6 The EHA Objectives in SESAR SESAR defines and validates innovative solutions for improving the European Air Traffic Management (ATM) system All Airspace Users (AUs) are concerned, in particular those flying under IFR in controlled airspace Objectives of EHA involvement in SESAR are: To integrate rotorcraft operations in the SESAR Concept of Operation (ConOps) and in the European ATM Master Plan To ensure the consideration of rotorcraft specific aspects in the SESAR R&D projects, when relevant To promote, coordinate and follow rotorcraft dedicated activities in SESAR, e.g.: P04.10 (R&D project) PROuD (Demonstration project) 6
7 P GA and RC Operations High Level Scope P04.10 has the main ambition to act as a bridge between GA\RC operational and technical needs and SESAR work programme. P04.10 will address the inclusion of GA\RC operations in the SESAR CONOPS (Concept of Operations) document (mainly related to Step 1) Project Stakeholders P04.10 will investigate potential solutions to improve accessibility to airspace and airports for GA\RC users, whilst maintaining or increasing the flight operations safety level. P04.10 will address the integration of GA\RC operations in the future ATM environment taking into account both ANSPs and GA\RC users perspectives. 7

12 The PROuD Project SESAR Large Scale Demonstration (LSD) co-financed by SESAR JU Consortium: IDS (Leader), Swiss Air-Rescue (REGA), Norwegian Air Ambulance (NLA), Skyguide (Swiss ANSP) and Deep Blue Objective: Enhancement of rotorcraft operations, particularly for HEMS, through the implementation of PBN procedures for approach, arrival, departure and connection to low-level IFR route Two campaigns (80 flights) in Switzerland and Norway to demonstrate improved safety, availability, accessibility and weather resilience Routes and procedures flown in PROuD live trials are considered as a starting point for future operational implementation European Helicopter Association (EHA) and European HEMS & Air Ambulance Committee (EHAC) endorse PROuD project activities providing guidance/feedback and supporting interface with European regulators 12 PROuD: PBN Rotorcraft Operations under Demonstration
13 PROuD Flight Trials - Norway Run by Norwegian Air Ambulance (NLA) and Airbus Helicopters PinS LPV IFR procedures at Lørenskog and Oslo University Hospital Ullevål heliports First flight test campaign in June 2015 demonstrating: Improved accessibility of sites affected by low visibility Improved safety thanks to EGNOS vertical guidance and the reduced landing minima Procedures Designed and Validated in PROuD have been approved by Norvegian CAA for NLA Operations Publication foreseen in
14 PROuD Flight Trials - Switzerland Run by Swiss Air-Rescue (REGA) and Skyguide (Swiss ANSP) RNP APCH AR and PinS approach procedures, PinS departures and RNP 0.3 Low Level IFR Low Network connecting Samedan and Chur sites Innovative ground-based safety net based on ADS-B for improving awareness for ground operators and reduce CFIT probability First flight test campaign in July 2015: Important preliminary output supporting future evaluation by the Swiss Federal Office of Civil Aviation (FOCA) for the use of IFR procedures in class-g uncontrolled airspace 14

16 SESAR 2020 Vision In parallel to the deployment of already mature SESAR solutions, a new R&D phase is going to be launched: SESAR 2020 SESAR 2020 framework offers a larger room for R&D activities dedicated to specific Airspace Users, including GA, RC and UAS Examples of Solutions / Key Areas relevant for RC that could be addressed in SESAR 2020: Integration of Low Level IFR rotorcraft routes in 4D managed dense airspace with connections to enhanced RNP approaches to RC landing locations Technologies relying on SVS/EVS/CVS to improve accessibility into small aerodromes in low visibility conditions Evaluation of ADS-B for self-separation of IFR & VFR traffic in uncontrolled airspace Datalink and ADS-B IN broadcast services to support rotorcraft operations 16
17 Concluding Remarks The Rotorcraft community is now recognised as a player in the development of the future European ATM system Rotorcraft unique capabilities and specific operations are fully considered in SESAR ConOps and in the European ATM Master Plan SESAR R&D Projects and Large Scale Demonstrations related to rotorcraft operations are currently running and already delivered tangible / promising results (P04.10, PROuD), thus paving the way for operational implementation; e.g.: In Italy and particular in Piemonte region, ENAV has started LLR (Low Level IFR Routes) RNP- 0.3 and PinS network for emergency rotorcraft operations in coordination with national emergency centre The new R&D phase, SESAR 2020, will offer larger opportunities for developing / validating concepts and technologies to enhance rotorcraft operations and their integration in the ATM system The EHA will continue to represent the Rotorcraft operating industry in SESAR 2020, in particular to ensure the consideration of Rotorcraft operational needs in the future R&D projects 17
