1 1 Recmmendatins Implementatin, Data & Cnsequences State Level (Gvernr/Legislative/Agencies) 1. In rder t ensure equity f prtectin fr all students in all Minnesta schl districts, each schl district will be prvided with a baseline/minimum plicy t respnd t bullying, harassment, and cyberbullying. (This plicy will be created in advisement with the Minnesta Department f Educatin, the Minnesta Department f Human Rights, and related relevant state agencies.) 2. Funding will be prvided t all schl districts s as t prvide fr equitable services amng all schl-based student services persnnel (licensed schl cunselrs, schl psychlgists, schl nurses, schl scial wrkers, chemical dependency cunselrs) t respnd t the scial/emtinal barriers t student learning, specifically incidents f bullying, harassment, intimidatin, and cyberbullying. 3. Funding will be prvided t all schl districts t assist them in the prvisin f bullying, harassment, intimidatin, and cyberbullying preventin effrts Cmmunity (Cunties, Cities, Businesses, Organizatins) 1. Parents/Guardians f students wh are identified as engaging in bullying, harassment, intimidatin, and cyberbullying behavirs will be required t meet with prper schl r lcal fficials t participate in a remediatin plan.
2 2 Schl Districts Plicy and Prgrams 1. Schl district prgrams must have cmpnents that address preventin and interventin n a schl wide, classrm, individual, cmmunity and parental level. a. Preventin prgrams must include lng term attentin t psitive schl climate, curriculum, and supervisin, with invlvement frm all staff, students, parents and cmmunity. b. Interventin must include training fr all staff n interventin techniques, supervisin, cnversatins with the child wh is the target, the child wh is bullying and their parents. c. Bystanders shuld be trained t intervene safely and reprt bullying behavir t adults. 2. Schl districts will include methds t imprve schl climate and reduce bullying, harassment, intimidatin, and cyberbullying behavirs in their annual imprvement plans. 3. Terminlgies adpted in dealing with incidents f bullying, intimidatin, harassment, and cyberbullying shuld fllw the "persn first" rule t avid labeling, e.g, "students wh engage in bullying behavirs" vs. "bullies" r "individuals wh are targeted by bullying behavirs" vs. "victims." 4. Each schl district will have the same baseline/minimum plicy dealing with bullying, harassment, intimidatin, and cyberbullying. In as much as pssible, prgrams, curricula, and effrts used in K-12 schls shall be develpmentally age-apprpriate and fcus n preventin and educatin (e.g., restrative measures) befre punitive disciplinary measures (e.g., suspensin, expulsin).the plicy shall include: a. prvisins fr educatrs and schl persnnel t address - and reprt - a bullying situatin that they witness. b. prvisins fr educatrs and schl persnnel t address - and reprt - a bullying situatin that they have nt witnessed, but they have knwledge. c. prvisins t prvide additinal services fr thse students wh have demnstrated nging bullying behavirs. d. prvisins t prvide additinal services fr thse students wh have been subjected t n-ging bullying behavirs.
3 3 Schl Districts Cntinued Supprt and Cnsequences 1. Districts shuld develp a plan fr cnsequences fr thse wh bully r harass thers, where the cnsequences are clear and scaled tward the severity f the individual's cnduct. Thse experiencing bullying r harassment shuld be advised f the cnsequences impsed, t the maximum extent allwable under the Minnesta Gvernment Data Practices Act and ther relevant laws r rules. Staff shuld be instructed as t what that maximum extent is. 2. Cnsistent actins and fllw up will be taken with the child wh is the target and the child wh bullies, with gradual cnsequences fr repeated bullying ffenses. (Nt zer tlerance) These actins wuld include checking with the individual bullied, a remediatin plan fr the child bullying and cntinued bservatin. 3. Equitable remediatin effrts shall be directed tward individuals invlved in creating and initiating incidents f bullying, harassment, intimidatin, and cyberbullying, as thse targeted by such behavirs Reprting 4. Each schl district will have a designated reprting fficer t whm all schl building incidents f bullying, harassment, intimidatin, and cyberbullying is reprted. The designated individual will be respnsible fr: 1) keeping track f reprts f incidents f bullying, harassment, intimidatin, and cyberbullying, and 2) frwarding reprts t a schl district designated reprting fficer. 5. Each schl district shall annually submit a reprt detailing the number f incidents by district and schl building. Data shuld be cllected t measure incidents f bullying at the end f the year. This data shuld include but nt be limited t number f incidents, attendance, and number f ther discipline incidents and students level f cmfrt at schl.
4 4 Minnesta Department f Educatin 1. The Department f Educatin shuld develp a mechanism by which districts reprt aggregated data at the end f each schl year regarding bullying/harassment reprts, cnsequences and ther utcmes, and practive measures taken t address bullying/harassment. 2. The Minnesta Department f Educatin will recrd and annually reprt incidents f bullying by schl district and schl building. Each schl district shall annually submit a reprt detailing the number f incidents by district and schl building. The reprt shall prvide break dwn f incidents in which a prtected class was invlved, with further delineatin n each f the prtected classes. 3. The Minnesta Department f Educatin will recrd and annually reprt incidents f bullying, harassment, intimidatin, and cyberbullying by schl district and schl building. 4. The Minnesta Department f Educatin shall add additinal relevant questins t the Minnesta Student Survey specifically related t factrs impacting schl climate, e.g., bullying, harassment, intimidatin, and cyberbullying.
5 5 Minnesta Schl Climate Center The MN Dept f Educatin s Schl Climate Center exists t ensure that all Minnesta s k-12 students are prvided safe and supprtive learning envirnments. The Center perates within the All Hazards planning framewrk by fcusing n preventin, interventin, respnse and recvery. The Center wrks cllabratively with ther state agencies, especially Health, Human Services and Public Safety/Hmeland Security and with ther schl and cmmunity rganizatins and public entities t best utilize available resurces n behalf f Minnesta s k-12 students. Key Services Prvided by the Center: Plicy Develpment and disseminatin The Center shall review the recmmendatins f the 2007 Advisry Task Frce n Schl and Staff Emergency/All Hazard Preparedness t identify plicy initiatives The Center shall be guided by the Gvernr s Anti-Bullying Task Frce recmmendatins in the develpment f plicy initiatives Single pint f cntact services fr schls, parents, students seeking assistance and guidance Services include infrmatin n laws and regulatins, state and lcal resurces, and best practices and research Qualitative and quantitative data gathering, interpretatin and disseminatin Center shall supprt nging implementatin and interpretatin f the Disciplinary Incident Reprting System (DIRS) Center shall ensure gathering and interpretatin f data related t schl engagement and schl climate thrugh methds such as the MN Student Survey Center shall emplys methds such as fcus grups t guide planning and decisin-making relating t emerging trends and issue Educatin and skill building, including wrkshps, cnferences, training f trainers n tpics spanning the All Hazards Framewrk Biennial schl climate statewide cnference Web-based trainings fr staff develpment Reginal wrkshps Multi-sectr planning and advisry prcesses incrprating best practices and research
