(Website: TENDER FOR DEPLOYING SECURITY GUARDS On-line tenders are invited in the prescribed format by the Satish Dhawan Space Centre SHAR (SDSC SHAR), Sriharikota , from the registered contractors/agencies who are in similar line of providing of Security Services for deploying Security Guards(Un-Armed) (properly trained security personnel) for guarding SDSC SHAR Residential Colonies (i.e. monitoring movement of men, material and vehicles, surveillance of Residential Colonies, etc.) located at Sullurupeta Town. The present requirement is for 22 (Twenty two) Security Guards including a 1 Supervisor (Un-Armed). This requirements is for guarding: a) Pulicat Nagar Housing Colony, Kesava Reddy Palem, Sullurupeta. b) Swarnamukhi Nagar Housing Colony, Sullurpeta. c) Pinakini Nagar Housing Colony, Sullurpeta. 2. The Head Purchase & Stores, SDSC SHAR, Sriharikota reserves the right to accept or reject any or all tender bids without assigning any reasons whatsoever and his decision will be binding on all the parties. 3. The tenders will be in two-bid system. Technical Bid shall contain the following: i) Legal and statuary approvals, experience, turnover etc. ii) Copies of Employees Provident Fund/Service Tax Registration certificates, etc.; iii) Permanent Account Number (PAN). iv) Income Tax clearance certificate. 4. The agency should have average annual turnover of at least of Rs. 20 Lakhs in any of the last three years for having carried out the similar nature of work for which proof should be attached. Agencies having annual turnover less than Rs.10 Lakhs need not submit their quotations as it will be rejected summarily.

The completed Tender duly accompanied by EMD of Rs.75,000/- (scanned copy of DD to be attached with Technical Bid only) in the form of Demand Draft drawn in the name of Accounts Officer, SDSC SHAR, payable at Sriharikota and with attested copies of all the documents mentioned therein should reach before due date. The Quotations received without EMD and the copies of the required documents will be rejected summarily. 6. Essential Certificates: (In absence of any one Certificate, the tender will stands rejected) i. Copy of the latest & last 3 years Income Tax Return / Clearance certificate showing the turn over etc. ii. Pan Card copy iii. Proof showing E.P.F Registration Certificate. iv. Copy of Registration certificate for Service Tax. v. List of present Clients with their latest phone numbers; with names of the contact, persons and copies of agreements/purchase orders. 7. Price Bid should contain only the contractor s quoted rates in the format as per the Annexure-A enclosed. Price Bid will be opened only if the SDSC SHAR is satisfied with the technical bid, which will be opened first and intimation to open the Price Bids will be sent in advance to the qualified bidders. 8. Incomplete tenders lacking in details and without signatures are liable to be rejected. 9. The present requirement is for 22 Security Guards (un-armed) to be deployed in shifts as under: Name of the Housing colony Pulicat Nagar Colony, Kesava Reddy Palem, Sullurupeta. No. of Security Guards to be deployed per Day Shift wise strength of Duty hours per shift Security Guards I II III Split Duty I Shift: II Shirt: III Shirt: Split Duty: & (8 hours per shift) Note: The deployment may be changed with the prior intimation to the Contract Agency and as per the requirement of the SDSC SHAR.

4 10. Before submitting the Tender, please go through the enclosed Tender Document for terms and conditions, scope of work, manpower deployment details etc. A. GENERAL CONDITIONS: TENDER DOCUMENT 1. The contract will be initially for a period of TWO years. The Contract can be terminated during the operative period by giving three month s notice in writing by either party. Contract may be extended further for one year, if services are found satisfactory. 2. The Satish Dhawan Space Centre SHAR (SDSC SHAR) reserves the right to terminate the said Contract at any time on the ground of unsatisfactory services rendered by the Agency or on any other ground detrimental in the interests of the Centre. The Centre will be the sole judge in this regard. The decision regarding whether the security services is effective / proper / accurate etc., shall rest with Centre. If the concerned authorities of SDSC SHAR observes that security services is not up to the satisfactory level, then the contractor has to take extra efforts to maintain the security effective. 3. On termination of the contract, the Agency shall discontinue the use of the premises and handover peaceful possession of the Centre s premises together with its fixtures and articles therein in good condition. 4. The Agency shall not transfer or assign or share benefit of this agreement with anyone else without the consent in writing from the Centre. 5. The Agency shall at all time keep the Centre effectually insured against all actions, suits, proceedings, losses, costs, damages, claims and demands in any way arising out of any reasons. 6. Any dispute arising out of the terms of this contract on the interpretation of any clause herein shall be settled by mutual discussions between the Nominated authorities of the Centre and the authorized representatives of the Contract Agency. The Director, SDSC SHAR, will be final authority in resolving such disputes and his decision will be binding on the Agency. In case the Director decision as refer to in clause No.2 is challenged the dispute will be referred to arbitration. Any dispute arising out of the contract agreement shall come under the jurisdiction of the Hon. Courts in Andhra Pradesh.

5 7. The Contract Agency will co-operate with all other Agencies at campus. 8. The agency should possess the requisite registration, PF etc., from State / Central Government Departments as applicable from time to time. The agency will have to maintain registers / records as required under the provisions of various Acts and complete the formalities prescribed there under. The Centre shall not be responsible in any way for any breach of these rules and regulations by the Agency. The Contract is liable to be terminated if breach of rules & regulation is found after the award of contract. a. The attendance muster cum wages register of persons engaged during the month should be duly signed by the individual employees and countersigned by the representative of the Contract Agency & SDSC SHAR. b. All employees have to be paid wages, special allowance at rates, not less than the minimum rates prescribed by the Government under relevant rules. c. All the employees have to be extended coverage of PF/EPF as per the eligibility under PF Act. d. Appropriate deductions are to be made towards coverage of PF/EPF as per the eligibility under PF act. e. Appropriate deductions are to be made towards Professional Tax and Income Tax from the salary wages paid and remitted to concerned authorities if any. f. All deductions are affected from the salary / wages as per the provision of the payment of wages act. g. The following registers are required under provisions of various acts & to be maintained up to date in the prescribed format, kept available in the premises of the Centre for inspection of any statutory authority, on demand for example, Register of Persons Employed, Muster Roll, Register of Wages, Register of Deduction, Register of OT, Register of Fines, Register of Advance etc. h. The License under the provisions of Contract Labour (R&A) Act have to be obtained / renewed and kept operative. The half-yearly /yearly returns are to be submitted in time, to the authority as per rules. 9. None of the employees of the Agency will have any right to various facilities offered by the Centre to its staff and participants. 10. The Agency will be responsible for the safety and security of the residential colonies of the Centre at Sullurupeta. 11. It will be the responsibility of the Agency to switch on and off lights, fans, etc. as may be prescribed to do so from time to time. 12. The Agency will have to keep all original / duplicate keys of all rooms, campus etc. as required for it s functioning in secured and convenient place. 13. The Centre has a right to amend or modify any of the terms and conditions during the period of the contract.

6 14. The Centre has a right to increase or decrease the security points / manpower at any time and it will be binding on the part of the Agency to do so with mutual understanding with the Centre. The Agency will also have to follow the telephonic instructions given by the Authorized SDSC SHAR representative. 15. All formalities and procedures prescribed under the Contract Labour (Regulation & Abolition) Act, 1970, payment of Wages Act and other related Act should be strictly adhered to. SDSC SHAR s responsibility as Principal Employer should be fully protected. 16. The successful bidder has to obtain Form-V under Contract Labour (Regulation & Abolition) Act, 1970, from the Principal Employer and obtain license from labour Authorities before engaging the Security personnel. 17. The necessary legal registers, forms, returns etc. required as per the law are to be maintained and complied with by the Agency and should be available for inspection to SDSC SHAR authorities at any time. 18. The Agency must be registered with the Regional Labour Commissioner (Central), Vijayawada as an Agency carrying out Security Services on Contractual basis, under the Contract Labour (Regulation & Abolition) Act, 1970 and submit a copy of the license within a month from the date of commencement of the work, at its own cost. 19. A list of the establishments (with their addresses, name of the contact person and telephone numbers) where the Agency is presently rendering its services / has rendered its services along with the performance certificate issued by such establishments must be enclosed with the quotation. B. EMPLOYMENT OF SECURITY PERSONNEL: 1. The appropriate payment of wages and other benefits to the employees of the Agency shall be the Exclusive Responsibility of The Agency and persons so employed by the Agency shall have No Claim whatsoever on the Centre. 2. The Agency should issue identity cards to their employees, which they should always carry with them and make available for inspection to the Centre authorities at any time. 3. The Agency shall deploy personnel who are courteous, trained, well mannered and disciplined. The security personnel should be educated and conversant in Telugu/English and should be extremely courteous with the visitors visiting the Housing Colonies of the Centre and should be more alert while on duty dealing with campus residents, employees of the Centre, workers of the other agencies, etc. The security personnel so engaged should observe decency and decorum during the course of their employment in and out of the Centre. 4. The security personnel should always be vigilant while on duty to prevent any unhealthy incident. They should be in a position to judge any danger and should immediately report to the Authorized officer of the Centre and the Contract Agency.

7 5. The Agency will have to follow the norms, rules and regulations, guidelines, security standing order of SDSC SHAR and instructions given by the concerned authorities from time to time. 6. The Agency shall make surprise visits to SDSC SHAR Housing colonies on a regular basis, to ensure smooth functioning and satisfactory services by their guards. 7. All security personnel to be posted at Housing Colonies of SDSC SHAR should be healthy and medically fit. All legal formalities required in engaging them will be the responsibility of the Contract Agency. 8. The Agency should provide proper uniform, woolen clothes, rain coats, gum boots, lathis, torches, bicycles etc. to their employees. The Agency will ensure that the persons on duty are in neat and clean uniform. It is preferable that each of the security personnel employed shall have a mobile phone of his / her own to contact in case of emergency. 9. The Agency should ensure that no security personnel leave his duty post in unauthorized way without a replacement. 10. The Agency should see that no unauthorized persons shall be permitted to enter the premises of the Housing colonies of the Centre or no persons shall enter the premises through the fence or no animals such as cows, buffaloes, goats, dogs etc. shall be allowed in the premises of the housing colonies of the Centre. 11. Any event of accidents injuries / harmful nature such as fire, short circuit, overflowing of water, leakage of water, damage caused to any property of the Centre shall be reported immediately by the security personnel to the concerned authorities of SDSC SHAR. 12. In case of lapses on the part of the Agency the Centre may impose appropriate penalty after joint assessment by the in-charge of the agency and SDSC SHAR authorities. 13. The Centre will not accept any claim in the event of any of the Agency s employees sustaining any injury, damages or loss of life of the person either inside or outside of the Centre s premises. 14. The workers / staff of the Agency will have nothing to do with SDSC SHAR and shall have no presumptive right of absorption in the services of SDSC SHAR. In order to give effect to this, the agency shall incorporate suitable clause in the appointment orders to be issued to its security personnel. 15. In case the workers engaged by the Contract Agency have any grievances, they will take it up with the Agency without creating any disturbance on the campus. Under no circumstances agitation means are to be resorted to by workers of the Agency, on the premises of the Centre. On the expiry of the Contract the Agency undertakes to leave the premises in peace with all the workers without creating any disturbances. The Agency will be solely responsible if the workers engaged by it misbehave or create problems.

8 16. Fire protection equipment and facilities have been provided in the campus and it will be the responsibility of the Agency to ensure that they are in order and got properly replenished as and when required. The security personnel should be well trained to handle such firefighting equipment, first aid, snake bite, dog bite kits etc. 17. The personnel employed by the Agency as Security Guards should be in age group of years with minimum qualification of 10 th Standared/SSC, Supervisors may be between years with minimum qualification of 12 th Class. 18. The security personnel of the Agency shall be only Indian nationals and their character and antecedents should be checked by the Agency without fail. 19. The security personnel of the Agency shall not involve themselves in any type of discussions or agitations, arguments, quarrel or fighting with any of the SDSC SHAR Employees/Residents and shall behave politely and firmly while adhering to their duties. Any matter creating difficulties in their duties shall be brought to the notice of the identified Authorities of SDSC SHAR. 20. The Contractor shall change the security personnel on demand by the SDSC SHAR within 24 hrs, if he commits unethical acts like while on duty Sleeping, Intoxicating, Negligence in performing duties, Disobedience, theft, Dishonesty, indulging in illegal activities, which may expose the interests of the Centre, involved in the work other than the allotted one or any other misconduct. C. SCOPE OF WORK: 1. The job of providing security services to the Housing Colonies of the SDSC SHAR shall be carried out by the Contract Agency on all week days during the contract period including on all working days, holidays, public holidays of SDSC SHAR, to ensure overall safety & security of the Men, Machine, equipment s and premises of Centre. 2. The Job shall include, checking and verifying entries and exit of personnel, material and vehicles to and fro and assets on charges of SDSC SHAR and permit the only authorized personnel entry and exit to the housing colony premises, round the clock, Proper Registration of visitors while entering and leaving the Housing colonies of the Centre. 3. The present scope of work will cover in and around area of operation of the entire premises of the three Housing colonies of SDSC SHAR located at Sullurupeta town. 4. Ensure that all security lights are in working condition and should be put on and off every day, by the Security staff on duty. Defective lights to be reported to the Maintenance incharge immediately. 5. The Agency shall deploy required personnel (including relievers) in all the shifts on a regular basis within the scope of operation. 6. The Security staff on duty should ensure parking of the vehicles at the proper parking place and see that it does not cause inconvenience to the residents.

9 7. The Agency should check damage, theft and pilferage of material by manning static security posts by required number of personnel and by regular patrolling in the campus and along boundary wall / fence during day and night. The Agency should prevent any unwanted / illegal activities and gather intelligence on unauthorised movements / activities. Further report any illegal activities / movement to SDSC SHAR authorities. 8. To restrain trespassers / intruders and immediately inform the same to the concern authorities. 9. Receive orders / directions from concerned authorities on housing colonies security related matters and ensure implementation of proper security measures in the premises. 10. Static posts to be manned and areas to be patrolled will be shown to the Agency by SDSC SHAR from time to time. 11. Timely deployment of the required security staff on all the points is the prime responsibility of the Agency. 12. The Agency shall ensure that the Security guards maintain proper communication system so that they can assemble quickly in case of emergent situation. 13. Agency shall render necessary and adequate assistance to SDSC SHAR Authorities in case of strikes, labour unrest and take necessary steps to control the mob / unruly crowd. 14. The agency shall in case of any theft during tenure of contract agreement will help to lodge FIR with police, conduct their investigation and submit the report findings to the Director or Administration. The Agency shall also be responsible to pursue the theft case with police and related authorities. D. RATES / QUOTATION : 1. Tenderer has to submit the quotation in the enclosed Annexure A. along with Price Bid only. Incomplete quotes will be rejected summarily. 2. The EMD is liable to be forfeited if any bidder alters/withdraws his bid after bid opening (or) if the successful Agency fails to undertake the work from the stipulated date. On award of the contract to the successful bidder, the EMD amount of other bidders will be returned to them without any interest. In case of successful bidder, the EMD will be adjusted towards Security Deposit. 3. The Agency shall employ the contractual Security guards and deploy them as stated hereunder. One Security Supervisor stationed at Pulicat Nagar Colony and Twenty one Security Guards (amounting to total number of 22 persons) (skilled/semi skilled) in the following shifts:- Name of the Housing colony No. of Security Guards to be Shift wise strength of Security Guards Duty hours per shift

If the agency fails to provide required security personnel on any day, then the amount for such absence; along with requisite statutory charges including service charges and any amount due will be deducted from the bill, along with penalty, as deemed fit. This kind of situation is to be avoided and so, to fill up the leave vacancies, the agency must have the capability to hire additional staff as deemed appropriate to ensure a minimum of 22 persons on any given day. 5. On award of work the agency shall deposit with the SDSC SHAR, Security Deposit of 10% of the work order cost, which shall bear no interest. This deposit shall be paid by way of Demand Draft within 15 days from the date of the award of contract. Or else the Agency can also furnish the Bank Guarantee of equal amount from a Nationalized Bank in an acceptable form safeguarding interests of SDSC SHAR. The performance Security Deposit will be released to the Agency within a period of two months after completion of the Contract and after fulfilling the all liabilities. 6. The agency may submit bills by 1st day of every month and payment will be made within 07 days from the date of receipt of the bills. Agency should make payment to its workers by depositing directly to the concerned Bank Accounts of the workers on or before 10th day of the Month without fail, irrespective of receipt of monthly bills from the Centre. All deductions due to the Centre shall be made from such bills. 7. Income Tax as applicable will be deducted while making every payment. 8. Any correspondence made by the Centre in connection with this contract matter with the Agency will form the part of this agreement. 9. The tender should be valid for 120 days from the date of its opening. 10. The Centre will pay the minimum rates of wages to the security personnel engaged under Employment of Watch and Ward (without arms) (Area:C) as promulgated by Ministry of Labour and Employment, Office of the Chief Labour Commissioner (C ), New Delhi vide Order No. 1/17(7)/201-LS-II dated 30/03/2015 and also as per GO s issued by the State Government of Andhra Pradesh as amended from time to time whichever is more. 11. The Service Tax is payable as per the prevailing rates and it will be revised as per Government of India orders from time to time in this regard.

The parties are requested to quote Service charges and statutory charges, if any, in percentages in the quotation form duly taking into consideration of Medical expenses, Bonus, Leave Wages, Cost of uniform etc. 13. The Head, Purchase and Stores, SDSC SHAR reserves the right to reject any or all quotations without assigning any reasons. Any statutory requirements like payment of bonus etc., are to be strictly followed out of the service charges quoted vide 11(C ) above. 12. Any other relevant information:- I have gone through the terms and conditions of the enclosed tender documents and the same are acceptable to me. I know that the Uniforms of good quality are to be provided by me at my own cost to all the Security personnel engaged in this contract and washing allowance is also to be paid by me. Tenders with offer validity less than the period mentioned above, will not be considered for evaluation. 5.Excise Duty - SDSC-SHAR is eligible for Excise Duty Exemption under Notification No. 64/95 dated as amended by Notification No. 15/2007 dated and as amended by Notification No. 07/2008 dated and necessary Exemption Certificate will be provided. No claim, whatsoever, for payment of Excise Duty or Cenvat reversal will be allowed later. The suppliers have to take this into account while submitting quotations. Excise Duty Exemption Certificte will be issued only to finished product as per the PO/Contract. EDEC shall not be issued in favour of third parties for raw materials, other components that go in to the manufacture of the end product. Excise Duty Exemption Certificate will be issued in favour of original equipment manufacturer provided (i) the tender has been received from the sole selling agent of OEM concerned (for which documentary proof shall be produced) and (ii) a request for issue of Excise Duty Exemption Certificate was made in the original offer itself. 6.CST - With effect from , Form-D has been withdrawn for Inter-State purchases by Government Departments. Now the percentage of CST on the Inter-State sales to Government Departments shall be the percentage of VAT/State Sales Tax as applicable in the State of the Seller/Dealer. Accordingly, the suppliers have to indicate clearly the % (full rate of tax) of CST applicable against each item in their offers. 7.Customs Duty - SDSC-SHAR is eligible for 100% Customs Duty exemption as per Notification No. 12/2012 dated This may be taken into account while quoting for import items, if any. In case tenderers offering items considering customs duty exemption, they should also indicate the bill of materials and price, separately, with Customs Duty component and terms and conditions thereto. 8.Advance Payment - Wherever advance payment is requested, Bank Guarantee from any Nationalized Bank/Scheduled Bank should be furnished. In case of advance payments, if the party is not supplying the material within the delivery schedule, interest will be levied as per the Prime Lending Rate of RBI plus 2% penal interest. Interest will be loaded for advance payments/stage payments as per the prime lending rate of RBI and will be added to the landed cost for comparison purpose. In case of different milestone payments submitted by the parties, a standard and transparent methodology like NPV will be adopted for evaluating the offers. 9.Liquidated Damages - In all cases, delivery schedule indicated in the Purchase Order/Contract is the essence of the contract and if the party fails to deliver the material within the delivery schedule, Liquidated Damages will be 0.5% per week or part thereof subject to a maximum of 10% of total order value. 10.Performance Bank Guarantee - Performance Bank Guarantee for 10% of the order value should be furnished in the form of Bank Guarantee from nationalized/scheduled bank or by Demand Draft valid till warranty period plus sixty days as claim period. 11.Security Deposit Security Deposit for 10% of the order value is mandatory, if the ordered value is Rs.5.00 lakhs and above. Party

15 shall furnish the Security Deposit in the form of Bank Guarantee from nationalized/scheduled bank or by Demand Draft valid till completion of the contract period plus sixty days towards claim period for faithful execution of the contract. 12.BANK GUARANTEE FOR FIM: Supplier has to submit Bank guarantee for equal value of Free Issue of Materials (FIM) issued by the Department from Nationalised / Scheduled Bank valid till receipt and acceptance of supply and satisfactory accounting of FIM plus sixty days as claim period. 13.The delivery period mentioned in the tender enquiry, IF ANY, is with the stipulation that no credit will be given for earlier deliveries and offers with delivery beyond the period will be treated as unresponsive. 14.The Department will have the option to consider more than one source of supply and final orders will be given accordingly. 15.The bidders should note that conditional discounts would not have edge in the evaluation process of tenders. 16.Non-acceptance of any conditions wherever called for related to Guarantee/ Warranty, Performance Bank Guarantee, Security Deposit, Liquidated damages are liable for disqualification. 17.Wherever installation/ commissioning involved, the guarantee/warrantee period shall reckon only from the date of installation and commissioning. 18.Purchase/Price Preference will be extended to the MSMEs under the Public Procurement Policy for MSMEs formulated under the Micro, Small and Medium Enterprises Development Act, 2006 and instructions issued by Government of India from time to time. Vendors who would like to avail the benefit of MSME should clearly mention the same and submit all the documentary evidences to substantiate their claim along with tender itself. 19.The drawings, specifications, end use etc., given by the Centre/Unit along with the tender enquiry are confidential and shall not be disclosed to any third party. 20.SPECIAL CONDITIONS FOR SUBMITTING QUOTATIONS IN FOREIGN CURRENCY BY THE INDIAN AGENTS The Tenderer should submit the following documents/information while quoting:- a)foreign Principal's proforma invoice/quote indicating the commission payable to the Indian Agent and nature of after sales service to be rendered by the Indian Agent. b)copy of Agency agreement with the Foreign Principal and the Indian Agent, precise relationship between them and their mutual interest in the business. c)registration and item empanelment of the Indian Agent. d)agency Commission will be paid only Indian Currency. e)compliance of the tax laws by the Indian Agent. 21. High Sea Sales- Against High Sea Sale transactions: a.offers shall be on all inclusive basis including delivery upto Sriharikota at the risk and cost of the supplier. Customs Clearance is the responsibility of the supplier and at his cost and risk. b.100% payment will be made within 30 days after receipt and acceptance of the items at our site. c.sales Tax is not applicable d.customs Duty Exemption Certificate and other relevant documents required for Customs clearance will be provided. e.high Sea Sales Agreement furnished by the supplier in accordance with the terms and conditions of our purchase order will be signed and issued by SDSC-SHAR. 22.The following information/ documents are to be submitted wherever applicable. 1.Product Literature 2.Core banking account number of SBI, RTGS Details 3.PAN No. in quotation and invoices 4.Excise Duty, VAT, Service Tax Registration details. 5.In case of MSME, registration details / documents from Competent Authority. 23.EXCLUSION OF TENDERS The following tenders shall be summarily rejected from the procurement process a.tenders received from vendors who have not qualified in terms of their registration. b.tenders received against publishing of a limited tender in the CPP portal. c.tenders of vendors who have been removed from the vendor list or banned/debarred from having business dealings. d.unsolicited tenders from vendors. e.the tenders which materially depart from the requirements specified in the tender document or which contain false information. f.the tenders which are not accompanied by the prescribed Earnest Money Deposit. g.the tenders of vendors who have not agreed to furnish Security Deposit, Performance Bank Guarantee and Liquidated Damages. h.the validity of the tenders is shorter than the period specified in the tender enquiry. i.the tenders received from vendors or their agents or anyone acting on their behalf, who have promised or given to any official of the Centre/Unit/Department, a gratification in any form, or anything of value, so as to unduly influence the procurement process. j.the tenders received from vendors, who, in the opinion of the Centre/Unit, have a conflict of interest materially affecting fair competition. k.the tenders received from Indian agents on behalf of their foreign Principals/OEMs (in cases where the Principals/OEMs also submit their tenders simultaneously for the same item/product in the same tender). l.in case two or more tenders are received from an Indian agent on behalf of more than one foreign Principal/OEM, in the same tender for the same item/product. m.if a firm quotes NIL charges / consideration, the bid shall be treated as un-responsive and will not be considered.
