to 6 th learn recorder with other classes learning tin whistle, accordion and guitar. Sport also plays a big part with students given the option to participate in gaelic, soccer, basketball, spikeball, swimming, athletics, orienteering and further sampling many other sports during active week each year eg golf, tennis, camogie, dance and yoga. Irish culture and language is very important to the school community. Cummann na ngael takes place during lunch time promoting spoken Irish. Irish dancing and all forms of dance are also enjoyed by many students, through games, song, dance and craic. We have named our classrooms after characters from Irish mythology to reflect our Irishness and heritage. Emphasis is also placed on art activities with many displays throughout the school to create a warm, interesting and welcoming atmosphere. We welcome the many diverse nationalities which have joined our school over the past number of years The Project The aim of the commission is to provide an opportunity for artists, at any stage of their career or experience level, to develop a new work influenced by the history, context and aspirations of the students, teachers, parents and community of Duleek and the surrounding region. Projects financed under this scheme should maintain the highest level of artistic excellence, be innovative in nature and display a high level of understanding of the context of the commission. Commission The commission is for a collaborative art programme to be explored, developed and completed in conjunction with the students and staff at the school. Two possible locations have been identified within the school. One internally in main corridor area, most likely wall mounted. A second in a garden area just opposite the front entrance.

3 The Budget The maximum budget for the commission is 25,000 inclusive of all artists fees, costs, expenses, vat, insurance, transportation to site installation cost, foundations (if applicable) and any other charges. The Competition The competition will be in the following stages: Registration of Interest: To register your interest in the project or write to Kathleen Healy, Art Commission Co- ordinator, Scoil Bheinín Naofa Cailiní, Duleek, Co. Meath expressing your interest in the project before 4 p.m. on Friday 22 nd January 2016 and providing your name, address, telephone number and address. When registering, please indicate if you require to attend a project site visit. Unless otherwise indicated by applicants, will be the form of communication used for registration of interest. Site Visit To arrange a site visit please ring the school at Stage 1 A Stage 1 submission for commission should consist of: CV Images/recordings of previous work covering the applicants full range of practice and including previous collaborative work. Copy of HSE Keeping Safe Certificate (or equivalent) Outline of Proposal The proposal should consist of a written description outlining the background to the idea, a description of the process involved, the anticipated outcomes and benefits along with a draft budget and timeline. Supporting visual material specific to the proposal is desirable but not essential. Submissions for stage 1 may be handed into the school during school hours or posted to the following address; Scoil Bheinin Naofa Cailiní, Duleek, County Meath. No stage 1 submission will be accepted by e mail, hard copy only. Shortlisting

4 A maximum of 6 artists will be invited to submit a stage 2 proposal. Each shortlisted artist will receive a fee of 500 to develop their proposal further. Stage 2 A stage 2 submission should consist of: Assessment Criteria A sufficiently detailed written and drawing submission to clearly explain the full breadth of the planned project and be a firm intention of what the artist hopes to achieve. Details of how the artist intends to engage the pupils and staff. Detailed time scale Detailed budget Where a project involves other specialisms or supplier, the applicant should include full details and descriptions, contacts, competencies, and CVs for each. Detailed maintenance requirements (if applicable). Marquette (optional) Proposals for the commissions at both stages will be selected by a committee consisting of representatives of the teaching staff, Board of Management, independent professional artist and Meath County Council Arts Officer. Shortlisted artists may be asked to attend an interview with the committee and be requested to elaborate on their proposals. Selection will be made on the following criteria:- Payments The quality, innovation and artistic merit of the proposal. Previous work and track record (or potential) of the applicant Impact and benefit for the community Understanding of the physical, social and cultural context of the work Feasibility Value for money Final Commission payments will be made in three instalments on receipt of invoices in the name of the artist. The first instalment will be paid at the commencement of the project, the second half way through the project at a specific stage decided as part of the final contract, and the third when the project is completed to the satisfaction of the commissioners. Artist will also be responsible for health and safety and insurance of the work until installed on site.

5 Please also note that the artists will be required to submit a tax clearance certificate in advance of any commission payments being made. Reservation The commissioners reserve the right not to proceed with any of the submissions received.
