5 The goals of EPARECA Involvment in the maintenance and restimulation of local commercial and crafts activities in problem urban areas (damaged crafts or commercial centres or areas) Contribution to the preservation of diversification of local commercial and crafts offer Contribution to the commercial and crafts employment in specific urban areas : «sites en politique de la ville»

6 Public prerogatives EPARECA was created in 1996 as an EPIC (Industrial and Commercial Public Establishment) EPARECA enjoys coercive means (expropriation) It receives an annual subsidy from the government determined under a Master contract defining the targets and the resources Targets : Maintain a local service for the captive people living in the highest problem areas Remedy the absence of private initiative
