2 Debt Program Overview In May 2011, GC voters approved the issuance of $124.5 million in bonds for renovations, additions, and furniture, fixtures & equipment with a passage rate of 68%. When selling the bonds, the district was able to take advantage of favorable market conditions, which resulted in a 23.4% lower tax rate than anticipated at the time of the bond election and a savings of $33.5 million to taxpayers. GC is considered a Chapter 41 (aka Robin Hood ) district, which means the district pays the state approximately 25% of every tax dollar collected for Maintenance & Operations. However, the district is allowed to keep 100% of every tax dollar collected for Debt Service. The district is fortunate to experience high property values, which allows for a lower Debt Service tax rate. The maximum Debt Service tax rate allowed is 50 cents, and the district s current tax rate is.2801 cents. The amount of district outstanding debt is only 3.1 percent of total taxable value.
