2 Introduction Hemisfair is the centerpiece of a city-wide effort to create a more vibrant downtown community. We believe that great cities have great downtowns, and great downtowns have great urban parks. With dreams of plazas, courtyards, green spaces, art and cultural amenities, residences and local businesses, the plan for Hemisfair will mature our center city into a collective space bursting with users and excitements. The Hemisfair Park Area Redevelopment Corporation (HPARC) was established by City Council for the purpose of creating a vibrant and inviting park district that is authentic to San Antonio. The Hemisfair Master Plan that includes a series of parks, streets, and mixed-use development was approved by City Council in February The vision of Hemisfair is to become one of the world s great public spaces. Hemisfair will be the central gathering place for San Antonians, strengthening the local community and enhancing the sense of pride in our city. The plans include parks, plazas, streets, multi-family housing, historic restoration, food and beverage establishments, retail, office, hotel, recreational, civic, cultural, and art components. Hemisfair will reconnect the surrounding neighborhoods with accessible multimodal streets and pathways allowing a new standard for walkability that balances the pedestrian and bicyclist level of service with private drivers and mass transit. The streets will be landscaped, designed for low speeds and lined with wide sidewalks and appropriate on-street parking. Hemisfair will represent innovation from the standpoints of environmental, social, and financial sustainability. The Hemisfair Development Design Standards incorporate the U. S. Green Building Council s Leadership in Energy & Environmental Design - Neighborhood Development (LEED-ND) standards, promoting best practices for sustainable development. 3 REQUEST FOR QUALIFICATIONS On-Call Architectural Concept Design and Engineering Services Legal Notice The Hemisfair Park Area Redevelopment Corporation (HPARC), is requesting Statements of Qualifications from both individuals and consulting firms with proven expertise in conceptual architectural and engineering design services. We would like to select several individuals or firms available to work with us on an on-call basis for short-term conceptual design assignments on projects that will range from commercial office buildings, multifamily residential, hotels, retail, restaurant, museums and other public facilities. The duration of the on-call contract will be two years. Participating on these assignments will not preclude the selected individual or firms from a future role on Hemisfair projects. Fees for individual projects will be on an hourly or negotiated lump sum basis but no one assignment may exceed $50,000. The submittal deadline is no later than 5:00 P.M., local time, on Wednesday, July 8, Submittals will be opened and evaluated in private and proposal information will be kept confidential. The HPARC selection team reserve the right to reject any and all proposals or parts thereof and to waive any informalities, technicalities and irregularities in proposing and to disregard all nonconforming, conditional or counter proposals. Proposer s costs accrued in the preparation of a response to our request for qualifications and proposal are the proposer s sole responsibility. The successful Consultant shall be required to comply with the provisions of all State of Texas, federal laws and City of San Antonio ordinances; however, we do not believe any of the requested services will require architectural or engineering professional seals as any products of service will be conceptual in nature and not for construction. CDT Project(s) Overview Project Purpose The Hemisfair Park Area Redevelopment Corporation (HPARC) is seeking Statements of Qualifications and Proposals from qualified firms or individuals to work with our staff on the conceptualization of future projects that may occur in the Hemisfair District. These may include commercial office buildings, multifamily residential, hotels, retail, restaurants, museums and other public facilities. Therefore, we will look for firms and individuals with expertise in these project types. The ability to quickly create sketch studies and models based upon parametric programmatic data is crucial. Proficiency in hand drawings, simple CAD applications and Sketchup are required. PROJECT DELIVERABLES The deliverables for each assignment under these services may vary widely depending on the needs of each project. We would normally anticipate hand drawn floor plans, site plans and quick perspective views in the early stage of each assignment. These may progress to study models and 3D CADD or Sketchup generated perspectives. Some may require a professional rendering of the final concept. The firms or individuals selected shall regularly share drafts and progress reports to key HPARC staff. All information, data, documents, photos, digital records and other materials acquired or developed by the consultant pursuant to this project shall be the property of the HPARC. At a minimum, all submittals shall include the following: Statement of Vision Express in a paragraph why work on Hemisfair is important to your business. Statement of Qualifications - Provide a one or two paragraph summary of the firm s background, capabilities, experience and qualifications related to providing conceptual architectural or engineering services similar to the scope that is the subject of this request. Examples of Similar Work - Include a synopsis of similar assignments and recent projects by the firm. Provide at least three (3) examples of similar work. Proposer s Team -Identify key in-house team members that you would commit to work with HPARC, providing short form resumes and proposed roles. This qualification statement is for the individual or your own firm. Do not assemble a team. References - Provide references for submitted similar work and at least three references for clients for which the firm completed relevant work. 6 HPARC RESERVES THE RIGHT TO REJECT ANY AND ALL SUBMITTALS AND TO WAIVE ANY IRREGULARITIES. SUBMITTAL DEADLINE AND SCHEDULE The submittal deadline is Wednesday, July 8, 2015 no later than 5:00 PM CDT. Questions regarding this RFQ/RFP shall be directed to After 5:00 PM CDT on July 6, 2015, no oral or written comments will be made to any firm as to the meaning of the RFQ or other contract documents. Firms will not be relieved of obligations due to failure to examine or receive documents, visit the site or become familiar with conditions or facts of which the firm should have been aware; HPARC will reject all claims related thereto. SELECTION PROCESS Submittals will be evaluated by a Selection Committee assembled by HPARC. Submittals will be reviewed and respondents will be evaluated according to the following criteria: o Firm s relevant experience; o Experience of proposed key staff on similar projects, including implementation results; o Demonstrated commitment of key staff to the project; o Candidate firm s ability to accomplish proposed work in a timely manner; o Client recommendations/references. CONTRACT The selected firms or individuals will be required to enter into a standard form professional services contract with the Hemisfair Park Area Redevelopment Corporation for a two year term. The contract(s) will be modified to incorporate the terms of this RFQ and any pertinent documents included with the selected consultant s accepted and approved proposal. HPARC reserves the right to terminate the relationship with any selected firm or individual if the required documents are not submitted to and approved by HPARC within ten (10) business days of receiving notice of the award of the contract. CONFIDENTIALITY After award of the contract, all responses, documents, and materials submitted by the firm pertaining to this RFQ/RFP will be considered public information. All data, documentation and innovations developed as a result of these contractual services shall become the property of HPARC. Based upon the public nature of this RFQ/P, a firm must inform HPARC, in writing, of the exact materials in the offer which it claims are exempt from disclosure pursuant to the Freedom of Information Act.
