Content and methodology of the supervision : The Senior Protection Officer will carry out daily direct supervision of the JPO who will be based in the Country Representation in Luanda, with occasional field trips as required. The SPO will ensure that the JPO is fully integrated in the Protection Unit which is composed of 1 P4, 1 NOB, 1 G6, and 1 G4 The SPO is responsible to guide the JPO in his/her induction in UNHCR, to ensure that the JPO acquires and develops knowledge of all aspects of UNHCR s protection work at a Country Office, the JPO will participate in weekly Unit meetings, as well as bi-weekly all staff meetings. The SPO as well as the Representative will coach the JPO by following the way the JPO carries out assignments and providing feedback. DUTIES AND RESPONSIBILITIES: Duties and Responsibilities: - Stay abreast of political, social, economic and cultural developments that have an impact on the protection environment. - Promote International and National Law and applicable UN/UNHCR and IASC policy, standards and codes of conduct. - Foster their consistent and coherent interpretation and application through mainstreaming in all sectors and /or in clusters in applicable operations.
2 2 - Assist in providing comments on existing and draft legislation related to persons of concern. Provide legal advice and guidance on protection issues to persons of concern; liaise with competent authorities to ensure the issuance of personal and other relevant documentation. - Conduct eligibility and status determination for persons of concern in compliance with UNHCR procedural standards and international protection principles. - Promote and contribute to measures to identify, prevent and reduce statelessness. - Contribute to a country-level child protection plan as part of the protection strategy to ensure programmes use a child protection systems approach. - Contribute to a country-level education plan. - Implement and oversee Standard Operating Procedures (SOPs) for all protection/solutions activities. - Oversee and manage individual protection cases including those on SGBV and child protection. Monitor, and intervene in cases of refoulement, expulsion and other protection incidents through working relations with governments and other partners. - Recommend durable solutions for the largest possible number of persons of concern through voluntary repatriation, local integration and where appropriate, resettlement. - Assess resettlement needs and apply priorities for the resettlement of individuals and groups of refugees and other persons of concern. - Contribute to the design, implementation and evaluation of protection related AGD based programming with implementing and operational partners. - Contribute to and facilitate a programme of results-based advocacy through a consultative process with sectorial and/or cluster partners. - Facilitate effective information management through the provision of disaggregated data on populations of concern and their problems. - Contribute to capacity-building initiatives for communities and individuals to assert their rights. - Participate in initiatives to capacitate national authorities, relevant institutions and NGOs to strengthen national protection related legislation and procedures. ACCOUNTABILITY (key results that will be achieved) - The protection of populations of concern is met through the application of International and National Law, relevant UN/UNHCR protection standards and IASC principles. - The protection strategy incorporates a thorough age, gender and diversity (AGD) analysis and reflects the Organization s global, regional and country level priorities. - The Participation of persons of concern is assured through continuous assessment and evaluation using participatory, rights and community based approaches.

QUALIFICATIONS AND EXPERIENCE: - Education: University degree in Law, International Law, political Sciences or related field. - Job Experience: Minimum 4 years (2 years with advanced University degree) relevant professional experience. - Excellent knowledge of English and working knowledge of French or Spanish, knowledge of Portuguese would be an asset. The Senior Public Information Officer will work with the incumbent: Jointly setting work objectives and agreeing work plans. Coaching and guiding the incumbent through each phase of work. Reviewing and providing constructive feedback on outputs as they are produced. Providing regular performance reviews related to assigned tasks Progress reviews and mid-term review. DUTIES AND RESPONSIBILITIES: 1. Provide support to Public Information Officers at RSH. 2. Assist in establishment of close working relationships with television, radio, newspapers and news agencies to promote and ensure the dissemination of UNHCR aims, activities and principles. 3. QUALIFICATIONS AND EXPERIENCE: (describe clearly and accurately the required educational background. As for experience, indicate if it is required or desirable) Qualifications: University degree in journalism or communications or social media studies. (preferable experience as a working journalist will be considered as more important than degree) Experience: five years experience as an international correspondent. In lieu of this experience, we would be willing to accept a very eager young recent graduate with good social media skills. We are willing to strike a compromise: either an experienced journalist OR an enthusiastic young recent graduate if all skills cannot be found in one person. Skills: Excellent communicator with strong interpersonal skills. Team player. Proficiency in basic computer software such as Microsoft Word, Excel, PowerPoint. Ability to use social media such as Twitter, Facebook etc. Extremely good English writing skills are absolutely essential and will be subject to a written test. Content and methodology of the supervision (describe the supervisory role exercised over the incumbent in terms of planning, guiding and reviewing the work of the JPO): The incumbent is supervised by the RSD Officer (Exclusion), who in consultation with the incumbent, and in line with RSD indicators set for the region, is responsible for planning the amount of RSD / Exclusion interviews to be conducted and the number of RSD / Exclusion assessments to be completed on a weekly basis and the time allocated to other, related activities. The RSD Officer (Exclusion) provides regular guidance on conducting RSD / Exclusion in line with UNHCR s guidelines and procedural standards and reviews/approves recommendations on refugee status made by the incumbent. The RSD Officer (Exclusion) provides on the job training and helps to identify other beneficial training programmes. DUTIES AND RESPONSIBILITIES: Conduct fact-finding (interviews) with asylum-seekers and refugees who trigger exclusion concerns i.e. who may have committed acts falling under the exclusion clauses of Article 1F of the 1951 Convention relating to the Status of Refugees;
11 2 Prepare and complete the adjudication of asylum claims which include the presentation of detailed legal analyses to sufficiently address any exclusion concerns triggered. The case worker will be expected to finalize a minimum of cases each week as determined by the RSD Officer; Undertake research on country of origin information (COI) and legal elements necessary for completing the adjudication of the asylum claim; Review exclusion assessments prepared by other members of the team and provide appropriate feedback; When performing the above-mentioned duties, the Officer will comply with UNHCR policy guidelines and procedural standards, notably the UNHCR Guidelines on the Application of Article 1F (and related background note), as well with Unit 4.8 and Unit 9 of the Procedural Standards for RSD under UNHCR s Mandate; Work closely with relevant departments to ensure that the RSD and exclusion sub-unit meets the requirement and expectations of case processing and identification for onward processing; Identifying security and protection risks faced by refugees in the course of carrying out related duties; and Potentially undertake any other RSD or protection related duties as requested by the RSD Officer, including assisting in programmes related to training and development of colleagues. 15 OPERATIONAL CONTEXT: 6 Syria is not a state party to the 1951 Convention and Protocol relating to the Status of Refugees and thus UNHCR undertakes a mandate RSD. As of 1 January 2014, there were approx. 31,000 refugees and 2,400 asylum-seekers registered with UNHCR. Nearly 80% of them are from Iraq. The majority of these Iraqis have refugee status on the basis of prima facie recognition. A comprehensive review of the Iraqi case load in 2010 concluded that 7,000 individuals from Iraq with prima facie based status have exclusion triggers. As many of them also met the resettlement criteria, the office set up the Exclusion sub-unit to conduct exclusion assessment mainly to screen cases considered for resettlement. Cases found to be excludable are recommended for cancellation of their prima facie refugee status. Due to the ongoing conflict in Syria, the number of individuals with triggers remaining in the country has significantly decreased. Today there are in total some 1,500 with exclusion triggers. As resettlement is the only viable durable solution for refugees in Iraq, assessments of refugees presenting exclusion concerns is a key protection activity. Since October 2012, with the implementation of the 2012 Iraqi guidelines the parameters for prima facie processing have been lifted altogether, consequently all Iraqi asylum seekers are subject to RSD procedures. Since the start of the unrest in March 2011, due to an escalation of the conflict, UNHCR Syria faces a problem to secure full access to asylum-seekers and refugees. Syria has become much less stable and the protection environment and refugee flow is rapidly changing and unpredictable. The present unstable security situation in Syria creates on-going pressures at work and in daily life as priorities are frequently upended for other urgent ad hoc tasks. The incumbent should be prepared to work under such conditions and be able to manage stressful situations. Since August 2013 the level of security in this operation is identified by UNDSS as HIGH and reduction in the international staff was announced by DO/SMT/DSS. Therefore the incumbent should be prepared to work in the demanding security conditions. As of 12 February 2012 Syria is officially a non-family duty station with a four-week R&R cycle (to Amman). Amman is also considered as APA for Syria operation with limited immunities and privileges granted for the staff and family members, like only 6 months residency renewable.
16 Job Description (JPO) GENERAL INFORMATION: Title of the post: Sector: Location/Duty Station: Duration of the assignment: Associate PSFR Officer PSFR, Division of External Relations Geneva, Switzerland One Year SUPERVISION: Title of Supervisor: Senior Project Development Officer (PSFR) Title of other international staff members in same duty station: None at the same level Content and methodology of the supervision (describe the supervisory role exercised over the incumbent in terms of planning guiding and reviewing the work) The Associate Project Development Officer (PSFR), based in Geneva and working under the direct supervision of the Senior Project Development Officer (PSFR), along will play a supportive role in researching, developing, and planning fundraising projects and proposals across the entire Private Sector Fund Raising (PSFR) sector. The focus will be on specific thematic areas and promoting projects within the PSFR team to ensure that the fundraising activities are targeted towards UNHCR priority areas and at the same time meet specific donor requirements and or expectations. The incumbent of this position will be expected to play a supportive role in PSFR's efforts to rationalize relations with the technical and field staff in developing fundraising materials and free the PSFR fundraising staff from putting together ad hoc approaches to project information by providing them with excellent proposals and reporting they require so that they can concentrate on donor relationships and income generation. PSFR has identified a need for future systematic support in the area of project identification, case for support and materials development and reporting to donors to support fundraising. Thus, the Associate Project Development Officer will be expected to significantly enhance PSFR capacity to develop donor targeted fundraising project proposals on specific thematic
17 2 areas that will drive PSFR to realize the ambitious targets set for fundraising from the private sector in both the immediate and long term. The Associate PSFR Officer will constantly liaise also with the LG network and the Case Support Unit in London in order to provide information and data from the bureaus and from the field. Internally, at HQ level, will closely liaise with the Bureaux and the Technical Division like DIP/DPSM. DUTIES AND RESPONSIBILITIES: Act as the focal point for a defined number of thematic areas within the PSFR Thematic Portfolio. Liaise with the Technical Bureaus, Field Offices and other key players to develop and write high quality strategic, measurable project proposals and grant submissions that can be presented to donors for Leadership Giving and showcased in Individual Giving appeals. Liaise with the Bureaus and the different Divisions in order to enhance cooperation in support of PSFR fundrasing strategies. Draft and develop Cases for Support for the thematic area(s) under their responsibility. Research and write-up the project information obtained from the technical/field staff and translates them into fundraising information and formats such materials for different specific donor audiences supporting Individual Giving and Leadership Giving for the thematic area(s) under their responsibility. Compile and maintain up to date written and visual materials including digital media, photography, video etc. for the thematic area(s) under their responsibility. Support the PSFR team with all project reporting and financial contribution tracking for the thematic area(s) under their responsibility. Support the P4 Senior Officer in the selection and briefing of external suppliers when required and in compliance with UNHCR procurement regulations. 18 AUTHORITY (decisions made executing responsibilities and to achieve results) 3 Design thematic Project proposals and promote them among the PSFR sectors for targeted fundraising outreach in order to secure funding for their thematic portfolio. Assign thematic projects to respective fundraising staff working under the thematic segment for which the proposals/projects are developed and follows up to ensure success of such initiatives. Decide on the approach taken in targeted fundraising projects in close consultations with the immediate supervisor, the Deputy and Head of PSFR service respectively. Represent PSFR in relevant PSFR planning with National Associations/ Branch Offices (NAs/Bos), skillshares and meetings as needed to train the PSFR network in the services available from the Thematic Project Management team. Amend project proposals in their thematic areas in order to ensure that the same are in line with UNHCR priorities and meets donor requirements and or specifications. Additional authorities associated with this position will be clearly outlined within the delegation of authority plan developed for this newly created unit within the PSFR structure as appropriate Check the OL level and space available for funding in cooepration with DRRM and provide straight feedback to the fundraisers. BACKGROUND INFORMATION: PSFR has gone through a period of rapid growth over the past 7 years, from less than $30 million income transferred to UNHCR to more than $180 million. At the same time the expenditure budget made available for PSFR to achieve income growth has increased to over $150 million and is expected to grow to over $250 million within the next five years. The growth has been driven by UNHCRs strategic investment in effective fundraising techniques, focused on countries that provide a high return on investment and as much as

Within this complex context, it is essential for PSFR to improve its relationship with the field, divisions and bureaux where the raw data, content for fundraising proposals as well as end-of project reports are generated. She /he will provide functional community services guidance to CS staff and supervises protection standards, compliance with standard operational procedures and ensure that protection delivery is in line with international standards. The work of the ACSO requires coordination of quality and timely Community Services responses/interventions to the needs of person of concern; to ensure that CS methodologies and safeguards are mainstreamed and integrated in all sectorial operational responses. In the execution of these, she/he will ensure that persons of concern are involved with the office in making decisions that affect them in all aspects of protection and assistance delivery. In order to achieve this, the ACSO will need to build effective linkages with persons of concern, protection and assistance partners as well as other protection actors. DUTIES AND RESPONSIBILITIES: 1. Assist all UNHCR units and partners in applying a community development approach in their work by: Conducting regular participatory assessments as part of multifunctional teams using a gender and age perspective to fully understand the refugee population and its sub-groups, their protection concerns and priorities and the resources available to them. Working actively with the refugee community in defining and seeking solutions to their problems, including those of individuals and groups with specific needs, during all phases of programming, with specific measures to involve women and children. Identifying training needs among staff and partners from different functional units and sectoral teams on the community development approach, situation analysis and gender and age mainstreaming. 2. Support the implementation of policy priorities and a team approach to mainstreaming gender equality and child rights by: Strengthening communication between UNHCR and the refugee population. Participating in the development and monitoring of projects designed to address longterm strategic as well as practical needs of refugee women. Providing protection and care to children including adolescents, and in particular monitoring and ensuring that unaccompanied and separated children are identified, registered, and placed in suitable family arrangements while timely family tracing is carried out. Ensuring that refugee children participate in suitable educational programmes in appropriate facilities, and monitor these in accordance with the educational field guidelines and indicators, with an emphasis on access of all children to schooling, provision of quality education and promotion of girls' attendance. Collaborating with Protection to ensure coordinated efforts with all stakeholders including the refugee community, in early identification, prevention, response and follow up with survivors of SGBV.

Assist the Programme and Protection Units in the development of suitable plans and interventions by: Ensuring protection needs and risks faced by girls, boys, women and men - including older refugees and other individuals and groups with specific needs - are identified and addressed in a timely and effective manner in all sectoral activities and budgets. Providing inputs to the development and monitoring (including review of statistics and reports) of programmes and budgets. Providing inputs to the development of protection strategies and activities. Initiating together with implementing and operational partners and the refugee and local communities specific activities to address the social, psychological, cultural, health, organisational and livelihood concerns of refugee communities, and support community initiatives in these areas. 4. BACKGROUND INFORMATION: UNHCR Liberia currently comprises of the Branch Office based in Monrovia, 1 Sub-Office in Zwedru and 2 Field Offices in Saclepea (Nimba) and Harper (Maryland) Counties. The Suboffice is responsible for coordinating the activities of the refugee protection and assistance delivery in the camps in Grand Gedeh County as well as the activities of the 2 Field Offices. The operation hosts mainly Ivorian refugees with a very small number of other nationals. The Monrovia-based Country Representative is the overall manager of the Liberia programme. He is assisted by a Deputy Representative in charge of operations. The Sub-Office is headed by Head of Sub-Office who has supervisory responsibility over the 2 head of Field Offices. Field Protection Officer heads the Protection Section in the Sub-Office and has technical supervisory responsibility for protection activities in the camps. The overall technical supervisory responsibility rests with the Senior Protection Officer based in Monrovia. Protection section at all locations includes registration unit, protection delivery unit, and community services unit. There are a number of national staff and some international staff working under these protectionrelated units. General outlines about the programme/project The refugee field operation in Liberia currently has within its operation a total population of 43,613 Ivorians settled in four different camps in three different counties namely, Nimba County, Grand Gedeh County and Maryland & River Gee Counties. Nimba County has a total population
26 of 9,485 individuals; Grand Gedeh County has 20,174 and Maryland and Rivee Gee manages 11,552 individuals. Other nationalities are Sierra Leoneans 375, mixed nationality 92, other persons of concern 1,540 and 54 asylum seekers. This brings to a total of 45,674 persons of concern to UNHCR in Liberia. Overwhelming majority of the caseload arrived in Liberia in 2010, as a result of the post-election crises which followed the 2010 presidential elections in Cote D Ivoire. Part of the population, are also residing in a number of host communities in the various locations. UNHCR and partners with the support of the Liberian government provide protection and mixed solutions in the camps. In consideration of improvements in the security situation in Cote D Ivoire, the governments of the two countries together with UNHCR have established a tripartite commission to oversee the repatriation of refugees who are willing to return voluntarily to their homes. At this stage, UNHCR and the Liberian Government are facilitating the voluntary repatriation process and also consolidating refugee camps through relocation to designated refugee camps. Liberia is a signatory to the 1951 Refugee Convention and the 1969 OAU Convention and has its own 1993 Refugee Act. All Ivorian refugees are recognized on prima facie basis while other national asylum seekers undergo an individual status determination conducted by the asylum Committee of Liberia. The government supports the operation of UNHCR through the Liberian refugee repatriation and resettlement Commission (LRRRC), which is also responsible for camp management. Information about Living Conditions in the Branch Office and Field Offices Liberia is a post conflict country. The country is generally safe, with the exception of petty crimes especially in the cities. The United Nations Mission in Liberia (UNML) maintains a strong presence, including a large deployment of military personnel throughout Liberia. It is mandatory to complete the following: Basic Security in the Field and Advance Security in the Field. The current UN security level for Liberia is Level 2. It however varies in certain parts of the country. Upon arrival in the country, all UN staff must receive security briefing from UNDSS. UNMIL has established medical facilities in all duty stations while in Monrovia, UNHCR has access to the UN clinic. In Monrovia, accommodation is commonly in two settings either apartment-type or private houses. The latter can be a challenge to find and is generally more costly. The housing structures are of various standards and are usually furnished. Water, electricity and security guards are normally included in the rent in compliance with UN MORSS security requirements. In other field locations, guest house system is in operation. The candidate should expect to cope with the challenges that come with working in a deep field location where there is a general lack of infrastructure, such as running water, electricity and sanitation. The long-distance travel by road between field offices on rough terrain can be a huge constrain especially during the 8 month rainy season. There is a heavy incidence of malaria due
27 to the heavy rainy season. Life away from friends and family for a minimum period of two months can be stressful. Ensure to include the following: The UNHCR structure in Guinea is as follow: One Branch Office in Conakry composed of 25 staff members (20 nationals, 3 internationals and 2 international UNVs) and one field Office in Nzérékoré composed of 20 staff members (18 nationals, 1 international and 1 international UNV). As of 1 January 2014, there were a total of 6,684 refugees from 6 different nationalities living in the camps/rural areas (Kouankan I-II, the Laine Camp, N Zerekore, Beyla, Kissidougou and Bonodou), and 1,675 refugees from 17 different nationalities in urban areas (Conakry) in Guinea. These populations were mostly recognized on a prima facie basis by the Guinean State under the 1951 Convention relating to the Status of Refugees/the 1969 OAU Convention. The activities of UNHCR operation in Guinea are done through 5 implementing partners and are part of the regional approach management of UNHCR operations in West Africa. The operation in Guinea is currently focusing on two (2) following population groups of refugees and asylum seekers: Ivorian refugees living in the forest region (Kouankan II and Beyla) Refugees of various nationalities living in urban area ( Conakry) The activities are based on the three (3) durable solutions: the continuing process of voluntary repatriation program for Ivorian refugees, implementation and consolidation of Local Integration and Resettlement as a protection tool for refugees at risks who meet the criteria. The security situation remains more or less calm all over the country. However Conakry and Nzerekore are at level 2 (UNDSS security assessment) regarding the security, Kankan and Labé are at level 1 All departure and arrival at Conakry after 10:00 pm and before 6:00 pm should be done through a police escort. The UNHCR security focal point should be aware of all travel in order to prepare the required logistic. Travelling after 10:00 should be limited. Security clearance for all travel in/from/to Guinea should be request on line in TRIP/SECURITY CLEARANCE. Security briefing for all new comer are done every Mondays and Friday at 10:00 at UNDSS in UN House. With almost 10 million people, Rwanda supports the densest population in continental Africa most of whom engages in subsistence agriculture and 3/4 of the population live below the international poverty line of US$1.25 a day. Rwanda is a verdant country of fertile and hilly terrain and bears the title "Land of a Thousand Hills" The country has received considerable international attention due to its 1994 genocide, in which between 800,000 and one million people were killed. In 2008, Rwanda became the first country in history to elect a national legislature in which a
42 5 majority of members were women. The country now has many international visitors and is regarded as a safer place for tourists. The principal form of public transport in the country is share taxi, with express routes linking the major cities and local services serving most villages along the main roads of the country. A valid passport with visa is mandatory. In view of the bilateral agreements, nationals of the following countries may visit Rwanda without visa for a period up to 90 days: USA, UK, Germany, Canada, Uganda, Tanzania, Kenya, Burundi, Democratic Republic of Congo, Sweden, Mauritius, South Africa and Hong Kong. Visas can be applied online at A certificate of yellow-fever vaccination is required. Much of Rwanda lies at too high an elevation for malaria to be a major concern, but the disease is present and prophylactic drugs are strongly recommended. It is advisable not to drink tap water. Bottled mineral water can be bought in all towns. Hospitals are located in all major towns. There is also the UN Dispensary that can provide 1 st aid assistance and guidance. A combination of tropical location and high altitude ensures that most of Rwanda has a temperate year-round climate. Temperatures rarely stray above 30 degrees Celsius by day or below 15 degrees Celsius at night throughout the year. The exceptions are the chilly upper slopes of the Virunga Mountains, and the hot lowlying Tanzania border area protected in Akagera National Park. Throughout the country, seasonal variations in temperature are relatively insignificant. Most parts of the country receive in excess of 1,000mm of precipitation annually, with the driest months being July to September and the wettest February to May. The unit of currency is the Rwanda Franc. The US Dollar is the hard currency of preference. It may be impossible to exchange travellers' cheques away from the capital. Ensure to include the following: general information about the organizational structure of the local UNHCR organization general outlines about the program/project outline about planned developments concerning the program/project information about living conditions (e.g. health care / educational facilities / basic amenities, etc.) The Regional Resettlement Unit of the UNHCR Regional Representation for West Africa covers 18 countries in West Africa (Benin, Burkina Faso, Cape Verde, Cote d Ivoire, the Gambia, Ghana, Guinea, Guinea Bissau, Liberia, Mali, Nigeria, Niger, Senegal, Sierra Leone and Togo) and three in Central Africa (Chad, Cameroon, Central African Republic). The refugee population in the regions covered was estimated at 280,000 in West Africa and some 490,000 in Central Africa as of The Unit supports and monitors resettlement activities in these 18 countries, including review and finalization of country office resettlement referrals, training and capacitybuilding of UNHCR staff and partners through training and support missions to country offices, organization of thematic workshops and provision of financial and human resources. The Unit is the main interlocutor with resettlement country representations in the region with which all activities are coordinated through regular communication and meetings. The Unit is under the direct supervision of the Senior Regional Resettlement Officer, with one Regional Resettlement Officer and two Resettlement Associates. All refugees are processed as individual referrals. In the region of West and Central Africa, most refugees referred for resettlement are recognized on a prima facie basis, and often live in protracted refugee situations. One of the regional main objectives for 2014 is to address the protracted populations and identify a suitable durable solution; this will be carried into 2015 as deemed appropriate. Resettlement, on an individual basis, will be included in this latter strategy. Currently, there is no resettlement staff in the countries that will be involved. The work of the Unit entails a close review of the refugee status determination (RSD) assessment and supports the offices in harmonizing approaches to refugee populations across the countries, integration of resettlement into UNHCR s overall protection framework and durable solutions strategies. Because of the lack of staff on the ground, the identification process, preparation of the RRF and local capacity building will be key to assuring that refugees in need of resettlement have access to this durable solution in the earliest timeframe possible and in establishing sustainable continuity. In 2013, the government of Chad agreed to allow UNHCR to resume long-suspended resettlement activities of Darfuri refugees from eastern Chad. This is a welcome development considering the lack of local integration prospects for refugees in Chad, and the inability to return home. However, this also requires a previously unplanned surge in resettlement operations in a sub-region with insufficient human capacity. As such, the
48 6 Regional Resettlement Unit is required to provide support and the incumbent will be a key staff member in the evolution of the multi-year strategy for resettlement out of Chad. The incumbent will work closely with the Senior Regional Resettlement Officer and Regional Resettlement Officer of the Unit, identifying, finalizing and reviewing individual resettlement cases and maintain individual case files and records. S/he will undertake missions to various countries in the region to assist the offices, and in particular to Chad. Illiteracy (some 45 %), poverty (some 10 % of the population), unemployment ( %), life expectancy at birth ( 70 %), and infant mortality ( 4 %) remain among the major problems which contribute to Morocco s relatively low ranking on the UN Human Development Index. However, since the last decade, the country has undergone political, institutional and demographic transitions Morocco is a constitutional monarchy. Amid the instability and political change reigning in several Arab countries during 2011, Morocco witnessed its own demonstrations, beginning in February 2011, calling for radical democratic reforms. Morocco s King Mohammad VI reacted to these pressures on 9 March 2011 by issuing a proposition for constitutional amendments, a move widely seen as attempting to defuse the momentum of the popular movement. Morocco has traditionally been viewed, by many as a country of emigration. More than three million people of Moroccan descent are currently believed to be living and working abroad, contributing in no small part to the country s economic development. While Moroccan officials, institutions and nationals tend to be preoccupied with the welfare of those three million expatriates, the issues of immigration, transit migration and asylum given Morocco s geographical location, its political stability and relative economic prosperity have made the country an attractive destination for people from other parts of Africa and the wider world. UNHCR established an honorary representation in Morocco in 1965, which was upgraded to a full-fledged diplomatic representation following the signature of a cooperation agreement between the Government of Morocco and UNHCR on 20 th June Although party to the 1951 Convention and to the 1967 Protocol, Morocco does not have a comprehensive and permanent asylum system in function since The recent (September 2013) recommendations on asylum and migration made by the Conseil national des Droits de l Homme (CNDH), and the subsequent directives given by H.M. the King Mohamed VI to the Government, have opened the way to an effective hand-over of asylum procedure from UNHCR to Moroccan authorities. On September , the CNDH, an independent institution established and empowered by the 2011 Moroccan Constitution to promote human right culture nationwide, issued its recommendations for a comprehensive migration policy, humane and respectful of
60 5 Morocco s international commitments vis-à-vis fundamental rights of migrants, asylum seekers and refugees. These recommendations were immediately endorsed by H.M. the King Mohamed VI, who called an extraordinary meeting with the Government on September 10th 2013 to give his directives to rapidly undertake the necessary changes and reforms to effectively develop a new migration strategy. On September 25 th 2013, the Government opened a Bureau des Refugiés et des Apatrides (BRA) and started to proceed to the regularization of refugees recognized by UNHCR. UNHCR is a member of the reviewing committee, along with the Ministry of Foreign Affairs, Ministry of Interior, Ministry of Justice, Ministry of Labor and Délégation interministérielle des Droits de l Homme. The Bureau was officially opened on September 25 th and the committee has started its review on the same day. In the medium term, a temporary national asylum structure will be in place, in order to facilitate the transition towards the new Moroccan legal and institutional asylum framework. During this transition, UNHCR will contribute to build the capacities of civil servants working for the Bureau des Réfugiés et des Apatrides and other relevant stakeholders. It is expected that by end of 2014, Morocco will have a functional legal and institutional framework in place. UNHCR will contribute to its development through provision of legal expertise and on-the-job training. These developments have opened new perspectives for UNHCR operations in Morocco and, more important, it is expected that the situation and living conditions of refugees and asylum seekers in the country will improve in the near future. For example, being recognized as such by Moroccan authorities will give them the right to have a legal residence permit (which was not the case for refugees recognized under UNHCR s mandate between 2004 and September 2013), to sign work or lease contracts, to enroll their children in public schools, etc. During the transition period (medium term), the main objectives are: 1) create/establish the capacity of Moroccan stakeholders (institutional, civil society) to provide effective protection, provision of social services and support to PoC, including the development of a national legal and institutional framework on asylum; 2) strengthening of protection mechanisms for PoC as part of a comprehensive approach to management of mixed migration flows; 3) providing durable solutions to refugees. In this regard, UNHCR will provide on-the-job training to the new national governmental asylum structures (still to be developed) on registration, documentation and RSD. In order to assure protection-sensitive border monitoring, the option of establishing an UNHCR s presence at the main entry point at the Algerian border is under consideration. Such an office identifying, registering and referring PoC to the relevant future asylum institutions. Round tables for the judiciary, training for judges and security forces will continue to be organized. It is expected that UNHCR will still have to intervene in cases of arrests of PoC that occur mainly during identity checks or arrests of undocumented migrants. Legal representation in court and administrative advice and assistance is provided by a private lawyer.
61 6 In 2014, UNHCR s effort will be more than ever geared towards facilitating local integration (vocational training and income-generating activities through micro financing). A limited resettlement program will be maintained for extremely vulnerable refugees while voluntary return counseling will be provided for refugees for which volrep could be the preferred durable solution (for example Ivorian refugees). Given the new political climate and with a view to facilitate local integration, UNHCR s focus will shift towards reinforcing the capacity of key ministries or governmental institutions to provide basic services such as health and education. During the transition, vulnerable refugees will continue to benefit from financial assistance and other services such as shelter. UNHCR is member of the UN theme group on migration. The group serves as a coordination body for joint programming, joint advocacy and development of a comprehensive approach for managing mixed migration flows. Migration is considered as a crosscutting theme within the UNDAF The climate in Rabat and coastal areas is mild with hot summers and wet and rainy short winters. Accommodation (apartments, studios, villas) is available at reasonable charges. Public transportation, including the train system (which has a good safety record) is inexpensive and connects all the major centres in the country. Taxis are in abundance in large cities such as Casablanca and Rabat. These cities boast a variety of diversions, including cinemas, restaurants, and shopping in modern boutiques or in the souk, the openair market in which vendors sell a wide array of local arts and crafts items. Moroccan cuisine has gained a following among connoisseurs worldwide. Alcohol is available in most towns and Moroccan cities yet difficult to find during the month of Ramadan.

The activities for the incumbent will involve providing protection support for regional operations in emergencies. Refugees mainly live in poor suburbs of Nouakchott and Nouadhibou and share similar living conditions as the foreign population concerning access to work, housing and social services. In recent years, new measures meant to tighten control over irregular migration movements through Mauritania towards Europe resulted in isolated cases of asylum seeker arrest and expulsion. UNHCR supports the Mauritanian authorities in the refugee status determination process in an effort to build a functioning national asylum system to ensure the respect of refugee law within the broader context of the management of mixed migratory flows. UNHCR assists refugees and asylum seekers and strives to achieve their self-reliance in order to reduce dependence on humanitarian aid. At the same time, UNHCR will redouble efforts towards durable solutions, namely voluntary repatriation, local integration and resettlement. In January 2012, in response to the Malian refugee influx, Mauritanian authorities, in collaboration with UNHCR established a refugee camp in M bera, Bassikounou district. As of April 2014, nearly 57,000 Malian refugees are registered camp and benefit from UNHCR assistance. In collaboration with the authorities and partners, UNHCR is coordinating the humanitarian response provided to the Malian refugees and lead the Protection Working Group.

73 2 DUTIES AND RESPONSIBILITIES: The incumbent holds a professional technical position responsible for provision of expert technical support and advice within the areas of water, sanitation, hygiene and related technical sectors as an integral part of UNHCR programmes. The JPO is expected to support the Senior WASH Officer in carrying out following major duties and responsibilities: Standards and policies: Ensure, in close co-operation with other humanitarian actors, that WASH services provided to refugees are based on relevant Minister looking after water and sanitation, UNHCR and / or internationally recognised and most up-to-date standards and policies. Needs and ressources assessments; Untertake needs and resources assessments with Governments and partners in order to prioritise needs and activities in provision of services to refugess and other person of concern to UNHCR. Geography, or a defined location, is often used to collate information across systems, tools and methodologies by setting the standard for collection of information related to a specific place for cross sector/cluster analysis and decision-making. As a member of the Community Services team, carry out CS activities in Zaatari camp and in other hosting facilities for Syrians: - work closely with implementing partners to strengthen the community mobilisation, participation and representation activities and efforts, - monitor the work of CS implementing partners in the sites and adjust/discuss work plan and work targets accordingly, - provide counselling as and when required - assess needs of refuges, especially persons with specific needs and coordinate response and availability of services with all units concerned. 2. BACKGROUND INFORMATION: The Community Services Unit is currently composed of 3 community services associates, 2 senior community services assistants and one national officer (NOC) Community Services Officer. The Community Services Officer reports to the Sr. Protection Officer who reports directly to the Representative. Community Services is in charge of establishing direct contact and maintaining direct links with refugee communities, applying a community-based approach, and evaluating service provided for refugee women, girls, boys, and men. Through the multifunctional team, Community Services collaborates in the formulation of protection strategies and programmatic objectives designed to protect refugees. Community centers will be established at different points in areas where refugees live and community services staff are expected to service those centers inside Amman and in other cities where large populations of refugee families live. The current Syrian Emergency has changed the operational and protection environment in Jordan, where refugees were until recently hosted in urban
91 5 setting (over 50,000 Syrian registering with UNHCR and some 29,000 Iraqis). In July 2012, the Zaatari refugee camp was opened in northern Jordan and currently hosts 32,000 Syrian refugees, with new arrivals every day. In this context, UNHCR Jordan s activities include an urban refugee response in Amman for the Iraqi and Non Iraqis (Sudanese, Somali, ), an urban refugee response outside of Amman, predominantly in the north of Jordan for Syrians who entered the country before July 2012 and a camp response for Syrian who entered Jordan after the opening of Zaatari camp. In all these aspects, the role of community services is fundamental and central to proper services delivery, proper refugee mobilization and participation and thus essential for proper protection response. The Associate Community Services Officer will be based in Amman, an extended, somewhat expensive city, and will operate from the Branch Office. BACKGROUND INFORMATION: The Human Rights Liaison Unit is part of the Policy and Law Pillar ( Pillar I ) of the Division of International Protection (DIP). The human rights liaison function, performed by a team composed of a Senior Liaison Officer (Human Rights) and the Associate Legal Officer (Human Rights), fulfills the Unit s responsibilities for promoting the integration of human rights standards into all areas of UNHCR's work and the effective use of the UN and regional human rights mechanisms as protection tools, in line with UNHCR's responsibilities in this regard as a member of the United Nations. BA and 3 years of relevant experience; or MA and preferably 2 years of relevant experience. Experience: Experience of working in Africa, preferably in South Sudan, or neighbouring countries, or other relevant professional experience is desirable. Competencies Required: General knowledge of issues pertaining to persons of concern to UNHCR and UNHCR s protection mandate. Inter-personal and communication skills with team attitude.
