Strategic Procurement Unit: tender@csir.co.za 08h00 16h30 General 1 INVITATION FOR QUOTATION Quotations are hereby invited from waterproofing contractors for the replacement of worn out waterproofing of Buildings 23 and 33 at CSIR, Pretoria Campus. 2 BACKGROUND The 2 buildings have concrete roofs which are currently waterproofed and covered with a layer of Index 4mm mineral surface (stone chip) torch-on waterproofing membrane. The side and end laps of the membrane have delaminated and de-bonded throughout. This separation allows ingress of rainwater. The membrane has also shrunk resulting in stretch marks and wrinkles. The 4mm mineral surfaced membrane was installed over 20 years ago using the loose laid spot bonding methodology. This has over the years made it difficult to locate the exact source of a leak in the roof as water easily flows along the screed to the lowest point. It is a requirement of this tender that the fully bonded method be used for applying 4mm torch-on membranes to the screed surfaces. There are cracks and voids showing on coping stone joints. Water has been leaking through these enlarged joints, causing damp walls in the offices below. All coping stone joints must be sealed off completely. Vertical expansion joints which run through parapet walls are also no longer water tight. This is not a Purchase Order. Page 1 of 7
2 3 SCOPE The scope of works shall be as follows: 3.1 Strip and spade off all the existing 4mm mineral surface membrane exposing the underlying screed. Dispose of off-site by means of skips or bins. Ensure the screed is firm, sound and free of protrusions. Repair where necessary. 3.2 Once clean and dry apply a coat of bituminous primer and allow curing. 3.3 Carry out waterproofing using 4mm dual reinforced torch-on waterproofing membrane. Apply to all roof areas incorporate turn-up flashing details throughout. Use 75mm side-laps and 100mm end-laps. Use fully bonded method and NOT spot bonding. 3.4 Seal all terminating edges of the waterproofing membrane using polyester reinforced liquid mastic flashing strips, 200mm wide. 3.5 Remove all full-bore outlet leaf guards and steel rings. Cut, dress and seal all waterproofing deep into the throat of the outlets. Reinstate the steel rings and leaf guards as found once these have been cleaned and painted. 3.6 Once all waterproofing is complete, coat the whole roof using Reflect, a fibred liquid aluminium coating which offers U.V protection and thermal insulation properties. 3.7 Clean out all expansion joints, removing all existing materials, dust and debris and replacing with new expansion joints material (SIKA 11FC). Upon completion, the joints are to be painted smooth. 3.8 Clean concrete coping stones joints and seal off using 200mm wide strips of 4mm dual reinforced torch-on waterproofing membrane. Clean out all expansion joints, removing all existing materials, dust and debris and replacing with new expansion joints material (SIKA 11FC). Copy to be kept on site at all times 13 Access equipment Allow for access equipment as per O.H.S. requirements to reach a height of 2 storeys. "Working at heights" certificates required for all on site staff. "Working at heights" certificates required for all on site staff. 4 MINIMUM QUALIFYING CRITERIA Lm 120 Only Waterproofing contractors who meet the following minimum qualifying criteria are eligible to provide a quotation: Experienced Waterproofing contractors: Contractors with at least CIDB Level 4SN grading designation Submit Final completion certificates with a minimum of 3 contactable references of previous contracts of a similar size and nature and copies of guarantee certificates. Pro-forma guarantee (Minimum 10 years) Confirmation from waterproofing materials supplier that guarantee will be issued at the completion of the project Proof of compliance with COID Act This is not a Purchase Order. 6 5 ELIMINATION CRITERIA Proposals will be eliminated under the following conditions: Proposals that do not meet the minimum qualifying criteria as stipulated above; Submission after the deadline; and Proposals submitted at an incorrect location. 6 MANDATORY DOCUMENTS Valid CIDB registration certificate, minimum Level 4SN grading designation Final completion certificates for similar projects with contactable references Bank rating letter. Proof of registration and Compliance with COID act Submission of a Works Program, with a construction period of 50 working days Original completed Bill of Quantities Quotations to be hand delivered to the CSIR Tender Box at Building 35 Reception, Meiring Naude, Lynwood, Pretoria This is not a Purchase Order. 7 7 EVALUATION CRITERIA Please note that, quotation will be evaluated on Price and B-BBEE only 7.1 Selection of suppliers will be based on the 90/10 preference point system. 7.2 Indicate valid B-BBEE status on quotation. No B-BBEE status will equal zero points. 8 PRICING QUOTATION 8.1 Price needs to be provided in South African Rand (excl. VAT), with details on price elements that are subject to escalation and exchange rate fluctuations clearly indicated. 8.2 Payment will be according to the CSIR Payment Terms and Conditions. 8.3 Price should be based on gazetted tariff of fees. 8.4 The price should be firm and inclusive of all services required to complete the project including disbursements. 9 OTHER TERMS AND CONDITIONS 9.1 The supplier shall under no circumstances offer, promise or make any gift, payment, loan, reward, inducement, benefit or other advantage, which may be construed as being made to solicit any favour, to any CSIR employee or its representatives. 9.2 Such an act shall constitute a material breach of the Agreement and the CSIR shall be entitled to terminate the Agreement forthwith, without prejudice to any of its rights. 10 No goods and/or services should be delivered to the CSIR without an official CSIR Purchase order.
