1 Minutes of the video conference held with Project States to discuss the roll out of Information and Communication Technology enabled Real Time Monitoring (ICT-RTM) of ICDS on 21 st August, 2015 Venue: Office of Secretary, Ministry of Women & Child Development Time: PM A video conference (VC) was organized under the chairmanship of Shri V. Somasundaran, Secretary, Ministry of Women & Child Development (MWCD) with Principal Secretary/Secretary and State Project Directors of 8 project States under ISSNIP to discuss the roll-out plan of the proposed ICT- RTM. The VC was attended by Additional Secretary, MWCD, Joint Secretary, MWCD, Project Director (ISSNIP) and other officials from MWCD. Representatives from the Bill & Melinda Gates Foundation (BMGF) and Dimagi (BMGF Partner) also attended the meeting. List of participants is annexed. 2. Secretary, MWCD in his opening remarks outlined importance of the ICT-RTM project to strengthen monitoring and supervision of ICDS service delivery mechanism for better nutrition outcomes. He suggested that in order to expedite the project implementation, the States can quickly form a strong team to ensure smooth roll-out of the same. He reiterated that the success of pilot is essential for up-scaling the initiative across the ISSNIP project districts. 3. Dr. Rajesh Kumar, Joint Secretary, MWCD briefed about the importance of the ICT-RTM roll out and requested Project Director (ISSNIP) to discuss the points that were already shared in the power point presentation with the States. 4. Dr. D. K. Saxena, Project Director (ISSNIP) outlined the overview of the ICT-RTM roll out, details of distribution of Aanganwadi Centres (AWC) to be selected across the 8 project States where ICT-RTM will be rolled out initially and timelines for roll out plan. He informed that ICT-RTM roll out in the States is scheduled to be initiated from 1 st November The rollout will first take place in selected 10,100 AWCs in eight ISSNIP States and it will be scaled up to about 90,000 AWCs by June, He elaborated the key milestones with timelines on ICT-RTM roll-out, which are as under: S. Identify the Trainers at the District and Block level 01 st October th October Procurement of Devices 15 th September th November Train District and Block level trainers 15 th November th November Purchase SIM cards 15 th September th November Train the AWWs and LSs and provide devices 30 th November th March It was informed that the Common Application Software (CAS) Prototype will be delivered by BMGF 1 st September, 2015 and CAS-Testing and final approval with Security Audit would be complete by 31 st October, MWCD would develop and provide detailed guidelines to the States on implementation of ICT-RTM; however, the States need to plan in advance for effective rollout. He informed that in 25 AWC the RCT-RTM through CAS will be piloted in Ghaziabad and requested UP officials to facilitate the pilot. 6. It was explained that involvement of the State IT Missions in Implementation of ICT-RTM would be necessary for successful implementation of the project. Some of the suggested roles of the IT mission were discussed including their involvement in identification of the Nodal officer for ICT- RTM Project; hiring of IT manpower at the district and block level; identification of master trainers; setting up of helpdesk at the State level and procurement of devices and mobile plan, etc. 7. Key responsibilities of the State Implementation Team were detailed out, viz., (i) (ii) (iii) (iv) (v) (vi) (vii) (viii) (ix) Training and Capacity Building of AWWs, LSs, CDPOs, DPOs, SPOs (including refresher training): 15 days for AWWs and 7 days for other officials and associated Master Trainings and TOTs, Refresher trainings for the above: 2 days every 4-6 months, Manpower Deployment (1 FTE/Block; 3 FTE/District; 5 FTE/State for Supervision, Troubleshooting and Support) for: Troubleshooting and phone repair liaisioning, Monitoring, Training reinforcement, Procurement, deployment, tracking, and management of devices, Procurement of mobile connections and regular recharge of mobile plans (SIM cards, Data Plans), Mobile and web user configuration and user management/updation, Expediting UIDAI enrolment of Children (0-5) : Priority to those in 10,100 AWCs, Support language localizations and Overall project management 8. Finally, an outline of the induction and refresher training was presented, viz. (i) (ii) (iii) Identification of trainers at state, district and block level for one-time trainings and refresher trainings, Training of Trainers (ToT) for Master Trainers at State level will be done by Software Development Agency i.e. BMGF in association with NIC, Subsequent trainings for DPOs, CDPOs, Supervisors and Aanganwadi Workers would need to be organized by the State 2

3 (iv) (v) A detailed training plan, training manual and audio-visual training materials would be shared with the States, Training of AWWs and Supervisors in each state would be finished within 4 months of ToT. JS asked the States to start identification of the master trainers at the State, district, block level and have their IDs ready. 9. Following the presentation, States were requested to share their views on the points presented during the discussion: a. Commissioner, DWCD, Govt. of Andhra Pradesh requested for orders regarding full time employment of personnel. Secretary, MWCD informed that detailed guidelines will be issued in this regard. The State Government suggested that the positions of District/Block Coordinator under ISSNIP that were already approved may be deployed for the ICT project too with some change in their ToRs. Therefore, if the same designation is retained with modified ToR for the new positions, the process of hiring could be completed in less time as the positions were already approved by the State Finance. Secretary, MoWCD advised that State could consider hiring personnel on contract or on deputation basis without creating any new positions. He further suggested that State could also consider contracting NICSI for hiring of IT personnel. b. Representative of Government of Bihar requested for detailed guidelines regarding human resources, remuneration, outsourcing etc. The State further informed about the upcoming elections and code of conduct in the State. Secretary, MWCD advised the State to consult Chief Election Officer and plan the time of implementation of the project accordingly. c. Secretary, DWCD, Government of Chhattisgarh sought clarity on State IT mission as the State had an already existing IT body called CHIPS. Secretary, MWCD informed that any existing body may be used. Joint Secretary, MoWCD further added that the State may use whatever infrastructure exists. d. Representative of Government of Jharkhand informed that that there is no IT mission in the State; and the existing JAP-IT is not willing to partner with them for this project. They further informed that NIC through an agency is ready to impart trainings. Secretary, MWCD advised that the State could go ahead with NIC and use the existing infrastructure. e. Commissioner, DWCD, Government of Madhya Pradesh informed that the selection of district, block and AWCs was already done and they required instructions regarding hiring personnel and for procurement of devices under the project. They also asked whether exact specification for procurement of items will be provided. It was informed that detailed guidelines will be issued providing accurate and specific details for procurement. Principal Secretary, DWCD, Government of Maharashtra informed that they would await the detailed guidelines from the MWCD. f. Secretary, DWCD, Government of Rajasthan also informed that they would await the detailed guidelines from the MWCD. He further stated that there was no IT Mission in the State and they would operate through the existing Department of Information Technology. g. Secretary, WCD, Government of Uttar Pradesh sought clarity on inclusion of Ghaziabad among the 7 districts selected for the roll out of ICT-RTM. It was clarified that Ghaziabad can 3

4 be included in 7 districts. PD, ISSNIP mentioned that instructions could be reiterated to the Ghaziabad DPO and other officials to be contacted to undertake the ICT-RTM initiative, for which the initial orientation will begin from this week onwards. 10. Representative from BMGF requested for the details of the nodal persons in the States. Secretary said that a format will be developed and sent to States for obtaining the contact details of nodal officers. He further mentioned that NIC may develop a separate portal for this initiative. Representative of Dimagi was requested to provide support in this. 11. States were informed that such type of VCs will be held again in September. 4
