3 WHY PENS Current data communications in the air traffic management industry heavily rely on.25, a technology that is about to be phased out (OLDI, ASTERI, AFTN/CIDIN ) Most inter-ansp links are bilateral point to point circuits, managed on a bilateral basis CFMU and EAD have separate networks with different providers Future air traffic management will require tighter collaboration between all stakeholders Supporting seamless operations and interoperability Business case demonstrated that overall costs could be reduced by 15%. The technical enabler for this is a common shared network: PENS 3

14 PSSG (PENS STEERING GROUP) The PENS Steering Group (PSSG) represents PENS ANSPs Users and Eurocontrol setting policy of PENS project. The PSSG shall: Set and supervise the strategy, policy, principles and common procedures for the PEN service. Provide policy guidance to the PMU in defining an unambiguous Service Level Agreement with the NSP. Establish and maintain PENS User charge procedures. Monitor the annual financial budgets in line with the PENS business plan. Propose and endorse appropriate security management policies. 14
15 PUG (PENS USER GROUP) The PENS User Group (PUG) is a committee consisting of members from the user community (ANSPs/Eurocontrol) who may carry out specific detailed reviews of performance, user needs, policy and standards. The PUG shall provide technical, operational, financial and administrative advice and proposals as follows: Discuss and advise on prioritisation of future requirements Provide comments on financial and business plans Make proposals on charging requirements Advise on policies and procedures Advise on the performance of the PENS service Propose common services for the Users 15
16 PMU (PENS MANAGEMENT UNIT) MISSION: Under the guidance of PSSG, the PENS Management Unit (PMU) shall carry out the day to day management of the PENS, including planning, moni-toring the service and liaising with the Network Service Provider (NSP) (SITA) and the PENS users (CFMU, EAD, ANSPs ). The PMU shall implement the policy and standards set by the PSSG and thus manage the PEN Service, on behalf of the Users. The PMU shall be the single interface with the NSP for the PENS Contract and financial management. 16
