3 COGIC: two main missions MISSIONS Up oriented: Permanently keep informed the ministry of Interior and other relevant ministers through a monitoring and reporting process from the field to national level. Down oriented: Set building-up procedures in order to manage the crisis in a long term way: anticipation, response, involvement of needed national or zonal assets on the field. This double mission should take place in a multi-ministers environment. Some representatives from major companies or public services may be integrated in the crisis management room of the COGIC. 3
