2 Page 2 Houston is the fourth largest urban community in the U.S. and the largest community in Texas. Houston has a very diverse population and is home to the largest medical center in the world. Historically, Houston has been the global center for energy; its economy is multi-faceted and includes medical, aerospace, and shipping/transportation as essential elements. The College: Houston Community College is a system of six colleges that operate in over 25 locations throughout the Houston area that includes portions of Harris and Fort Bend counties. The college supports over 57,000 full-time equivalent students (about 75,000 unduplicated headcount) with a comprehensive set of programs and academic programs, which aid students in the development of skills and academic certifications and degrees. College Operations Officer, Houston Community College District Northwest College, 2011 to Present RESPONSIBILITIES Lead the daily operations of four Northwest College Campuses: Katy, Spring Branch, Hayes Road, and Bissonnet, which serves over 19,000 students (unduplicated). Manage a college annual budget of about $26.6 million including planning, implementation, forecasting and analysis to college administration. Serves as a member of the College President s Management Team and District s Operating Officers Council. Responsible for administering college contractual leases with over 10 partners and/or organizations. Responsible for the direct supervision, training, and evaluation of the Budget Specialist, Cashiering Operations, Campus Managers and other associated staff. Operationalize the vision of the college and implement activities to accomplish the college goals. Leader within the community for educational and economic development. ACCOMPLISHMENTS Successfully translated faculty and staff program requirements for development of three new programs and coordinated efforts of two different architectural firms and three construction teams. Aided in the design and development of a new STEM focused 20 acre campus. Participated in community forums and assisted in the successful annexation and a $425 million bond referendum. Supported the college s successful reaffirmation of accreditation as a team member of the self-study that had no sanctions. Directed the first performance contracting effort conducted by Chevron Energy Services that will save more than $3 million annually at Northwest College while upgrading infrastructure and new MEP systems.
3 Page 3 Created a balanced $28 million budget for the college that ensured growth and new program offerings while creating over $1 million in savings through a cooperative effort of efficiencies without any layoffs or reduction in services. Played an integral role in developing a partnership with University of Texas Tyler, College of Engineering and Computer Science, which resulted in a transformation of HCC s lower division courses (ABET accreditation/approval) and provides an opportunity for HCC students to complete their baccalaureate engineering degrees at our Hayes Rd. Campus. Was involved and/or managed in the negotiations, writing of the MOU, ABET accreditation, curriculum review, and lease. Led and supervised initial and ongoing project deadlines and meeting with the architects, project managers, faculty and staff for the build out of the UT-Tyler Engineering partnership project. Led and supervised the facilities team for the build out of 150,000 square feet of the Alief Campus. This build out will provide students with library resources, additional academic and workforce programs, administrative and student support, and two community enterprises. Worked on the design layout, furniture requirement, curriculum offerings, color selections, etc. Led and supervised the facilities team for the build out of a Workforce building at our Bissonnet Campus. This build out will afford students the opportunity to complete workforce programs in HVAC, electrical, industrial automation and plumbing. Worked on the design layout, curriculum offerings, color selections, etc. Led and supervised the development of the college s first Bio-Dome for the Horticulture program. This is now an award winning program with a world class facility to aid student learning of green growth vegetables that were selected by a major food chain and select chefs in Houston. The enterprise revenues help to underwrite the program. Created the Emergency Plan for all four campuses at Northwest College. Each plan is tailored specifically for each campus and illustrates items such as rally points, major building cut offs, and procedures for bomb threats, shelter in place, evacuations, active shooter, fire, severe weather, chemical spills and utility failure. Led the trainings for these procedures for the faculty, staff and students, which has become the model for the HCC District and its other 5 colleges. Director, Financial and Budgetary Control, Houston Community College System: 2009 to 2011 RESPONSIBILITIES Responsible for the $290 million of financial and budgetary controls activities within HCCS including ongoing management reporting, budgetary planning and control, and cost containment programs. Managed an annual operating budget of about $290 million. Supervised and led the compliance with all funding agencies and institutional policies in the disbursement of funds. Worked closely with the Coordinating Board, TACC and other state and federal agencies/organizations in providing detailed financial reports such as Report of Fundable Operating Expenses (RFOE), Local Revenue Survey, Admin Accountability
4 Page 4 Report, Integrated Postsecondary Education Data System (IPEDS), and the Legislative Appropriations Report. In addition, we provided reports to Standard & Poors, Moody and Fitch for bond ratings. Managed the preparation of the HCCS management and/or monthly financial reports for the Board of Trustees. Led in the annual preparation of the effective tax rate on property taxes within HCCS taxing district, publication of notices and hearings, and presentation to the Board of Trustees for approval ensuring compliance with Truth-In-Taxation Laws. Assist in the planning for the district s expansion, i.e. future annexation and optimization of campuses and programs, through the creation and modification of financial models. ACCOMPLISHMENTS Led the team that initiated the district s new two-year integrate planning and budget model. Worked with 6 colleges to ensure over 600 unit plans integrated goals that matched the strategic objectives approved by the Board had sufficient resources to ensure success. Ensured the district s budget was balanced for two years and helped find efficiencies that enabled the district to save over $15 million in the first year of the new budget model s implementation to counter reduced funding from the state while the district enrollment grew 28%. Chaired the meetings with all 6 college presidents and their teams to develop programmatic planning that created realistic resource requirements in a collaborative manner. Developed the innovative process and procedures for the new planning and budget model. Ultimately this process was validated during the SACS accreditation visit no write-ups were received by the district for the first time in its history on this critical standard. Director, Building Operations, Houston Community College System: 2008 to 2009 RESPONSIBILITIES Managed the daily operation and management of the academic administrative complex and other lease sites including building operations, tenant property management, lease negotiations, construction project planning and management, and the system wide parking program. Supervised the preparation, analysis, negotiation and review of contracts related to the purchase of equipment, materials, supplies and facilities management. Monitored and reviewed the performance of contracted services to assure established performance standards are met and in compliance and cost effectiveness is maintained. Managed the monthly rental fees, lease payments, deposits, taxes and incurred operating expenses for commercial tenants and rental facilities at all sites and locations. Oversaw the planning of space utilization and layout and coordinated the repair, construction, relocation and remodeling of office space to meet the needs of the system.
5 Page 5 Developed the emergency and life safety procedures and plans, implemented and monitored ongoing life safety training for staff and tenants through the fire warden program and bi-annual fire drill training as required by city fire department. ACCOMPLISHMENTS Supervised the effort of over $4.5 million in deferred maintenance. Managed tenant operations for $12 million in revenues annually. Three major tenant renew multi-year leases (St. Luke s Hospital Administration and CEO, PROS software headquarters, and City of Houston TV station operations). Managed the clean-up and restoration of services in the 12 story 200,000 square foot HCC district headquarters facility after Hurricane Ike. Helped develop contract scope for the maintenance and cleaning services for the district wide (4.2 million square feet) RFP that resulted in new contracts. Participated in the selection committee for these two critical district services (contract values - $7.25 and $6.1 million annually). Created solutions that saved over $2 million in janitorial and maintenances support service annually. Member of the budget savings taskforce that found $9 million in efficiencies without any loss of services or student support. Curriculum Development Developed a course in real estate that could be taught in Spanish and got it certified for credit by the Texas Real Estate Commission.
