2 Digital Solutions Manager Job Overview The Digital Solutions Manager is responsible for the optimal development of ICTC websites and customized tool applications and IT infrastructure, to meet its business needs. This includes strategic planning, overall design, web contractor management, quality assurance, testing, implementation, and support integration with the IT service provider. The Digital Solutions Manager is a strong collaborator who works closely with our IT service provider and all Program areas to develop, implement and deliver technical aspects of ICTC s program related initiatives. This position reports to the Director of Finance and Administration. Tasks Web Development Management (40%) Participates in ICTC proposal development to understand & identify business opportunities as well as scope (cost, time, resources) potential web development initiatives. Collaborates with Program areas to support robust requirements identification, procurement of consultants/suppliers, development and implementation of appropriate business solutions. In conjunction with Program areas and the IT service provider, develops an IT/Web plan that supports the achievement of enterprise objectives, is cost effective and aligns to relevant long-term trends. This plan includes and recommends financial, human and technical resources, including defining the mix of in house versus out sourced services. Develops, implements, evaluates and continuously improves the Web service strategy and design in order to ensure alignment to organization objectives, efficiency and user satisfaction. ICTC s web architecture includes the following: 80% LAMP servers, Wordpress CMS, 20% Legacy applications utilizing Microsoft IIS and MS SQL Identifies, implements and evaluates technical web architecture, standards, solutions and service to meet organization and user needs. Develops, monitors and communicates related policies. Stays abreast of developments that impact ICTC s IT & Web function including emerging technologies, risks, governance/legislation and internal initiatives Oversees and participates in the training and communication of Web initiatives to internal and external users Collaborates with the IT Service provider to ensure proper planning and mitigation measures to ensure security of web systems and information
3 Designs and implements quality assurance processes to ensure compliance, quality and support user satisfaction Articulates complex technical themes to stakeholders (SOA, SSO, ecomm, CMS, CRM) in order to support decision making, planning and general understanding. Ensure work allocation and user support for ongoing support and maintenance of technical applications Network / Server Administration (30%) Oversees and maintains multiple HyperV servers, working with the IT Service provider to ensure proper backups and patches are installed and systems are maintained. Manages all aspects of ICTC s asset management, tracking and asset disposal. This includes projecting requirements, ordering equipment, disposing of outdated equipment. Monitors and installs Linux servers (Virtual) as required for various initiatives. Manages users using MS Active directory, ensure users only have access to folders and drives they are allocated to. Establishes policies for systems and technologies Evaluates, selects, and establishes agreements with technology vendors and consultants Contract and Service Provider Management (25%) Establishes strategic service provider partnerships in order to support efficiencies, back up and strong service delivery. Supports the Request for Proposals process for technical consultants. Sets criteria, write the technical portion of the RFP, and participate in the RFP process to identify potential service providers Establishes and monitors project plans for service providers including financials, timelines and deliverables to ensure successful completion on-time, on-budget and to a high standard of quality; addresses instances of unsatisfactory vendor performance. HR Management (5%) Where needed to support Web development, interviews potential candidates and modifies job descriptions as needed/approved by the Director of Finance and Administration. Assigns work and co-manage the workload of support staff. Facilitates problem solving and issues clearing in order for work to be achieved as needed. Co-evaluates the performance of support staff and provides coaching and constructive feedback. Analyses developmental needs and works with support staff to create a developmental plan.
4 Co-manages support staff working conditions and issues and escalates actions requiring management action. Understands and acts in accordance with ICTC s employment policies and practices; monitors and ensures report(s) adherence to them. Knowledge of Web development, LAMP stack, Centos, Apache, Wordpress (CMS), Sugar CRM, MySQL, HTML, PHP, Javascript, CSS, web administration tools, Adobe Suite Experience administrating and troubleshooting PC desktops (MS Windows) and Servers. Knowledge of server hardware and maintenance, backup procedures and physical network management. Experience: Hands on experience in web application development, administration and support At least five years working in a technical capacity to develop and deliver IT and web solutions Proven track record of successfully delivering IT projects and solutions on-time and on-budget to meet deliverables Experienced in business requirements analysis Skills and Attributes: Self-directed and motivated with a track record of achieving business goals and targets
