1 CS5 EAIMS Call For Interest Technical annexe 1. Purpose of the technical annexe This document provides information allowing the candidates who wish to express interest in the CS5 EAIMS (European ATM Information Management Service) centralised service to get a high level view of this CS and an understanding of the boundaries of its Phases 1 and 2. It aims at providing potential future tenderers with EUROCONTROL expectations concerning this centralised service. Detailed information is provided in the CONOPS Ed 2.0 which is annexed to this Call For Interest (CFI). The information contained in this document is indicative and can evolve up to the issue of the Call For Tender. 2. Introduction, general context and current issue Flight data interoperability is one important improvement necessary in Europe in order to support the Single European Sky objectives and the SESAR concept for trajectory management. Fundamentally, it assumes the availability of up-to-date and consistent aeronautical data across the interoperable area to ensure consistency of the trajectory calculations. The current aeronautical information data chain is composed of different systems that support the business needs of the data originators, AIS and downstream users separately. The European AIS database (EAD) serves States in order to comply with their ICAO obligations for the provision of data and AIS documents. The NM CACD system serves the needs of NM IFPS, ETFMS and other internal systems and also makes available a part of this aggregated data to end users. This set-up frequently shows a lack of harmonisation between the data that is exposed to the end user through CACD and EAD. The regulatory requirements have also evolved since the beginning of the EAD operations. The SES interoperability and data quality regulations now require a complete integration of the data chain, fully digital, from the information originators to the end user. The Commission Regulation (EU) No 73/2010 laying down requirements on the quality of aeronautical data and aeronautical information for the single European sky is likely to apply to all NM systems and requires the use of standardised data set specifications and data exchange formats. End users also have more demanding requirements with regard to the quality and usability of the aeronautical data. Dynamic updates are also expected to be made available in digital format, enabling increased automatic processing and graphical presentations. Technologies have also evolved and the SESAR SWIM leads to transitions towards a much more interoperable ATM system. The design of new system shall integrate a modular/service oriented approach. 3. CS Objective and expected benefit The European ATM Information Management Service (EAIMS) aims at establishing a Centralised Service (CS5) ensuring the access to all the required data necessary for AIS/ASM/ATFCM/ATC, flight operations and airport operations from a single access point. The EAIMS will provide consolidated and consistent operationally validated data in a seamless and transparent way. The EAIMS will also provide services/tools enabling ANSP, AIS and ARO to fulfill their ICAO and Single European Sky (SES) obligations, such as compliance with the Aeronautical Data Quality (ADQ) Regulation, and Flight Operations community to maintain necessary data. CS5 is consuming CS4 data and is providing data to CS2 and other users. 1 Ed 2.0

2 EAIMS builds on the experience of the EAD and CACD services. The operations will involve many actors who will jointly work for ensuring the availability and quality of the data necessary for planning purposes and flight operations across the full NM area of interest. EAIMS will deploy state-of-the-art services and supporting systems, compliant with the System Wide Information Managements (SWIM) concepts. By providing reliable access to consistent, accurate, up-to-date ATM data set EAIMS will reduce Safety Risks (Potential hazards can arise from inconsistencies in airspace/airport information) and increase Efficiency (reduce global costs by avoiding duplication of work at the local level and limiting manual interventions). 4. Programmatic framework CS5 EAIMS is organised in two phases: Phase 1 will consist in validating the centralised service concept based on a Demonstrator providing the intended EAIMS service in a real environment, but with a limited scope; Phase 2 will consist in industrialising the product for the full EAIMS scope and operating the service. Phase 2 is optional and will be exercised upon EUROCONTROL decision, also taking into consideration the results of Phase 1. The high level timeframe for each phase is provided in the annex 1 of the CFI. 5. CS activities and deliverables The objective of the Demonstrator is to validate and refine the concept of operations, the operating processes and the supporting solutions as well as deliver an initial partial implementation Phase Phase 1 activities During Phase 1, it is planned to: Provide service definition (business process analysis and architecture, essential requirements capture, possible partnerships, regulatory requirements); Propose the architecture and deployment options, with evaluation using demonstrators where appropriate (the requirement is for a modular component-based design, relying on open standards, SOA principles and non-proprietary solutions); Elaborate specific technical studies, evaluation of technical solutions on specific aspects, demonstrations of critical solution elements; Build the Demonstrator, and run it for a period of at least 3 months; Demonstrate for a limited data scope, the present functionality of the European AIS Database (EAD) Service (INO, PAMS, SDO, Briefing Facility, AIP production, chart production), but including advancements such as Digital NOTAM, Graphical PIB, and weather data for the Briefing; Demonstrate for a limited data scope the additionally needed data required to support CS2; Demonstrate for a limited data scope the additionally needed data for ETFMS and legacy NM functions; Demonstrate the exchange Flow and Capacity Data with at least one ANSP Data via a B2B and B2C interface with at least one ANSP; Demonstrate how ETFMS or other NM System can be served with EAIMS data; Demonstrate the exchange of static and dynamic data updates via a B2B and B2C interface with at least two AISPs, in compliance with the applicable ADQ requirements; 2 Ed 2.0

3 Demonstrate the exchange of information via at least one Web-Service (e.g. ADQ Workflow Tool and/or TWR data); Demonstrate the interoperability and exchange of Data from an external Data Base (e.g. MET); Develop the enhancement of the EAD Briefing Facility (weather data, digital NOTAM, graphical displays); Develop a communications plan for the stakeholders involved in cooperation with the Agency; Demonstrate the integration of operational processes and supporting systems of upstream and downstream use communities Prepare for and demonstrate the SES certification of the system and Service; Define Service Key Performance Indicators (KPI). The tasks to be performed by the selected Tenderer will include detailed system specification establishment (based on CFT specifications) and reviews, design reviews, development, acceptance testing and final validation on the validation platform. The Contractor shall identify requirements which have to be supported by any other appropriate CS (e.g. network performances to be supported by CS8 to deliver the required end-to-end service level) Phase 1 Deliverables Technical Specifications and Service Development The deliverables shall include: A Project Management Plan based on targets and parameters defined by the Agency; The operational and technical specifications; A demonstrator of the centralised service; The Demonstrator acceptance report; A safety management plan (SaMP); A security and continuity of service management plan (SeMP); The Demonstration plan; The requirements to be supported by any other appropriate CS. Demonstration The deliverables shall include: Operational trial report; Safety Case; Security assessment report. All the deliverables will be used to support the definition of the requirements of the service for Phase 2. The installation, verification and validation of the tools will be performed in the specific IT environment specified by EUROCONTROL and clearly defined in the CFT Phase Phase 2 activities In the optional phase 2 (operations) the contractor shall: 3 Ed 2.0

4 Implement an Operational System that supports the EAIMS objectives and goals, as refined and validated through the Demonstrator activities of Phase1; the EAIMS system shall cover the full data scope and the full extend of the EAIMS services, as described in the CONOPS; Conduct an operational trial of at least 30 days of operations to finally validate the system; Support the final technical and operational system acceptance test and safety assessment; Operate the EAIMS service; Provide (technical) Service desk and procedures; Rent, lease or purchase the required facilities and equipment to operate the Service in a EUROCONTROL Member State; Manage the required personnel to operate the service 24/7. The CS will be hosted in a EUROCONTROL Member State Phase 2 Deliverables Phase 2 deliverables shall also include: Yearly report showing the evolution of the business (clients) throughout Europe and beyond; Monthly report on availability of the system/infrastructure; Monthly report on operational performance; Provision of the EAIMS Service Operation. The EAIMS Contractual Agreement will contain a clear defined Bonus-Malus (credits/debits) rules based on agreed KPIs. 6. Customer Furnished Equipment provided by EUROCONTROL 6.1. Phase 1 EUROCONTROL will provide, while retaining IPRs: EAIMS CONOPS document; EAIMS Demonstrator intended functions document; EAIMS Demonstrator operational specification; EAIMS Demonstrator technical specification (SWIM profile); EAD and CACD functional documentation considered relevant for the project; EAD Client Agreements and client migration plans samples Phase 2 EUROCONTROL will provide, while retaining IPRs: EAIMS CONOPS revised document; EAIMS intended functions document; EAIMS operational specification; EAIMS technical specification (SWIM profile). 7. Obligations and Specific requirements The EAIMS, as part of the NM IR, falls under the EASA rules and regulation and shall be certified accordingly. The EAIMS has to be fully compliant with the ADQ IR (EC 73/2010). The Tenderer shall meet the quality, safety and security requirements commensurate with the specific requirements of this CS. 4 Ed 2.0
