2 Mission & Impact Statements Mission The Tennessee Center for Nursing is an independent statewide nursing workforce center who's mission is to guide the ongoing development of a diverse and qualified nursing workforce to meet the healthcare needs of Tennesseans through research, education, recruitment and retention efforts, advocacy and public policy activities. Background Originally organized in 1996 as the Tennessee Healthcare Consortium for Nursing (THCN), the Tennessee Center for Nursing (TCN) is a result of the Colleagues in Caring grant: "Regional Collaboratives for Nursing Workforce Development", an initiative of the Robert Wood Johnson Foundation. Funding for THCN was provided through a variety of sources including generous donations, a contract with BlueCross BlueShield of Tennessee, and a contract with the Tennessee Board of Nursing. In August 2000, THCN was organized as a 501[c]3 nonprofit corporation and in Spring 2001 THCN became the Tennessee Center for Nursing, Inc. As a statewide organization, the TCN Board of Directors is composed of nursing educators, health care providers, insurers, business reproesentatives, policy makers, consumers, and representatives of professional nursing organizations. TCN has a documented history of data collection, analysis, dissemination, and has made recommendations to and worked collaboratively with state organizations to refine data collection instruments for licensed nurses and licensed healthcare facilities. The TCN serves as the nursing research arm of the Tennessee Board of Nursing by providing data to aid the board in decision making on topics related to nursing education and practice. Through research, TCN translates nursing statistics into planning principles for nursing education, nursing resources, and recruitment and retention recommendations. Impact The goals are to: maintain an ongoing system to address nursing workforce issues related to Tennessee's future healthcare needs, conduct and support research focused on nursing workforce development, propose recommendations for nursing education and practice reform, disseminate evidence-based recommendations for nursing education and practice reform, and collaborate with others in an effort to increase minority recruitment. The most significant accomplishments for the past year include: collaborating with the Tennessee Hospital Association, nursing educators, and health care administrators to see what progress has been made in strategies that were implemented in 2005 for increasing nursing education capacity by 2010 and producing the report "Curing the Crisis... Progress and Prognosis"; fostering clinical nursing leadership by conducting the 4th Annual Leadership Institute for Nursing Excellence; collaborating with the Tennessee Board of Nursing and East Tennessee State University, under contract, to develop an electronic school of nursing reporting system to meet state and national reporting requirements; and seeing the first graduates receive their degrees that received funding through the Tennessee Graduate Nursing Loan Forgiveness Program, administered by the Tennessee Student Assistance Corporation, to provide financial assistance for registered nurses who obtain graduate education that prepares them to teach nursing. 3 TN CEO Statement Tennessee is projected to have a shortage of 35,300 registered nurses by the year This shortage is fueled by an aging nursing workforce that will be retiring at the same time that the baby boomer population reaches the age of greatest health care utilization and demand for nurses. An adequate supply of nurses is essential to ensure access to affordable, high-quality healthcare. If this shortage is not averted it means that our state will be able to meet only 53% of the demand for nurses to staff our health facilities, schools and other nursing practice settings. Delayed elective surgeries, medication errors, increased complications that result in death, injury or permanent loss of function, and longer lengths of hospital stay resulting in higher healthcare costs are the expected results of an inadequate supply of nurses. The Tennessee Center for Nursing (TCN) serves our state as a nursing workforce research center to collect, analyze, and disseminate health workforce information and to facilitate state nursing workforce and educational planning efforts aimed at increasing the supply of registered nurses and retaining nurses in the workforce. It was founded by a group of healthcare stakeholders who are committed to our mission and who invite you to join our efforts in assuring a high quality health care system during the years ahead. 3
