1 Online Basic Parish Nurse Education Program Abstract The Basic Parish Nurse Education Program is a 35 contact hour continuing education program designed to provide Indiana registered nurses with the professional knowledge, attitudes, and skills central to the parish nurse role, so that they can implement parish nursing and health ministry programs in their own church communities. Endorsed by the International Parish Nurse Resource Center, the curriculum presented in the Basic Parish Nurse Education Program is the nationally developed education program for the practice of parish nursing and is applicable to all faith denominations. When presented in the classroom, the program requires four full days of attendance to complete the curriculum. There are many registered nurses who would like to participate in the Basic Parish Nurse Education Program, but are unable to commit to a four-day workshop due to work and/or family responsibilities. To meet the needs of these nurses throughout the state of Indiana, the University of Southern Indiana School of Nursing and Health Professions proposes to develop an online Internet offering of the program to reach this larger population of nurses within the state. The online program will consist of fourteen learning modules that will cover the topics required for the Basic Parish Nurse Education Program. The program will be offered over a six-week time period and it is expected that it will take two to three hours to complete each of the learning modules. Successful completion of all 14 modules will enable the participant to be awarded 35 hours of continuing education units (CEUs) from the Indiana State Nurses Association. Total projected expenses for this project are $26, A grant of $17, is requested from the IHETS/IPSE Course Development Grant Program to develop and implement the learning modules. The University of Southern Indiana will contribute $9, as an institutional match.
2 Project Narrative 1. Market Analysis (Need, Audience, and Demand) Parish nursing is a relatively new nursing specialty that focuses on providing health promotion and disease prevention health care in a congregational setting. Granger Westberg, a Lutheran minister who functioned as a hospital chaplain in Chicago, founded parish nursing in As a hospital chaplain, he realized that in order to provide holistic care it was important to integrate the faith beliefs of patients into the health care that they were receiving. The practice of parish nursing integrates health and healing in a faithbased ministry. Parish nursing has been established in churches of all denominations and synagogues. Registered nurses who practice parish nursing serve as health educators, referral agents, patient advocates, and health counselors within their congregations. Since 1984, the practice of parish nursing has grown into an international nursing specialty. The rapid growth of parish nursing is due in part to the many people who are either unable to access affordable health care, or who are discharged home from acute care settings still requiring the services of health care professionals. When seeking support and assistance with health care problems, it is natural for them to seek this support from their church ministerial staff. Parish nurses are an integral part of this staff. In 1998, the American Nurses Association, nursing s professional organization, recognized parish nursing as a specialty and established the standards and scope of practice for parish nursing. To standardize the educational preparation of registered nurses wishing to practice as parish nurses, the International Parish Nurse Resource Center developed the curriculum for the Basic Parish Nurse Education Program, making it available to universities and other institutions that have met specified criteria. There are currently eighty-five organizations that have been approved for offering this curriculum in the United States and over 5000 nurses in the United States have completed the program. The University of Southern Indiana (USI) School of Nursing and Health Professions received approval for offering the curriculum in 2000 and has offered it annually since that time. The program requires participants to have 35 contact hours to complete the curriculum. Traditionally, this program has been offered at USI over a four-day time period. Each time USI has offered the curriculum, the class rapidly reached the full enrollment of 30 registered nurses. The most recent program, which was offered in November 2002, attracted participants from throughout southwestern Indiana, as well as central and northern Indiana. In addition, nurses have traveled from Illinois, Kentucky, Michigan and North Carolina to have access to the instruction. USI will offer the program again in November Because of the great demand for access to the program and the difficulty many registered nurses have in taking time from work and family to enroll in a four-day/night workshop, the International Parish Nurse Resource Center has encouraged the development of
3 program offerings that utilize distributed learning methodology. A search of the Internet located only one online parish nurse education program. In the state of Indiana, there are a total of six institutions approved for offering the Basic Nurse Education Program. None of these institutions are currently offering an online version of the program, and a review of the currently scheduled program offerings listed on the International Parish Nursing Resource Center website did not list any scheduled offerings for the state of Indiana at this time. Based upon the number of registered nurses who have contacted USI for information about the program and the requests we have received for a more accessible method of providing the curriculum, we anticipate that we can offer the program four times a year, enrolling 30 registered nurses in each offering. We intend to continue offering the workshop in the traditional four-day program one time a year for those who prefer to learn in a classroom setting. 2. Instructional Design and Delivery Plan The online Basic Parish Nurse Education Program will consist of fourteen learning modules: 1) Role of the Congregation in Health, Healing and Wholeness; 2) History and Philosophy of Parish Nursing; 3) Theology of Health, Healing & Wholeness; 4) Functions of the Parish Nurse; 5) Health Promotion and Maintenance; 6) Assessment: Individual, Family, Congregation; 7) Accountability and Documentation; 8) Legal and Ethical Considerations in Parish Nursing; 9) Grief and Loss; 10) Functioning within a Ministerial Team; 11) Prayer and Worship Leadership; 12) Self Care for Parish Nurses; 13) Starting a Parish Nursing Program; and 14) Grant Writing for Parish Nursing. The Internet has been chosen as the primary method of instructional delivery for the learning modules. The instructional design of the modules will be asynchronous, thus providing the participants with the flexibility of accessing learning materials whenever it is convenient to their schedule. The Internet is also a rich source of information for the topics covered in the Basic Parish Nurse Education Program. A website will be developed and maintained for the program. This website will contain the fourteen learning modules, as well as additional Web resources for parish nurses. Learning materials for each module will consist of learning objectives, reading assignments, Web resources, content outlines, audio/video streams of selected content, study questions, and an opportunity for asynchronous discussion between participants and faculty who are experts in parish nursing. A listserv will be used to provide this asynchronous interaction. will be used to provide individual communication between participants and faculty. This template for instruction will be used in each learning module to provide a consistent approach for the learner. An online ask the expert panel will also be incorporated into the program to provide participants with an opportunity to network with expert parish nurses who will share their experiences in parish nursing. This combination of visual and auditory learning methodologies, as well as the opportunity for interaction between learners, faculty, and expert parish nurses will accommodate diverse learning styles. Participants who cannot access audio and video
4 streams through their Internet service providers will be provided with a CD of the materials. Each module will conclude with a short test to evaluate the learner s understanding of the content. 3. Institutional Capacity and Commitment The USI School of Nursing and Health Professions has been involved in the delivery of online education since Currently the School offers five academic degree programs over the Internet, as well as several non-credit certificate programs. The faculty have expertise in the development of online courses and are supported in these efforts by a technology team that is housed in the School of Nursing and Health Professions. The technology team provides hardware, software, and instructional support for all of the School s online instructional efforts, including the capacity to video stream. The School has the resources to provide and maintain the computer technology required to support the delivery of the Basic Parish Nurse Education Program. There is no need to acquire any additional hardware or software to fulfill the objectives of this project. USI and the School of Nursing have a strong history of community involvement and are committed to promoting the delivery of quality health care to the citizens of the region and the state of Indiana. Providing the Basic Parish Nurse Education Program for registered nurses is an important part of the School s community outreach efforts to provide continuing education opportunities for the registered nurse workforce. The School is an approved provider of the curriculum for the Basic Parish Nurse Education Program, as endorsed by the International Parish Nurse Resource Center. School of Nursing faculty have the content expertise in parish nursing that is necessary to oversee the development of the learning modules. USI nursing faculty who are practicing parish nurses, as well as parish nurses from the Tri-State Parish Nurse Organization (TSPNO), will serve as content developers and faculty for the program. Since 2000, the School of Nursing, in collaboration with the Tri-State Parish Nurse Organization, has provided the resources necessary to sponsor the program in a traditional four-day workshop format. This long-term commitment of resources to parish nursing provides assurance that the modules will continue to be supported by the University and made available to participants throughout the calendar year at regularly scheduled intervals. 4. Utilization Potential In addition to being used as a non-credit offering, the Basic Parish Nurse Education Program can also be developed and offered for academic credit at USI and other universities through distributive learning methodology. The International Parish Nurse Resource Center, which endorses the curriculum, encourages all approved providers to develop the program for academic credit as well as continuing education efforts. Following the development of the learning modules, USI nursing faculty will develop a course proposal to obtain the curriculum approval required to offer the program online for academic credit.
5 There is a significant amount of organizational support for the development of the online learning modules. Members of TSPNO will participate in the development of the learning modules, and will also recommend the program to all registered nurses who have an interest in parish nursing. TSPNO has a membership base of approximately 300 parish nurses and serves as the regional resource contact for all churches who are interested in developing a parish nursing program. The Welborn Baptist Foundation, a private charitable foundation in the Evansville area which funds grant proposals to churches who are developing parish nurse programs, is willing to provide scholarships covering registration fees for program participants who reside in the Welborn Foundation service area. The International Parish Nurse Resource Center, which is based in St. Louis, Missouri, posts the dates of all endorsed curriculum program offerings on its website. USI is also willing to submit individual learning objects from the learning modules to the MERLOT repository. One of the faculty who will be involved in the development of the learning modules is also a member of the MERLOT Health Science Editorial Board and is familiar with the MERLOT website and submission process. 5. Marketing Plan There are several established avenues through which the Basic Parish Nurse Education Program will be marketed. USI will market the program through the School of Nursing continuing education website and through the University Continuing Education brochure that is published and disseminated two times a year. USI s Distance Learning Network will market the program through its website and the Indiana College Network. The program will also be marketed in all School of Nursing recruitment literature that is distributed at nursing conferences and in the Indiana State Nurses Association quarterly newsletter. The TSPNO will promote the program through its quarterly newsletter. The Welborn Baptist Foundation will also disseminate information about the program through its grant funding program. Because the USI School of Nursing is an approved provider of the endorsed parish nursing curriculum, the International Parish Nurse Resource Center will also post information about the program on its website. In addition, Indiana churches of all denominations will be sent information about the program. If the response to the marketing plan results in a larger number of registrants than anticipated, additional offerings of the program will be scheduled. 5. Evaluation Plan Prior to implementation, parish nursing experts will review the learning modules for content validity and the website for ease of navigation. Evaluation of the program will be accomplished through the use of an evaluation tool designed specifically for the Basic Parish Nurse Education Program. This evaluation tool has been used to evaluate the traditional workshop offering of the program and it will be modified to include questions about the instructional design of the online modules and the technology, so that faculty and participants can evaluate the effective use of the technology. In addition, the evaluation forms that are used for each continuing education program within the School of Nursing and Health Professions (as mandated by the Indiana State Nurses Association)
6 will be used to evaluate the quality of the offering. Learning outcomes will also be measured by the use of tests at the end of each learning module. The data will be collected at the end of the program, and the director of the Basic Parish Nurse Education Program and the Coordinator of Continuing Education for the School of Nursing will be responsible for compiling and analyzing the data. The program will be revised as needed based upon the feedback from participants and faculty. 7. Dr. Halstead has twenty-four years of experience in nursing education and has been active in the practice of parish nursing since She has served as the program director for the Basic Parish Nurse Education Program at USI since 2000 and is a member of the MERLOT Health Sciences Editorial Board. Jon Reidford Coordinator of Computer and Internet Services for the School of Nursing and Health Professions will assist faculty in the design the module webpages and maintain the website for the program. Keith Kennedy Coordinator of Instructional Broadcasting for the School of Nursing and Health Professions will assist faculty in the design of multimedia presentations and support videostreaming of module content. Mary Lindsey Distance Education Administrative Assistant for the School of Nursing and Health Professions will design literature and provide clerical support for faculty and participants.
