13 Communication Channel - Cell Broadcast Main advantage usage of dedicated signaling channels, what allows: Sending notification without interfering capacity of legacy services (voice calls, SMS, data, etc.) Sending notification even in congested networks it takes few minutes to broadcast message to whole network; CellBroadcast is standard functionality of GSM / UMTS networks specified in 3GPP TS One way broadcast (from network to handset) to all subscribers within the area eliminates subscriber privacy issue; All handsets within the broadcast area receive CBS if such feature is activated on the device; Flexibility of selecting various areas, basing on municipality or any other criteria; Various languages and text encodings could be used for emergency messaging. 14 Communication Channel - WebService Two types of application: Emergency notification of subscribers (smartphones and PCs); Pushing of emergency information to other mass communication media (WEB portals and etc.). Advantages of WebService: One of the most used communication technologies ; Subscribers download information as soon as it becomes available on server; Devices download emergency notification if it is valid for the region they subscribe; Graphical information could be sent to WebService client along with text; Various languages and text encodings could be used for emergency messaging; System could grow in order to serve very high request loads. 15 International experience on using Cell Broadcast Implemented in many countries as commercial service and proven as optimal media for warning messages; Wireless Emergency Alert (WEA) service is implemented in USA as Commercial Mobile Alert Service (CMAS); EU-Alert implementation is in progress in several countries in Europe: Lithuania was the first in EU to launch system in October 2012 Netherlands launched NL-Alert in November 2012; Most of EU countries signed memorandum of understanding regarding actions towards adopting EU-Alert as the emergency service; Japan has broadcast based earthquake and tsunami warning system (ETWS) operating for several years already.
