5 Business Services Sector in Poznan 5 1. Why Poznan? Key information Poznan is one of the largest cities in Poland. This is a well-connected, important academic, economic and cultural centre in Poland and Central-Eastern Europe. Poznan has one of the strongest economies of any city in Poland. Based on the inhabitants enterprise capability and strong large Polish and foreign companies, the stable diverse economy of the city is its chief asset. Poznan s rate of unemployment has been one of the lowest in Poland for several years. The city s rating is assessed as A with a stable forecast provided by Fitch Ratings. This is the highest possible rating grade to be awarded to a Polish local government by this agency; it is equal to the Poland s own rating. 6 6 Business Services Sector in Poznan Why Poznan? MAN Accounting Center MAN Accounting Center is the financial and accounting centre of MAN Truck & Bus Group - the worldwide automotive manufacturer. The main task of the centre is to implement innovative financial solutions within the scope of the services provided liability, accounts receivable, fixed assets and ledger accounting, as well as purchasing processes and salary calculation. The Poznan Centre handles orders of customers from 18 European countries using 15 languages. The Centre started its operation in Poznan in 2006, then employing 50 people. Today, more than 300 people are employed here. The availability of highly-qualified employees with a good command of languages was decisive for selecting Poznan as the location of SSC MAN. Other important factors were the presence of the MAN buses factory near Poznan, as well as good transport links with Munich where the company s headquarters is located. To sum up, if we were to choose our centre s location again, we would definitely choose Poznan. ABSL Regional Chapter in Poznan ABSL Regional Chapter in Poznan is a local group of SSC/BPO firms consisting of investors representing the business services sector. Among the priorities of the ABSL Poznan branch are: supporting Chapter members in their activity, exchanging of expertise and best practices used to create a friendly investment climate, as well as undertaking initiatives which serve to promote business services in this region. To achieve that, the businesses involved in Poznan ABSL Regional Chapter cooperate actively with, for example, representatives of Poznan City Hall and universities and colleges. 9 Business Services Sector in Poznan 9 2. Business services in Poznan Poznan is a leading location for business services in Poland. The dynamic growth of the sector in the area is attracting the attention of global operators, who are choosing to locate their service centres here. Investors are attracted, among other factors, by the availability of personnel with high professional and foreign language competences, especially in terms of finance and the German language. The city s potential is also reflected by the development of companies already operating in the local market. Key information There are already 46 BPOs, ITOs, SSCs and R&Ds operating in the Poznan metropolitan area. 38 were established by foreign investors, mainly from the USA (13), Germany (5) and Great Britain (4). Six belong to companies with Polish capital. Right now, service centres in the Poznan area employ 9,000 people, a vast majority (7,500) of whom work for entities with foreign capital, which means it ranks seventh in terms of employment in foreign service centres in Poland. The largest portion of employment in the sector is generated by companies with German, American and Polish capital (60% of total employees). The purpose of this ABSL report is to present a comprehensive picture of the business services sector in Poznan, and discuss selected aspects of the office market concerning investor needs. The study adopts a broad definition of the sector, including the activity of Shared Service Centres (SSCs), Business Process Outsourcing companies (BPOs), IT outsourcing companies (ITOs) and research and development centres (R&Ds). Individual operators are assigned to the main types of service centres (BPO, ITO, SSC, or R&D), based on the dominant profile of their activities. An important part of the preparation of this report was obtaining information about business service centers operating in Poznan directly from their own representatives. Our questionnaire was completed by 22 respondents representing business service centres with a total of >5,000 employees in Poznan. The information obtained by the survey allowed us to prepare aggregated statistics on the current activities of the entities concerned (thematic analyses).

These activities are delivered by 50% of service centers in the Poznan metropolitan area. The business services sector in Poznan is experiencing dynamic growth. This is evidenced by the fact that one in five business service centres with foreign capital in Poznan started operations in (including DFDS, Mars, Newell Rubbermaid and Propex). The eight new service centres established in this period place it third in the country in this respect (after Krakow and Wroclaw). This represents 12% of all new business service centres in Poland. The newly established investments should generate more than 1,100 new jobs. The increase in employment in business service centres with foreign capital observed since early 2012 is at 50%. Assuming that the current growth rate is retained, it can be estimated that by the end of 2015 employment in service centers with foreign capital in Poznan will exceed 9,000. Taking into account Polish centers as well, this number will exceed 11,000. The geographical range of services provided Service centres in Poznan support the business processes of companies from many different parts of the world. The vast majority, however, focus on serving customers in Western Europe and Poland.

11 Business Services Sector in Poznan Business services in Poznan 11 Sector development in Poznan A very large percentage of the analyzed entities (86%) have expanded the scope of their services in In addition, 82% of the centres have increased the complexity of the processes they support, and a large portion of them increased it significantly. The results of the analysis indicate that the vast majority of companies surveyed (77%) declared that they would extend the scope of their activities in the next two years Service centres with foreign capital located in Poland employ 200 staff on average. Clearly, most of these are service centers that employ less than 100 people, however, these sorts of centre have generated less than 10% of jobs in the sector. The small number of major companies, on the other hand, employ approximately half of the workforce in Poznan s service centres. All these factors have already attracted a number of centres successfully operating in Poznan. In each of these categories, Poznan withstands comparison to almost any city in Poland or CEE. It is not surprising that Poznan often appears on the short list of cities considered for a new centre location. The companies that already have centres in Poznan also seem to be satisfied with their location decision, pointing to the same advantages listed above. Still, Poznan is not as recognized as Krakow or some capital cities in CEE with a high concentration of Business Services. In relation to the size of the city or the labour pool, the number of centres in Poznan is not that high. Despite all its positive attributes, for many companies outside Poland, Poznan still remains too unknown for a broader audience. Thus, for many decision makers in companies location selection process, it is simply easier to choose a more well-known location. However, feedback from our clients, who visit Poznan as a potential location for their centre is very positive and the visit works as an eye-opener for many. Even if they select another location for their centre, overall awareness about Poznan is increasing. When it comes to promoting the city, one thing that makes Poznan stand out, is the friendly and cooperative approach from both the city and the existing Business Services community, which the visitors experience and appreciate. Since a number of high-profile centres and production sites already operate successfully in Poznan, it is perhaps just a matter of time before the city reaches its full potential as a Business Services destination. The most popular form of cooperation in this area (86% of responses) is working with academic career centres, supporting recruitment processes and participating in job fairs. Service centres are also involved in teaching activities (lectures), implementing educational projects together with universities and supporting the activities of student organizations. Companies in Poznan can count on the support of the City Hall, which acts, e.g., as a mediator in contacts with universities.

14 14 Business Services Sector in Poznan Business services in Poznan Languages used in delivering services in the centres Business service centres in Poznan deliver services in at least 28 languages predominantly European ones, but also Arabic, Chinese and Japanese. Most of them provide a choice of several (4 to 5) different incentives. The centres usually offered the following benefit packages: funding for foreign language courses (91%), benefit cards (82%) and health care packages (82%). It should be emphasized that, as with business service centres located in other cities, the opportunity to use selected non-wage benefits in some cases depended upon the position occupied by the employee.

19 Business Services Sector in Poznan Office market Supply and construction activity The rapid development of Business Services Sector, as well as Poznan s historically strong economy, have influenced the fast development of the office market in the city over recent years. With its 311,000 m 2 of modern office space, Poznan ranks 6 th in Poland. Modern office stock in the city have almost doubled over the last 5 years (150,000 m 2 of new buildings were completed between 2009 and 2013), which means Poznan offers a greater number of lease options to potential lessees, with regard to both location and office quality. The city is divided into five office zones, the largest of which is the City Centre. In total, this zone offers 156,000 m 2 of modern office space in 23 existing buildings (approx. half of the supply), including: Andersia Tower and Andersia Business Center, Szyperska Office Center, Poznań Financial Center, Globis and Delta. The Western area, with 63,000 m 2 of modern office space in 11 existing buildings (20% of the stock) is the second-largest office district in the city. At present, Business Garden Poznan phase I (two buildings of total lease area of 41,000 m 2 ) is being constructed the largest office project currently executed both in the zone and the city. Another emerging office area in Poznan is the Eastern part of the city. This zone concentrates 15% of the whole city s supply, including an office complex constructed by Echo Investment - Malta Office Park (28,500 m 2 ) and the Malta House office building, completed in 2013 and developed by Skanska. 20 20 Business Services Sector in Poznan Office market Developers interest in the Northern and Southern areas of Poznan is rather moderate. The largest office investments in the North are the Winogrady Business Centre and Murawa Office Park, while in the South it is the Skalar Business Centre. At the end of the 1 st quarter of 2014, developers were constructing almost 74,000 m 2 of offices in Poznan, of which more than half was the first phase of the Business Garden Poznan project. This is higher level when compared to the previous years. Currently, approx. 10% of the office space under construction is secured with pre-let contracts concluded before or during the office construction phase. Demand Demand for modern office space in Poznan reached approx. 38,000 m 2 in 2013, which is almost twice as much as in In 2014, it can be expected that demand for offices in Poznan will be similar to that recorded in Among the transactions concluded in 2013 were: Franklin Templeton (3,140 m 2 ), Skanska (2,500 m 2 ) both pre-lets in Malta House, Newell Rubbermaid new deal of (1,925 m 2 in Andersia Business Center) and Arvato Poland (1,900 m 2 extension of contract in Globis). Vacancy rate At the end of the 1 st quarter of 2014, the vacancy rate in Poznan was 12.3%, which gives approx. 38,000 m 2 of office space available in the existing buildings. It is worth to mention that despite considerable scattering of the vacant office space (modules of different size are available in 29 existing office buildings), almost 60% of the city s vacancies can be found in only five buildings. Additionally, there is over 66,000 m 2 of modern office vacant in buildings currently under construction, which provides potential tenants with even wider spectrum of choice. Due to relatively high future supply level, it is expected that the local market will be favorable for the lessees during the next 12 months. Rental rents Prime headline rents in Poznan remain comparable to other Polish cities. Ongoing investor support, e.g.: providing information, preparing statements and analyses organizing investor visits to Poznan organizing meetings with the President of Poznan and representatives of various Poznan offices, facilitating contacts with offices and public administration bodies within the City of Poznan and its agglomeration, assisting in establishing contacts with Poznan firms and organizations: recruitment agencies, real estate agencies, universities, developers, etc. The Investor Relations Department s initiatives for existing investors: Joint organization of Poznan Business Run an event promoting healthy lifestyle, integrating the Poznan business environment, enhancing the city s cooperation with local business. Its main goal is charitable the profits of the event are allocated for a particular beneficiary of Wielkopolska, a charge of the Jasiek Mela Foundation Poza Horyzonty ( Beyond Horizons ). 2. Individual service for key projects - assigning a Project Manager, i.e. an employee delegated to serve a particular investment project and provide assistance throughout the whole process of investment preparation and implementation. 3. Head-hunting support: assistance in establishing contacts with universities and their career offices, supporting investor cooperation with universities, e.g. creating or adjusting syllabuses to the investor s needs, free assistance of the District Unemployment Office. 4. Support in selecting appropriate office space. 5. Assistance in promoting the investment project (particularly in employer branding). 6. Investor assistance once the project has been launched. WorkGate workshops for students, promotion of the BPO/SSC sector among students as a potential workplace. BPO Week - popularization of the BPO/SSC sector in cooperation with high schools. Cooperation with universities Investor Relations Department initiates and coordinates cooperation with the BPO/SSC sector and universities. The effects include changes in syllabuses, placements, common projects, new subjects of study, etc. Additional activities:»» Scholarships Programme Grants established from the city resources may be awarded to students who get placements with an employer implementing a new innovative investment in Poznan in either the service or production sector (a common service centre, IT centre, outsourcing service centre or R&D centre). The grant may allocated to cover, partially or completely, the costs of a domestic or foreign placement.

Government grants - A programme for supporting essential investments for the Polish economy. One of the priority sectors supported within these programmes is the modern service sector. 3. Income tax exemptions for legal entities located in special economic zones. The possibility to locate an investment in an existing special economic zone or to expand the zone to a territory indicated by the investor. Info: The Investor Relations Department also cooperates with the following: Wielkopolska Investment Support Center Ltd. (WCWI) a company whose sole shareholder is the city of Poznan. A key element of WCWI business is operations for developing Poznan and the region through investor recruitment and support of investment processes in Wielkopolska. The aims of the company also include developing enterprise in Poznan, as well as managing the Industry & Technology Park in Poznan. The Investors and Exporters Service Centre (COIE) operations conducted by PAIiIZ (Polish Information and Foreign Investment Agency) are supported by a country-wide network of regional Investors and Exporters Service Centres - partners of PAIiIZ. The main goal of the COIE operation is to provide comprehensive investor at the voivodship level. The Centres cooperate with PAIiIZ in investment services management and they serve investors who come forward directly to them. Wielkopolska ICT Cluster is a common initiative of the city of Poznan, Poznan University of technology, Poznan Supercomputing and Networking Centre and ICT companies from the region. The cluster s aim is to enable joint cooperation of local authorities, R&D entities and business representatives in order to popularize and develop initiatives based on modern ICT issues.
