This is despite 98% of roads being under the care of local highway authorities and one third of those roads being classed in urgent need of attention. Railways In April Network Rail embarked on a five year improvement scheme, and alongside the Office of Rail Regulation is expanding it into a multi-billion pound plan to deliver a safer, higher performing and more efficient railway with significantly improved asset management.
