2 Mission & Areas Served Statements Mission Statement Through a working partnership between families and the community, Infant/Toddler Services fosters and coordinates the delivery of timely, comprehensive, quality services for children aged birth to thirty-six months who have developmental delays or disabilities. Background Statement Infant Toddler Services of Johnson County is a not-for-profit organization dedicated to providing early intervention services to children ages birth to 36 months who live in the Johnson County area. Our mission is to provide comprehensive, timely and quality services for children who have developmental delays or disabilities through a working partnership with their families and providers in the child s natural environment. Founded in 1992, ITSJC is mandated through the Individuals with Disabilities Education Act (IDEA) and is one of 36 Tiny K networks in the state of Kansas. We are proud to be serving over 1,500 children in the Johnson County area. At ITSJC, we are committed to improving the lives of children with developmental delays and special needs. Some children served are medically fragile, others only need a little extra help reaching their developmental milestones, all are in need of the individualized early intervention services provided. Screenings are held each month at various organizations throughout Johnson County or parents may call and schedule a private screening at anytime. Comprehensive evaluations in the following areas are offered: cognitive, physical, communication, social emotional and self-help development. If a child is eligible to receive services, each child then has access to a range of services including: assistive technology, audiology screens, family service coordination, health and medical referrals, nursing services, nutrition, occupational, physical and speech therapies, psychological services, social work, specialized instruction and vision services. There is no waiting list, services are provided in the comfort of the child s natural environment such as their home or daycare and there are no out of pocket expenses for our families. The cost of services is borne through a grant provided to the county by the State and Federal governments, private insurance (if applicable), and Medicaid funding. At Infant Toddler Services of Johnson County, we believe that every child is gifted. Our greatest gift is being able to witness the smiles and overwhelming joy when a child reaches their goal. Impact Statement For a parent, hearing that their child may have special needs or developmental delays for the first time, this news can be life-changing. Many parents have hundreds of thoughts racing through their mind, but they also have many questions. Questions, such as: what do we do next, how do I give my child the help they need, where do I go from here? At Infant Toddler Services of Johnson County, we are here to help answer some of those difficult questions. By providing individualized early intervention services for children with special needs and developmental delays we can work together with the caregiver or parent through everyday routines to help their child reach their goals and ultimately their fullest potential. During the past year, Infant Toddler Services of Johnson County has continued its commitment to provide timely, comprehensive, quality early intervention services for children ages birth to 3 who live in the Johnson County area. We continue to successfully implement the evidence-based practice model by providing early intervention services, education and support to children who have developmental delays and special needs in their natural environments. We have continued with our community based developmental screenings and have added an online screening to our website. Our staff and contractors have continued to be updated on the latest treatment techniques in early intervention. For 2015, we will continue to focus on the evidence-based practice model, helping families to work together along with the Infant Toddler Services providers to help their children reach their individualized specific goals, continue our efforts to increase awareness of the services provided so that the referral percentage continues to climb, to increase the number of developmental screenings with our community partners and to continue to support our families and the children that we serve through the latest treatment techniques. 2
3 Needs Statement The most pressing needs for Infant Toddler Services of Johnson County are: 1.To find outside funding sources to bridge the gap in our federal and state funding 2.$20,000 to continue training and development for our staff Board Chair Statement Infant-Toddler Services of Johnson County serves over 1,500 children, which is over 20% of all children in the state of Kansas receiving Part C services. The agency employs a full-time director who supervises 16 Family Service Coordinators, 1 Transition Coordinator, 3 Team Evaluators, 6 support staff, and 59 service providers. As with all mandated programs, there is no such thing as a waiting list. All children who qualify will receive services. The state legislature is the primary funding source and as with many state-funded programs, the dollars allocated are in short supply. The agency is very cognizant of this fact and seeks additional support wherever possible. An advocacy group, Friends of Infant-Toddler Services, was organized as a totally separate entity comprised of a board of directors for the purpose of raising funds to support the services of ITSJC. Private insurance is billed with family permission only. Medicaid is another limited funding source in applicable cases. So, paying providers for services rendered and maintaining overhead for this large organization, is a challenge. However, it is a challenge met with enthusiasm, compassion, and a strong belief in the value of early intervention. The little ones receiving the needed attention and meeting goals of improvement translates into less dollars needed to fund special education programs in our public schools in later years. We, the Board of Directors, are very proud of the dedicated employees and providers serving the families of Johnson County. 4 Programs Programs Natural Environment Therapy for Children Description Category ITSJC serves children ages birth to three years old in their natural environment. Natural environment includes home, daycare, mother's dayout and other community programs. Human Services, General/Other Services for Individuals with Disabilities Population Served Infants to Preschool (under age 5),, Short-Term Success Long- Term Success Program Success Monitored By Examples of Program Success We are providing services that best serve our families needs. Our short term goal is to increase our screening process for child find. Our long term goal is to increase our financial support outside of grants from the state to pay providers with monies from the current fiscal year. The federal government has begun outcome based assessments to monitor progress with the birth to 3 population. Specific areas of the child's development will be rated at entry into the program and at the time of exit. The 2012 Kansas Annual Performance Report states that the percentage of infant and toddlers who are functioning within their age-expectations is 64%. Approximately 25% of the children served by Infant Toddler Services of Johnson County no longer need special education services once they reach the age of 3. CEO Comments ITSJC has been in existence since Our referrals come from hospitals, parents as teachers, physicians and outside early childhood agencies. We serve the children until goals are met or until age 3; at which time their services are transitioned to their local school districts. 4

Federal funding has not been increased in the last 14 years. We also rely on commercial insurance, Medicaid and private donations. Our grant amount is based on numbers from the previous fiscal year which changes every year based on the number of children served. Our fiscal year begins on July 1st of a year and ends on the following June 30th. Our 990 is not submitted until 10
11 October or November of each year; the result of which is that our financial documentation appears not to be upto-date.
