1 Middlesbrough Voluntary Development Agency Job description JOB TITLE: RESPONSIBLE TO: RESPONSIBLE FOR: JOB PURPOSE: ABM Community Development Team Leader Chief Executive Officer Community Development Project staff at MVDA and The Hope Foundation To oversee planning and delivery of the Community Development Project in the context of the wider Ageing Better Middlesbrough (ABM) Programme LAST REVIEWED: May 2015 MAIN DUTIES 1. Project management and accountability 1.1 Produce a detailed plan to support delivery of a high quality community development project and achievement of targets. 1.2 Oversee delivery of the plan, taking responsibility for meeting targets and deadlines and ensuring compliance with funding requirements. 1.3 Manage spending in line with agreed budgets. 1.4 Develop a team approach across staff employed by MVDA and The Hope Foundation. 1.5 Establish an on-going process of evaluation and review in line with ABM s test and learn approach. 1.6 Organise partnership meetings between MVDA and The Hope Foundation. 1.7 Ensure that monitoring data is collected on MVDA and ABM systems as appropriate and collect stories of change as required. 1.8 Provide management information and prepare reports as required. 1.9 Manage the performance of other team members, providing supervision and appraisal in line with MVDA policy and procedures. 2. Key relationships 2.1 Establish, develop and maintain relationships with key individuals with a role in Ageing Better Middlesbrough, including the Programme Manager. 2.2 Establish productive working relationship with the Hope Foundation,
2 bringing any staffing matters to the attention of the CEO in a timely way. 2.3 Develop appropriate working links between the Community Development Project and the Ageing Better Middlesbrough Advisory Group. 2.4 Represent the Community Development Project within the wider ABM programme and to external agencies as appropriate. 2.5 Establish a wide range of appropriate strategic external relationships. 3. Project delivery 3.1 Undertake delivery of elements of community development, supporting and/or covering for colleagues as necessary. 3.2 Work with colleagues to design and deliver training and other events to build community capacity. 3.3 Ensure that the Community Development Project meets the needs of marginalised and excluded communities. 3.4 Develop mechanisms for ensuring that older people in the target communities can inform and shape project development. 3.5 Oversee the production of high quality information materials and prepare copy for newsletters, briefings, web pages etc. as required. 4. General 4.1 Undertake training in line with ABM requirements and personal development plans agreed with your line manager. 4.2 Participate fully as a member of the staff team, attending meetings, sharing information and covering other posts during staff sickness etc. 4.3 Contribute to organisational planning and policy at MVDA. 4.4 Be largely responsible for own administration. 4.5 Carry out all work with reference to ABM and MVDA policies, procedures and values. 4.6 Contribute to the maintenance of a working environment in which diversity is respected and equality of opportunity is promoted. 4.7 Undertake other duties as required by your line manager. LAST REVIEWED: May 2015 MAIN DUTIES 1.0 Community action 1.1 Undertake outreach in the target wards to identify relevant community assets, needs and opportunities. 1.2 Organise innovative events to stimulate interest in ABM and the Community Development Project. 1.3 Work with older people to identify issues of concern and explore ideas for community action. 1.4 Support the development of new community initiatives. 1.5 Support the formation of new groups, establishing the most appropriate form of governance. 1.6 Work with existing organisations to build capacity and increase older people s access to activities. 1.7 Assess the development needs of community groups and put in place agreements for support work against which progress can be measured. 1.8 Promote and support the involvement of people from excluded and marginalised communities. 2.0 Key relationships 2.1 Support the development of a culture of shared responsibility within the Team, including colleagues at both MVDA and The Hope Foundation. 2.2 Liaise with MVDA s Community Development Officer to maximise the potential of all available skills and resources.
4 2.3 Contribute to the development of the wider ABM programme through working relationships with key individuals and agencies. 2.4 Establish working links with key individuals in relevant agencies in the target wards, including existing voluntary and community groups. 3.0 Information and resources 3.1 Maintain awareness of policy and other developments relevant to your work through reading, attendance at meetings, conferences etc. 3.2 Work with colleagues to make a range of appropriate resources accessible. 3.3 Contribute to the production of ABM and MVDA information materials, preparing copy for newsletters, briefings, web pages etc. as required. 3.4 Record monitoring data as agreed on MVDA and ABM systems and collect stories of change as required. 3.5 Support the development of the knowledge, skills and confidence older people need to organise through training and one-to-one support. 3.6 Help groups to cost plans and secure and manage resources. 4.0 Other 4.1 Undertake training in line with ABM requirements and personal development plans agreed with your line manager. 4.2 Take responsibility for meeting all relevant targets and deadlines. 4.3 Participate fully as a member of the staff team, attending meetings, sharing information and covering other posts during staff sickness etc. 4.4 Contribute to organisational planning and policy at MVDA. 4.5 Be responsible for own administration. 4.6 Carry out all work with reference to MVDA policies, procedures and values. 4.7 Contribute to the maintenance of a working environment in which diversity is respected and equality of opportunity is promoted. 4.8 Undertake other duties as required by your line manager. LAST REVIEWED: May 2015 MAIN DUTIES 1.0 Project development 1.1 Undertake outreach work at appropriate venues in the target wards. 1.2 Devise materials and other publicity to promote the benefits of volunteering by and to older people. 1.3 Establish an ABM volunteering brokerage service, matching older people interested in volunteering with appropriate volunteering opportunities. 1.4 Recruit, support and co-ordinate ABM Volunteer Placement Advisors. 1.5 Work with appropriate organisations to develop new volunteering opportunities to add value to Ageing Better Middlesbrough. 1.6 Support recruitment to volunteering roles within ABM, including peer friendship volunteers, local evaluation volunteers etc. 1.7 Identify basic training needs to support volunteering by older people and devise an appropriate response. 1.8 Ensure that volunteering within ABM meets the needs of marginalised and excluded communities. 2.0 Key relationships 2.1 Work closely with other members of the Community Development Team, supporting the development of good practice in volunteering e.g. Digital Champions. 2.2 Work closely with MVDA s Volunteer Centre Co-ordinator to ensure ABM is integrated into existing systems and can benefit from established practices and relationships.
6 2.3 Undertake a programme of engagement with employers to encourage volunteering by people nearing retirement through, for example, employer supported volunteering. 2.4 Support the development of volunteering opportunities, policy and practice across the ABM programme, as appropriate. 3.0 Information and resources 3.1 Maintain awareness of policy and other developments relevant to your work through reading, attendance at meetings, conferences etc. 3.2 Contribute to the production of ABM and MVDA information materials, preparing copy for newsletters, briefings, web pages etc. as required 3.3 Maintain up to date records of all organisations, opportunities and volunteers in accordance with MVDA and ABM recording systems, as appropriate, ensuring timely input of data. 3.4 Provide information, support and training to promote good practice in volunteering and volunteer management. 4.0 Other 4.1 Undertake training in line with ABM requirements and development plans agreed with your line manager. 4.2 Take responsibility for meeting all relevant targets and deadlines. 4.3 Participate fully as a member of the staff team, attending meetings, sharing information and covering other posts during staff sickness etc. 4.4 Contribute to organisational planning and policy at MVDA. 4.5 Be responsible for own administration. 4.6 Carry out all work with reference to ABM, MVDA and Middlesbrough Volunteer Centre policies, procedures and values. 4.7 Contribute to the maintenance of a working environment in which diversity is respected and equality of opportunity is promoted. 4.9 Undertake other duties as required by your line manager. LAST REVIEWED: May 2015 MAIN DUTIES 1.0 Community learning 1.1 Provide one-to-one support to enable older people to gain the confidence and skills to use IT equipment, the internet and safe social networking. 1.2 Provide support and training to enable community groups to develop a digital presence, including use of social media to increase older people s access to activities. 1.3 Ensure access to necessary hardware and software to deliver taster activities and events to generate interest in ABM and ideas for local projects. 1.4 Recruit, train and support volunteer Digital Champions in the target communities. 1.5 Support the development of community activities and groups using digital media. 1.6 Promote and support the digital inclusion of people from excluded and marginalised communities. 2.0 Key relationships 2.1 Support a culture of shared responsibility between The Hope Foundation and MVDA, assisting colleagues with the use of digital media. 2.2 Work closely with colleagues at The Hope Foundation to maximise opportunities for access to digital technology and learning. 2.3 Contribute to development of ABM through work with other elements of the Programme and support for the Network s online presence.
