1 State Resource Cell Jharkhand State Livelihoods Promotion Society (JSLPS) (Under the aegis of Rural Development Department, Govt. of Jharkhand) 3 rd Floor, FFP Building, HEC, Dhurwa, Ranchi Phone No (F)/ 83 (O) jslps.ranchi@gmail.com, Website srcjharkhand@gmail.com Walk in Interview for the empanelment of State Master Trainers Name of Assignment: Empanelment of qualified and experienced professionals as State Master Trainer (SMT) to design thematic training, prepare various level of training plan and to conduct training and handhold support to strengthen the implementation of National Rural Livelihood Mission (NRLM) in Non Intensive Blocks of Jharkhand to functionaries of District Rural Development Agency (DRDA), District Resource Persons (DRPs), Women Self Help Groups (WSHGs) and a large number of Social capitals (Active Women, Book Keepers, Master Book Keepers etc.).at State Resource Cell, Jharkhand State Livelihood Promotion Society (JSLPS) through Walk in Interview on 27 th Nov 2015 at Saptrishi Seva Bhavan, Tupudana, Ranchi, Jharkhand from 8.30a.m.. a) Background: The Government of India has launched National Rural Livelihoods Mission (NRLM) under the Ministry of Rural Development (MoRD). The mission aims at creating efficient and effective institutional platforms of the rural poor enabling them to increase household income through sustainable livelihood enhancements and improved access to financial and selected public services. NRLM has been set out with an agenda to reach out and mobilize 7.0 Crores BPL households, across 600 districts, 6000 blocks, 2.5 Lakhs Gram Panchayats, 6.0 Lakhs villages in the country, into self-managed SHGs and federated institutions and support them for livelihoods collectives. In addition, the poor would be facilitated to achieve increased access to their rights, entitlements and public services, diversified risk and better social indicators of empowerment. In State of Jharkhand across 24 districts, 259 blocks, 4423 Gram Panchayats and 32,615 villages a twin-track approach has been planned, so that the process can be established in one hand and on other hand replication effect in all the district can be achieved in a limited time period. SRLM has planned to reach out to all districts of Jharkhand by the end of 2017 and all blocks by A phase-mannered implementation approach would be adopted in the state of Jharkhand. In the Financial Year , 219 blocks in 23 districts will be covered under Non-Intensive approach. In these blocks, NRLM will be implemented through District Rural Development Agency (DRDA) with the support of various stakeholders such as local non-profit organization, individual consultants, and community level federations of SHGs / producer groups.
2 The Jharkhand State Livelihood Promotion Society(JSLPS) is in the process of hiring services of professionally qualified and highly experienced State Master Trainer (SMTs), who have created efficient and effective institutions of the poor and have demonstrated models of social inclusion, financial inclusion, economic inclusion and convergence with various stakeholders. Over the period, the Individual Consultant will be expected to create social capital in the form of community professionals, community best practitioners, generally known as Community Resource Persons (CRPs), for undertaking social mobilization and institution building. The Individual Consultants will be solely responsible for capacity building in various aspects of Institution Building, Financial Inclusion/Micro Finance, Social Development and Livelihoods. b) Objective of the Assignment: The general objective of this assignment is to provide continuous quality training; capacity building and field level hand-holding support to the 23 DRDAs, so that they are able to implement NRLM activities at village level successfully. The assignment will comprise organization of orientation courses/workshops, refresher courses, thematic trainings, skill-training, designing, documentation, survey, monitoring and evaluation, interstate/intrastate exposure visits for professionals/members at the various levels. Scope of Work: Thematic areas of NRLM, where SRC, JSLPS intends to empanel the State Master Trainer are indicated below. Assignment will have the nature of extensive field visit and prolong stay in the Rural Districts and Blocks of Jharkhand. Training would be imparted to Community Cadres, District/block level professional/master trainers etc. Sl. Theme Roles & Responsibilities and expected deliverable No. /Component 1. Social mobilization Social Mobilization is the vital process on which the foundation of NRLM will be kept. The process of social mobilization is envisaged to be pivotal in ensuring inclusive growth in rural India. The consultant social mobilization in coordination with SRC and various pools of Resource Organisations/ Persons will strive for a) Evolving customized Training Modules and other training material on the overall theme and sub-themes of social mobilizations for different levels of ToTs and learning events. b) Evolving Hand books on Social Mobilization for field practitioners c) Preparation of varieties of relevant and contextual IEC materials for the sensitization of target population d) Facilitation of learning events at different levels in coordination with other resource persons and organizations on different aspects of Social Mobilization
3 & Poverty alleviation, etc. e) Organizing village level awareness generation campaign, as per the scheduled with the help of different levels of resource persons and organizations f) Any other as per the emerging need of the programme 2. Participatory Identification of Poor 3. Community Institution Building (CIB) It is now accepted in all most all the relevant forum of the country that the BPL (Below Poverty Line) census-2002 have excluded several poor families in the list of BPL families that it generated. NRLM, while accepting it at its onset has also come out an alternative method to include the left out families through a process called Participatory Identification of Poor. Through the process the village communities will identify poor families among themselves and Gram panchayat will formally approve the list of such families. It is an important mile stone in the programme since such process will decide the target families for the programme. However, unless the participatory process is supported with effective facilitation system and strategy, the list will not be able to include the deserving families. In this context, the individual consultant Participatory Identification of Poor, in coordination with SRC team and Pool of Resource Organisations/ Persons empanelled at various level will: a) Evolve a participatory methodology for Participatory Identification of Poor in the state of Jharkhand. b) Facilitate resource organizations to prepare participatory Training Modules and develop relevant IEC materials to be used at different levels of execution of the programme c) Facilitate learning events at different level for building the required capacities, skills and attitude among the stakeholders and practitioners for conducting PIP exercises d) Prepare a handbook on PIP process for field practitioners. e) Facilitate the field team, NGOs, Resource persons, PRI members etc. for conducting PIP exercises at the village level f) Evolve the methodology for facilitating Gram Sabhas for vetting the list of poor generated through such exercises and seeking approval from the concern PRIs on the PIP list. g) Any other as per the need of the programme Building strong institutions of the poor is the foremost objective of NRLM. The individual consultant for community institution building need to work in close coordination with SRC and different levels of pool of resource organizations to: a) Evolve customized Training Modules and other training material on the overall theme and sub-themes of Community Institution Building for different levels of ToTs and learning events.
4 b) Evolving Hand books on CIB for field practitioners c) Preparation of varieties of relevant and contextual IEC materials for the sensitization of target population d) Facilitation of learning events at different levels in coordination with other resource persons and organizations on different aspects of CIB. e) Organizing village level awareness generation campaign, as per the scheduled with the help of different levels of resource persons and organizations f) Any other as per the emerging need of the programme 4. Development of Community Cadre 5. Microfinance and Financial Literacy Community Cadre like SHG leaders, Book Keepers, para workers, Community Resource Persons (CRPs) etc. are envisaged as human capitals who have very significant roles in furthering the objectives of NRLM. The Individual consultant for development of community cadre in coordination with SRC and different levels of pools or resource persons and organisations Establish strategy to identify and nurture different types of community cadre as envisaged in the programme. Capacity Building of Community Cadre and providing handholding support to them in areas of social mobilization, Institution building, Financial Inclusion and livelihood promotion, and other relevant components of NRLM. Coordinate effective and proactive involvement of these community cadres in grounding the objective of NRLM under the broad guiding principles of the programme. Any other as per the emerging need of the programme Microfinance, as a concept, has been widely misunderstood and misused, as per Radhakrishna Committee report on credit linkage to SHGs under SGSY. The committee observed variety of reasons for this and one of them is absence of financial literacy not only among the women SHG members but also among the key functionaries of its promoters. Therefore the consultant Microfinance and Financial literacy need to focus on strengthening the Weak credit delivery and poor credit reception under NRLM. a) Evolve customized Training Modules and other training material on the overall theme and sub-themes of Microfinance and Financial Literacy for different levels of ToTs and learning events. b) Evolving Hand books on Microfinance and Financial Literacy for field practitioners c) Preparation of varieties of relevant and contextual IEC materials for the sensitization of target population d) Facilitation of learning events at different levels in coordination with other resource persons and organizations on different aspects of Microfinance and
5 Financial Literacy. e) Organizing village level awareness generation campaign, as per the scheduled with the help of different levels of resource persons and organizations f) Sensitization of Bankers and other relevant stakeholders for promoting effective credit linkages and designing relevant financial products. g) Any other as per the emerging need of the programme 6. Participatory Planning process and System Development Inclusion of Participatory Planning in NRLM is a paradigm shift which NRLM has brought in the way planning was done in earlier schemes. However, Participatory Planning requires certain skills, knowledge and attitudes to use this powerful tool effectively. Therefore, The consultant Participatory Planning process and System Development in coordination with SRC and different pools of resource persons/organizations will: a) Evolve customized Training Modules and other training material on the overall theme and sub-themes of Participatory Planning process and System Development for different levels of ToTs and learning events. b) Evolving Hand books on Participatory Planning process and System Development for field practitioners c) Preparation of varieties of relevant and contextual IEC materials for the sensitization of target population d) Facilitation of learning events at different levels in coordination with other resource persons and organizations on different aspects of Participatory Planning process and System Development. e) Organizing village level awareness generation campaign, as scheduled with the help of different levels of resource persons and organizations. f) Providing handholding support to the varieties of community coordinator for effective Micro-planning or Micro Investment Plan (MIP) g) Establishing the system of appraising the Participatory Plans on identified parameters. h) Consolidation of MIP & resource mobilization and sharing it with SRLM. i) Orientation of Bankers about the MIPs for their effective involvement and credit linkages j) Any other as per the emerging need of the programme 7. Convergence & Partnerships Convergence is an effective way of enhancing the scope of the programme effectively. Both Government of India as well as the state government is encouraging convergence of their schemes for its synergetic effect in the project areas. In light of this the individual consultant Convergence & Partnerships in
6 coordination with SRC and pool of resource organizations/persons, is expected to: a) Identify different ongoing schemes for convergence through state and district level budget analysis and in depth study about relevant schemes. b) Facilitating the forum for discussion with relevant line department and other agencies for materializing the convergence and S/he should facilitate both the organizations in entering into effective partnership by signing MoU. c) Come out with a framework for partnership at different levels following the broad framework of partnership proposed by National Mission Management Unit (NMMU) d) Any other as per the emerging need of the programme 8. Livelihoods Promotion Marketing & Livelihood Promotion is the prime objective of the NRLM. However, as per the experience, without ensuring the proper livelihood services including market linkages livelihood promotion cannot be effective. Therefore the consultant Livelihoods Promotion & Marketing in coordination with SRC and different levels of pool of Resource Orgaisations/ Persons shall: a) Facilitate with the anchor organization for conducting different livelihood studies to identify the livelihood areas for promotion in different cluster. b) Organize Production System Analysis and Value Chain Analysis of select livelihood area as identified through the livelihood studies and identify the point of interventions c) Pilot the good practices around identified point of interventions for replication in select areas through participatory practices and effective involvement of community cadre. d) Prepare varieties of relevant and contextual IEC materials for the sensitization of target population with the help of identified resource organisations e) Facilitation of learning events at different levels in coordination with other resource persons and organizations on different aspects of Livelihood Promotion and Marketing. f) Organizing village level awareness generation campaign, as scheduled with the help of different levels of resource persons and organizations. g) Providing handholding support to the varieties of community cadre for effective livelihood promotion h) Orientation and sensitization of relevant institutions and
7 agencies for their effective involvement and linkages in livelihood promotion and marketing. i) Any other as per the emerging need of the programme 9. Community Participatory Monitoring 10. Procurement Management Participatory Monitoring is an effective tool to ensure the participation of community in the programme. Since monitoring has direct role in the decision making of any programme this also give them a feeling about being empowered in the programme. Therefore the consultant Community Participatory Monitoring in coordination with SRC and different levels of Pool of Resource Organisations/Persons need to: a) Envisage the entire process and strategy of Community Monitoring and Self Appraisal system of SHGs through organizing various levels of brainstorming sessions b) Effectively roll out the system of community monitoring and self appraisal system through various community cadres in phased out manner. c) Establish the clear cut connection between such Monitoring system and decision making with the help of SRC and DRDAs. d) Evolve customized Training Modules and other training material on the overall theme and sub-themes of Participatory Monitoring System for different levels of ToTs and learning events. e) Evolving Hand books on Participatory Monitoring System for field practitioners f) Preparation of varieties of relevant and contextual IEC materials for the sensitization of target population g) Facilitation of learning events at different levels in coordination with other resource persons and organizations on different aspects of Participatory Monitoring System. h) Organizing village level awareness generation campaign, as scheduled with the help of different levels of resource persons and organizations. i) Providing handholding support to the varieties of community cadre for effective Participatory Monitoring System j) Establishing the system of appraising the Participatory Monitoring System. k) Consolidation of various matrix generated through Participatory Monitoring System l) Any other, as per the emerging need of the programme Development of Terms of Reference (ToRs) for procurement of different Goods, Services and Works required for the different districts. Guidance to districts on different procurement related issues. Handhold the program staff on Procurement as per NRLM norms.
8 Desired Qualifications & Experiences a) For the positions 1 to 9: a. Full Time Post-Graduate in Social Work, MSW / PG Degree / Diploma Rural Development, Rural management or equivalent with minimum five years of work experience in the relevant fields from UGC approved institutions and AICTEC approved course. b. Profound understanding on Dimensions of Poverty and Social- Economic-Cultural issues, Gender issues in the context of Jharkhand. c. S/he should be comfortable in working on computers using Word Documents, Spread Sheet, Power Point Presentations d. Well versed in Hindi & English. S/he shall be well acquainted with local language, culture, and so forth. b) For the positions No. 10: a. 5 years experience in procurement with MBA in finance or equivalent. b. S/he should be comfortable in working on computers using Word Documents, Spread Sheet, Power Point Presentations c. Well versed in Hindi & English. Selection Criteria: a. Professional Qualification General education and training, length and nature of work Experience, position held, previous assignments as team/ theme expert. b. Adequacy for the assignment Education and training, length and nature of work Experience in the specific sector, field, subject and so forth, relevant to the particular assignment. c. Experience in the region / sector Knowledge of local language, culture, administrative system, government organization and so forth. Extent and relevance of analytical and professional experience related to capacity building and training. Section F: PROCESS OF EMPANELMENT: Empanelment of suitable candidate will be done through rigorous selection process through Walk in Interview in following two stages:- a. Registration of applicants and short listing of candidates through Screening of CV and relevant certificates.( Short listing of Individual Consultant will be solely done on the basis of relevant qualification, experience and requirement at JSLPS. Only the shortlisted candidate will be called for participation in next round of selection process) b. Interview of all the short listed applicants by the distinguish panel
9 Section G: PERIOD OF EMPANELMENT: Empanelment period would be initially for ONE YEAR with scope of further extension upon satisfactory performance and requirement of the project. SECTION H: RIGHT TO ACCEPT / REJECT THE APPLICATION: Jharkhand State Livelihoods Promotion Society (JSLPS) reserves the right to either accept or reject any or all the application without assigning any reason for such action. Empanelment will never qualify for the assurance of awarding any kind of project, short term assignment, contract or eligibility for any permanent or contractual position from JSLPS. SECTION I: LEGAL JURISDICTION: All legal disputes are subject to the jurisdiction of Ranchi court only. Fees & Allowances:- Empanelment of Master Trainers will be done in following three categories and training fees and other allowances:- S.No. Category of State Master Trainer Criteria Trainers Fees Allowances 1. Senior State Master Trainers PG and at least 15 yrs. of relevant work experience Rs. 3000/Training Days Daily Allowances, Lodging and Allowances as per L-3 of JSLPS Allowances will be reimbursed for ling Hours only. 2. Professional State Master Trainers PG and at least 10 yrs. of relevant work experience Rs. 2500/Training Days Daily Allowances, Lodging and Allowances as per L-3 of JSLPS Allowances will be reimbursed

Junior State Master Trainers PG and at least 5 yrs. of relevant work experience Rs. 2000/ Training Days Daily Allowances, Lodging and Allowances as per L-3 of JSLPS Allowances will be reimbursed for ling Hours only. State Master Trainers (SMTs) already accepted the contract vide letter no. 852, dtd.- 19/02/2015 need not to apply. Walk in Interview schedule:- 1.
