1 Government of Rajasthan Directorate of Horticulture, Rajasthan, Jaipur No. DH/MIS/Solar/Web/ /7058 Dated: Expression of Interest The Directorate of Horticulture/ RHDS intends to invite offers from experienced and reputed firms who are interested in website integration/ maintenance, software development and establish call centre for various schemes implemented by department especially, solar programme. The interested firms may visit at for details and are requested to provide a power point presentation on at 10:00 am in the committee room of Pant Krishi Bhawan in pre bid conference. 3 Chapter Scope of Work (SoW) and Implementation Methodology A. Detailed System study for the existing processes and the activities to be computerized B. Design and Development, Testing, Implementation, Training of Application Software The salient features of the proposed application software shall be:- 1. Development of Application Software: The successful bidder would be required to study the requirement of the user department and develop the application software as per their requirement. The application software should be approved by the user department before go live. The software should be developed using the best industry practices. 2. Software Platform: The centralized web based application software should be developed using proven technology. The application has to be maintained by the successful bidder for the entire support period. The application software to be developed in any of the following environment- Application should be developed in Struts for ASP.Net/PHP /.Net frame work RDBMS: Oracle 11G/SQL/My SQL The software should be compatible for deployment in two/three tier architecture environment. Source code should be well documented. DIRECTORATE OF HOTICULTURE/ RHDS shall have the right to approve the coding practices and may ask the firm, at any time, to change full or some part of the code according to the pattern suggested. Admin Area: The application software shall have appropriate admin features /options for departmental users, DIRECTORATE OF HOTICULTURE/ RHDS users and software service provider users to manage User IDs, change passwords, configuration / SMS parameters and sending the same. 3. Audit Trail: The application software should provide proper audit trail for any change made in the data. The software should be capable to store IP addresses, date and time stamp and other identities of the applicant entering online data etc. The system should maintain proper logs of any changes made in the data. 4. Validation Checks: The application software should incorporate proper validation checks so that garbage data is not stored in the database. The validation checks should be able to minimize data entry mistakes e.g. While submitting the inspection report; the inspection date cannot be greater than today s date. 5. Security: The application should be designed and developed by incorporating security features as per the best industry practices. The specific elements of the application should be provided access to authorized personnel. Wherever required the data should be encrypted. The bidder shall, to the extent relevant and possible, be guided by the standard information systems security policies and guidelines or suitable Industry standards. Appropriate access and authorization controls should be incorporated into the software. The bidder should also provide configurable User and Role-based security for the Menu Options of the application. 6. Transaction Accuracy & Consistency: The application software should ensure accuracy and consistency of data in database and reports. The transaction accuracy would be measured from the number of reported errors vis-à-vis number of transactions. The transaction data should meet ACID property. The software should maintain 100% data accuracy and consistency.

4 7. User Interface: The application software should have a user friendly interface. The labels and the data entry on the form should be bilingual (Unicode based) wherever required i.e. in Hindi as well as in English. 8. Online Help: The software should provide Online Help facility for the end-users to operate the software with ease and speed. The help may be in any of the forms viz. PDF file, PPT, Video etc. 9. The Developer firm shall provide list of all the controls used in the software along with developer s information and technical documentation / manual for usage of the controls. 10. The firm shall provide descriptive schema of database. 11. The firm shall submit all technical documentation of database including names, description and other details of all the technical entities such as tables, fields, queries, forms, reports etc. 12. The software should be integrated with the existing website of Horticulture. C. User Acceptance Testing (UAT) & Implementation of the Software 1. The SI shall thoroughly test the software for load, quality and performance along with proper functioning at its site before deployment of the software on production environment. 2. The application developed and tested shall be hosted at State Data Centre and maintained by the bidder. 3. Final approval/ User Acceptance of the software and system shall be given by department after the successful implementation and testing. This is the responsibility of the SI to obtain the UAT from the department. D. Maintenance: (Support period for 60 months after UAT): Successful bidder will be required to extend support over the application software for minimum 60 months from the date of User Acceptance Testing. Successful bidder needs to provide onsite/offsite manpower (at least one resource who has been involved in development of application) for this phase and to take up following activities: 1. Troubleshooting/Bugs removal: The successful bidder is required to provide troubleshooting support if any bugs are encountered during implementation of the software. 2. Up-gradation of Software: New requirements / enhancements for the modules developed by the successful bidder will emerge during the course of project development/maintenance. Hence application will undergo continuous changes. Any modifications and/or enhancements / up-gradation required by DIRECTORATE OF HOTICULTURE/ department in the software during support period shall have to be incorporated by the successful bidder. 3. Developer firm will be required to incorporate amendments and enhancements from time to time and also to attend to any problem in day to day functioning of the system. Any call will have to be attended within 24 hours and any software issue will be resolved within 3 days or as mutually decided upon. E. Establishing the call centre for 5 years: Inbound and outbound

5 CHAPTER-: ELIGIBILITY CRITERIA 1. The Bidder must be Company registered under Indian Company Act, 1956 or a partnership registered under The Partnership Act Consortium of any form is not allowed. 2. The Bidder must possess a valid: -i. Service Tax Registration Certificate ii. Income Tax Registration/ PAN Number 3. The bidder must have software development experience of value more than 7 Lacs. PO of any software project from Govt./semi govt/psu/reputed Limited company should be attached to validate the same. DIRECTORATE OF HOTICULTURE may ask online demonstration of the same order 4. Bidder must have well set up/office at Jaipur and must have on roll team of at least 15 technical personnels only. Details team size has to be given along with address proof. 5. The bidder must have at least 3 year experience of running call centre or should have an agreement/ MoU with such firm Chapter 4: Deliverables Stage I Deliverables (in hard copy and soft copy (CD/DVD), wherever applicable) 1. Detailed Project Plan with timelines (.mpp/.xls) 2. System Study Report 3. System Requirement Specification Report (SRS) 4. System Design Report 5. Prototype of application software 6. Report on Beta Testing of the software 7. Acceptance Testing Reports 8. Application software with source code in two sets of CD ROMs along with source code 9. User Manual of the application software 10. Technical Manual of the application software. 11. User Acceptance Certificate Stage II 1. Software upgrades/enhancements 2. Maintenance Register: The firm shall maintain a call register for logging complaints during post implementation support period. The firm shall essentially provide complaint number for each complaint call made by the user 3. Final User Manual of the application software in one hard copy and one soft copy (in CD/DVD)

6 Chapter : Time Schedule The entire scope of work to be carried out by developer firm on the Prototype Based Approach. SNo. Activity Time Schedule Stage I: 1. Signing of SLA Within 15 days from date of order 2. Detailed Project Plan with timelines (.mpp/.xls) and System Study Report 4. Development of Prototype along with submission of final SRS and SDD 5. Acceptance over the prototype from user department 6. Development of Application Software 7. Testing of beta version of application software 8. Delivery and deployment of final Within 15 days from date of signing of SLA order Within 15 days from the date of approval of department over system study report. Within 5 days from development of prototype Within 45 days of approval of prototype Within 5 days from development of beta version of the application software Within 5 days after testing of beta version of application software application software 9. User Acceptance Testing Within 15 days from date of commissioning the premises of User Department. Maximum Available Time after signing of SLA 120 days Stage II: Support period -Period of 60 month to be start after User acceptance testing of the application software. PAYMENT TERMS & CONDITIONS No advance payment would be done to the successful bidder. Payment would be done in the following manner:- A. For software developement % of the payment to be done after system Requirement study & its approval % of the payment would be done after successful development and its delivery and implementation of the software % of the payment after user acceptance test 4. 30% of the software after successful running of the software for 1 year B. Data Feeding- 100% payment would be done after data feeding C. Call center & Maintenance of the software- After successful completion of the half yearly mutually divided for 5 years or 10 half year.
