3 1.- FEAFES Spanish Confederation of Groupings of Families and People with Mental Illness MISSION: To improve the quality of life of people with mental illness and their families. To defend their rights. To represent the Associative Movement. Federations and associations representing people with mental illnesses and their families in all regions in Spain (since 1983). 216 organisations (federations and associations) with more than 41,000 members (families and people with mental illness). Values: leadership, participation, democracy, transparency, justice, efficacy, solidarity, self determination and equity.

4 Member of international mental health organisations (EUFAMI, WFSAD, WFMH, MHE) and also national ones (ASEPAM, CERMI, FUNDACION ONCE) Comprises the CEIFEM (Spanish Centre for Information and Training on Mental Illness) Promoted FUTUPEMA and FEAFES EMPLEO 2004 Awarded by different institutions (Ministry for Health, Ministry for Social Policy and Employment, WFMH) Involved on implementing the EFQM Model and getting ISO 9001/2008 Certification.

5 2.- The situation of employment of people with mental illness in Spain. The facts: - Between 60 and 90 % of people with mental illness are unemployed. - Only 15% of people with a disability caused by mental illness working: eventual works, non qualified. - 31,78% wanting to do any kind of work as long as they would have one. - prevalence of mental disorders in unemployed is twice the one of employed. 6 Measures for promotion of employment : - legislation: special quota for contracting people with disabilities (5% in public services, 2% in private companies of more than 50 employees), fiscal benefits for employers of people with disabilities - actions: - vocational orientation: expectations, skills, interests - skills training - work with the community environment (families, employers) - vocational training - job search and mediation services - support in employment (new employments and support to maintenance) - protected employment: special employment centres, social firms...

7 Challenges: quota are not always respected programmes are not sufficient people with mental illness do not profit at the same degree as other disabilities of specific measures for people with disabilities difficulties to make benefits income and work compatible stigma lack of information on services available and rights, lack of participation Strong risk of social exclusion

8 3.- The role of the associations of people with mental illness and their families. A role recognised: - Helsinki Declaration and Action Plan: Empowerment Participation in planning, delivery, review and inspection of mental health services. - European Pact for Mental Health and Well- being - Resolution of the European Parliament on Mental Health (19th February) - The Strategy for Mental Health of the National Health System: includes FEAFES participation, in design, follow up and implementation.

9 4.- What can the organisations of people with mental illness and/or their families do. FEAFES articulates its action over three axes: Advocacy. Awareness raising. Service provision Research and evaluation as parallel issue.

10 Advocacy. - Demanding the inclusion of relevant issues in policies, plans and laws at local, regional, national, and European level. e.g. - Participation in committees - National Reports on Strategies for Social Protection and Social Inclusion, - European open consultations - Legal advice

11 Awareness raising. - fighting against stigma in general population. Celebration of WMHDAY Working with the media

12 Awareness raising. - specific campaigns for employers: fiscal benefits, - information sessions in companies.

13 Service provision. Actions: - vocational orientation: expectations, skills, interests - skills training - work with the community environment (families, friends ) - vocational training - job search and mediation services - support in employment (new employments and support to maintenance) - protected employment: special employment centres, social firms... Comprehensive programmes in most services specially rehabilitation services.

17 Service provision. Employment with support: Local programmes 30 aprox FEAFES CÁCERES (EXTREMADURA) 21 new employments in 2006 AFEPVI (Comunitat Valencia)

18 Service provision. Protected Employment. AEMIS- Association directed by people with mental illness (Badajoz, Extremadura) opened in 2007 a Special Employment Centre on serigraphy. DAU Association of families of people with mental illness (Barcelona, Catalunya) holds a Special Employment Centre on manufacturing of materials.

19 5.- Empowerment of people with a mental illness. Still insufficient Employment integration outcomes. Empowerment has shown effectiveness to improve health and social outcomes: at personal, organisational, community and policy levels. empowerment as a goal and a mean for effective employment integration strategies
