2 Background INSPEC is a progressive, state-of-the-art, consulting firm specializing in Specifications, Construction Administration, Sustainable Design and Accessibility for the Disabled. Located in North Dallas since the mid- 1980s, we have served our clients with professional expertise, personal attention and proven results. The firm has a combined total of over 75 years of professional experience in the areas of architectural technology and construction administration including institutional, commercial, municipal, religious, educational, medical, corporate and residential projects ranging in size up to $600 million. In addition to providing construction administration, specifications and sustainable design for our clients, INSPEC also offers complete accessibility services. We are able to chart a project from plan reviews at the design phase through the on-site inspection when the project is completed. Over the past 8 years, our accessibility team has completed more than 4,000 plan reviews, inspections, and consultations for compliance with Texas Accessibility Standards (TAS). Our performance is complemented by the unique individuals who contribute their expertise to the practice. Our firm currently has 5 specifications consultants and 3 accessibility consultants. 4 Construction Specifications Consulting Design Development Phase During this phase of the work INSPEC can assist the design professional and interior designer: In developing the material selection criteria. By providing a specification (in outline format) to complement the Design Development package for presentation to the client, providing a basis upon which to build in the Construction Documents phase. This outline specification is normally a page document which describes basic materials, systems, and contract requirements indicated in an abbreviated form, in order to communicate the design professional s intentions for incorporating these into the project. Contract Document Phase During this phase, INSPEC works closely with the project design professional in developing the technical specification to accompany the products and systems selected. INSPEC will: Perform a peer review of the construction documents at 50 percent and 95 percent completion stages. Provide a check set of specifications at 50 and 95 percent completion of Construction Documents for all technical and front-end sections. Assist the architect in coordinating the mechanical and electrical specifications with the architectural sections and the architectural sections with the graphic documents. Produce the technical sections upon mark-up by the respective consultants of masters provided by INSPEC (where it is determined that the INSPEC master is preferred for structural, civil, landscape, and mechanicalelectrical-plumbing portions). At 100 percent completion of Contract Documents, print all sections on laser-quality equipment, assemble, and deliver originals to the design professional. Electronic files available upon request. 5 Construction Specifications Consulting Other Services Available INSPEC is available to perform services for clients who prefer to produce specifications in-house. Services include: Up-date reviews of specifications sections for technical as well as administrative provisions. Production of new sections to suit a particular need or project. Consulting on product selection, especially in the areas of roofing, waterproofing, curtain walls, special construction and equipment. Preparation of specifications for a particular project using the design professional s in-house master when current personnel are overloaded. Production of entire new master system, customized to design professional s particular preferences or project types. Performance and Fees INSPEC performs specification consulting and production services in a timely manner and consistent with the overall project schedule. Starting our involvement in the Design Development Phase, or no later than start of Contract Document Phase, allows us the time to properly assist in product and systems research, and to produce high quality, well-coordinated documents. Fees are competitive and proposals can be based on either a lump sum or hourly rate, depending upon the client s particular needs. Services

6 Construction Administration Services INSPEC provides complete construction administration consulting services to architects, lenders, interior designers, syndicators, developers, and owners in need of technical and administrative expertise during the bidding, negotiation, and construction phases of a project. INSPEC personnel have performed such services on new, renovated, and restored facilities for numerous commercial, institutional, municipal, educational, corporate, and residential projects. Our involvement can be custom tailored to address a specific problem, or performed on an as-needed basis over the duration of a construction project. INSPEC is also available to consult with companies in the formation or transformation of their construction administration departments. We help improve the efficiency of such departments through the development of procedures manuals, forms, and checklists. These services include: Pre-bidding review of drawings and specifications as a peer review on items such as code compliance document coordination, completeness of detailing, and application of materials usage and detailing consistent with industry standards for the particular type of construction. Pre-construction review of contractor s cost breakdowns to verify accuracy and sufficiency of budget figures for the scope and quality of the construction intended. Periodic job site visits to: Assess and report progress of the work. Evaluate contractor s applications for payments relative to progress. Identify and help resolve areas of the work where quality of workmanship and materials are not consistent with the contract documents. File detailed reports of these visits, including digital photographs, progress summary s, and description of material or workmanship deficiencies noticed. Provide in-house assistance with such items as submittal review, change order negotiation and documentation, evaluation of substitution requests, and coordination of consultant submittals. Perform substantial completion reviews with detailed reports. Assist as needed to resolve problems and to aid in quality control maintenance. Performance and Fees INSPEC is conveniently located along the LBJ corridor of North Dallas, providing easy access to firms and construction projects throughout the area. Services are performed in a timely manner and site visits can normally be scheduled with as little as 1 day notice. Follow-up reports are usually produced within 48 hours. Fees for services are competitive, and can be based on either an hourly rate or quoted as a lump sum for a particular project. Services

7 Technical Document Consulting Services for Construction Product Manufacturers INSPEC provides technical document consulting and production services to product manufacturers and marketing representatives for a variety of documents including guide specifications, technical data sheets, CADD (Computer Added Drafting & Design) details, and marketing brochure design assistance. As Certified Construction Specifiers (CCS), INSPEC personnel are familiar with the needs of the specifier and project architect, the information they require, and the method needed to organize and package this information in the most usable and retrievable form. Two of the most common documents produced are: Guide Specifications Written in the standard CSI three part format including General, Products, and Execution information about a particular manufacturer s product in a narrow scope specification section. It can be marketed in hard as well as electronic copy, becoming a valuable (and modifiable) document that a design professional can use for a Project Manual. The guide specification can be copied into a variety of programs for both IBM PC as well as Macintosh users. Editor notes are included as prompts to aid in editing. Technical Data Sheets Written in the CSI sanctioned ten part format, this document allows the manufacturer to present technical information about their product to the design professional, and allows them to extract detailed information about a particular manufacturer s product. This document can include photos, charts, graphs, and illustrations when appropriate. Both documents are valuable marketing tools that communicate the exact information design professionals seek when they are preparing construction documents. Other Services Available Develop full CADD details that compliment the Guide Specification or Technical Data Sheet. Assist in designing marketing brochures and binders that present the material accurately and in a useable format. Services

8 LEED Consulting Assistance in attaining LEED certifications from USGBC through: Inspec, as a member of the US Green Building Council, and having a LEED Accredited Professional on staff, is whole-heartedly committed to the goal of minimizing the impact of the built environment on the ecology of our planet. Toward that end, Inspec personnel have taken an active role in guiding the building design and construction process through assistance to the owners and design professionals who seek to have their projects certified by the USGBC. Inspec s role can be as minimal as assisting in the greening of the project specifications by preparing the specifications which support LEED credits and include requirements for the design and construction team in product selection and accumulation of documentation. Inspec can further assist as a green building consultant who, either under contract to the design professional or directly with the owner, can Assistance with consultant selection to ensure the proper team is assembled Assist with site selection and evaluation to ensure that all available credits are earned. Facilitate design strategy workshops leading to establishing certification goals Register the project with the USGBC and be the primary point of contact for interpretation requests. Monitor the design effort to ensure that credit goals as being achieved. Assist in the greening of the project manual. Monitoring the submittal process and accumulation of documentation during construction. Coordinating and submitting the formal submittal for certification. Services

9 Due Diligence Reviews INSPEC has performed due diligence reviews and reports for various project types for prospective purchasers, lenders, and design professionals. These reviews can focus on a variety of subjects including: Assessing the property condition relative to life safety and building codes. Identifying deferred maintenance and repairs. Identifying areas of the project that are not in conformance with accessibility codes. Determining items of non-conformance with current zoning ordinances. Identifying observed problems and useful remaining life ofsuch items as the exterior envelope, roofing, waterproofing, mechanical, and electrical systems. Identifying observed problems and capacities of existing structural systems. Reports are comprehensive and include digital photographs of various aspects of the facility, reduced size floor plans for reference purposes, and if requested, a statement of anticipated costs to implement repairs and deferred maintenance. Services

10 Accessibility Services INSPEC has Registered Accessibility Specialists (RAS) with the Texas Department of Licensing and Regulations (TDLR) to provide Plan Review and Post-Construction Inspection services for both privately and publicly funded buildings, site improvements, and other facilities. These reviews are for the purpose of determining compliance with applicable sections of the Texas Accessibility Standards (TAS). These standards, revised and amended to be effective as of December 5, 1999, have been adopted by TDLR under authority of the Architectural Barriers Act, Article 9102 and Texas Occupations Code, Chapter 51, Version INSPEC currently has 3 registered accessibility specialists on staff to assist clients in complying with TAS. We offer complete accessibility services from plan reviews at the design phase through the on-site inspection when the project is completed. Our training and experience also provides us with the knowledge to consult directly with design professionals throughout each project, from Schematic Design through Construction Documents. Then, during Construction, we can offer interim inspections to identify issues which may need to be clarified, to note any problems which may need correction, and to evaluate overall project compliance with TAS. We maintain close communication with TDLR so that we may obtain the most current rulings and interpretations, and so that we may act on behalf of our clients in researching questions regarding specific project issues. Our consultation services are available upon request for ongoing assistance with a specific project. We also present seminars for clients on accessibility issues. Topics range from TAS overviews to recent rule changes and TDLR interpretations. Plan Reviews The goal for Plan Review services is to aid the owner in achieving full compliance with TAS. Included in our standard services are: A thorough report with detailed comments on items which appear to be non-compliant with TAS. The results of the plan review report are delivered within 15 working days after receipt of the full submittal. Follow-up telephone conferences to assist the owner or designer in understanding the Plan Review comments or to further explain the requirements of TAS. Response to additional information submitted on the project that indicate corrective measures taken on non-compliant items. Services

11 Accessibility Services Post-Construction Inspections The goal for inspection services is to enable our clients to complete their projects in substantial compliance with TAS requirements. Included in our inspection services are the following: On-site inspection of facilities at substantial completion performed at timing for the owner s convenience. A thorough report with detailed comments and photographs on items which appear to be non-compliant with TAS. Follow-up telephone conferences and written correspondence to facilitate the correction process and enable project approval in a timely and efficient manner. Consultations INSPEC offers TAS consultation services for our clients on a case by case basis. These sessions are project-specific and may be scheduled at any time during the construction process. Conferences/Seminars INSPEC provides individual or small group conferencing, in person or by telephone, and we will conduct a preliminary walk through onsite during construction to evaluate the project in progress. We offer ready assistance to our clients for the length of the project. INSPEC schedules seminars on specific TAS topics which are of particular concern to your firm. Sessions may be customized to fit the needs of the client and vary in length from 2 hours to 2 days. Because these services are tailored to meet specific requests, the types of presentations will vary and the fees will be determined by prior arrangement. Performance and Fees INSPEC provides our clients with accurate work, detailed reports, follow-up support, and prompt responses. Our turnaround time for plan review and inspection reports is 15 working days, and our follow-up responses are handled in the same manner. Fees for our plan review and inspection services are currently based on the total cost of the project. Because our services are more comprehensive than those requested by TDLR, our fees are slightly higher. A complete fee schedule is available upon request. Services

HARTMAN, FAIA, FCSI, CCS, CCCA, SCIP Principal, Contract Administrator, Specifications Consultant Doug Hartman s background is extensive in construction administration, specifications, cost estimating, and quality control. He has performed these functions on projects ranging in size up to $600 million, many with extensive client and contractor involvement. Doug has had experience in over 40 project types including educational facilities, corporate projects, airport renovations, criminal justice, and health care. His level of responsibility, coupled with his organizational ability and expertise in the technology of architecture, ensures maximum service performance in construction documentation and construction administration. Doug is actively involved in several professional organizations which keep him current with industry trends and standards. As a member of the Construction Specifications Institute, Doug has served as chairman of several technical and education committees and has received numerous awards for his educational, technical and service contributions. Doug s Awards and honors include: CSI Fellowship in 1996, 23 Dallas Chapter Awards and Citations, 5 Region CSI Awards, 5 Institute CSI Awards and Citations and AIA Fellowship in Doug was instrumental in the development of a two year Associate Degree in specifications writing at North Lake Community College (the first such program of its kind in the U.S.). Doug authored several chapters in the first comprehensive textbook on effective construction administration as a member of the CSI Construction Contract Administration Committee. Doug has served CSI as Institute Director for the South Central Region and as Institute Vice President. In addition to his involvement in professional organizations such as CSI, Doug regularly presents educational programs on construction administration and specifications. Doug has taken a personal interest in the green building, not only becoming a member of the US Green Building Council, but also achieving it s LEED Accredited Professional designation. 13 RHONDA LISA SELLERS, CSI, CCS, CCCA, SCIP Specifications Consultant Rhonda Sellers comes to us from Tulsa where she worked as a Specifier for a large, international architectural and engineering firm. While there, her duties included developing master guide specifications, producing project manuals, researching product information and coordinating technical presentations. Rhonda is certified as both a Construction Specifier and a Construction Contract Administrator by the Construction Specifications Institute (CSI). As an active member of the Tulsa Chapter of CSI, Rhonda served in chapter offices and as director. She has chaired various committees for CSI at both the chapter and region levels. Rhonda is also an Associate member of the American Institute of Architects (AIA). Rhonda holds the Bachelor of Business Administration degree from Texas Christian University and the Associate degree in Construction Management and Technology from Richland College. She has supplemented her education with seminars, workshops, and courses in several disciplines related to her professional development and to her personal growth. Rhonda s professional career began as an Administrative Assistant and Executive Secretary in Dallas area companies. During this time some of her job titles included purchasing agent, system operator, research assistant and specifications assistant. In more than 15 years of experience in the construction industry, Rhonda has researched information and written specifications for both prototypical projects and special design projects. This professional experience, along with the body of knowledge acquired through the process of researching and writing, has equipped her to understand client needs, to identify necessary products, and to produce quality documents. 14 STEVEN C. BROWN RA, CCCA, CCS Specifications Consultant/Project Manaager Steve Brown has over 25 years of experience in Architecture, Interiors, Construction Management, and Specifications. His extensive background as a project architect, project manager, specifier, and construction administrator provide him with a well rounded experience allowing him to understand the needs of each of these job functions and subsequently can perform his responsibilities as a specifications consultant and construction project manager more effectively. His experience spans a variety of project types including corporate, institutional, industrial, and medical projects. Steve has worked with several distinguished firms during his Dallas career including Lockwood Andrews Newnam, Hellmuth, Obatta & Kassabaum, Inc. Aguirre Corporation, Heery International and HLM Design (formerly JPJ Architects). He has functioned as a Project Manager, Construction Administrator, and Construction Specifier. Steve brings a valuable experience level to the project team, having been heavily involved in the technology of architecture his entire career. His perspectives on materials applications, detailing, contractual methods, and team building, make his background unique and his counsel and perspective important factors is producing well coordinated construction documents and effectively implementing them during construction. Steve believes that quality assurance must be woven into the process from the beginning and monitored throughout the design and construction process in order to deliver a facility that not only meets the client s needs, but is within budget and delivered on time. 15 KEVIN WANG, Specifications Consultant Kevin Wang Kevin is a 1997 graduate of the architecture program at Texas A&M and comes to us with project architect and specifications preparation experience at 2 large DFW area architectural firms. Kevin is eager to learn and quick to apply his knowledge. 16 MICHAEL RANALLETTA, RAS Registered Accessibility Specialist Mike has been with INSPEC since 1998 as an Accessibility Consultant. He handles TAS inspections, special accessibility inspections and due diligence on-site inspections for our clients. Mike has a thorough construction background which he gained during his 12 years experience in HVAC installation and general construction as well as 9 years in preparation of construction documents and construction administration. This experience including cost estimating and project coordination, have made Mike a valuable asset to the firm. He is proficient in AutoCAD and DataCAD, and leads our Special Inspection group. Mike received his Texas Accessibility training in 1998 and used this training to assist in his design efforts. He decided to further this interest in accessibility and become a Registered Accessibility Specialists in Mike has experience with a broad range of project types, and has extensive experience in assisted living and alzheimer special care facilities as well as a technical understanding of construction. to assure our clients that they are receiving the most relevant and accurate information as well as cost effective information.
