Korean e-government & u-city Korea s Journey to e-government 1 st Stage[mid 80 s mid 90 s] Korea s strides for e-government ernment began in the mid 80 s when the National Basic Information System project was first implemented. Since the mid 90 s Korea Information Infrastructure project was forth in time with the trend of building information superhighways h in advanced d economics 2 nd Stage[mid 90 s late 90 s] With the enactment of the framework act for information promotion in 1995 and the formulation of the National framework plan for information promotion, information of government services evolved to a full scale e-government 3 rd Stage[2001 ] Korea s efforts to implement e-government were even accelerated in January 2001 by the establishment of the Special Committee for e-government. The committee is under the presidency and has continuously supported and monitored the eleven high-payoff initiatives which were already implemented and in service since November e-government National projects 2

To help the private sector to migrate smoothly to the information society by way of prior experience of the Government sector Investment plan To complete KII by 2005, investing total 28.5 billion US$ for construction Especially, 1.5billion during the 3 rd stage from 2001 to Chronicles 1994: KII plan was announced 1995: KII plan confirmed, Two network operators were selected(kt, DACOM), phase 1 of G-KII started. 1999: the CK 21 was announced 2000: KII plan was modified( ), P-ATM service was commercialized, G-ATM svc become commercialized 2005: KII project completion 4

It is not a staged process that must be built on existing e-government infrastructure. Introduction of m-government e-services and m-services e-services (electronic services), Referring to any varieties of traditional services delivered ered electronically, are popularly adopted as a solution for integrating ICT into the customer support process m-services, Services delivered to customers portable electronic devices such as mobile handsets and PDAs, extend e-services through wireless internet. Evaluation of Services Concept Traditional Concept: A series of activities and processes transforming products and information into a new state desired by the customer, with the Services participation of the customer, and the results achieved by such activities and processes. The push services include reminders, alerts in case of an emergency, status info (the status of an application, exam results) interactive ones in which there is a dialogue between the citizen and the government. Examples of interactive m-government services encompass m-parking, m-ticketing, m-voting. m-government Services 14

Future trend of ITC Technology Definition of IT Convergence Convergence and Fusion Technology Convergence and Fusion means joining two or more things together to form one thing. But the two slightly differ. Convergence technology refers to the technology of chemical combination fusion technology means the technology of physical combination. Today we live in the era of unrestrained technological competition. Just one technology cannot guarantee any more. Convergence of different technologies has produced new technologies and industries, accelerating technological development. Biometrics (information + bioengineering), MEMS (information + bioengineering +materials), mechatronics (information + mechanics), bio-compatible materials (bioengineering + materials), etc. are cases in point. 21
