Introductions Sumner reviewed the purpose of the Scoping Team meeting. The purpose is to provide feedback on project goals and objectives, study area boundaries, and the level of detail in the scope, giving the Project Team a starting point for preparing the Draft Scope. 2. Purpose of Scoping Team Sumner highlighted key milestones in the North Macadam Transportation Development Strategy. The schedule for the project is: o May 9th First Scoping Team Meeting o May 23rd Send Draft Scope to Scoping Team o May 30th Second Scoping Team Meeting o June 6th Release Draft Scope to stakeholders via and to the public via PDOT Web site o June 6-15th Presentations o June 20th Comments on Draft Scope Due o June 27th Third Scoping Team Meeting o June 29th Release Final Scope to stakeholders via and public via Web site o July 11th (Tentative) Fourth Scoping Team Meeting o Mid-July Final Draft Scope to Commissioner Adams Meeting Summary Contact: 1
2 Sumner said all communications regarding the Strategy should go through Jody, the project manager. 3. Public Involvement Process Sumner explained that the team will engage the public using three public involvement tools, which include communication to a stakeholder list, posting information on the PDOT website, and group presentations. The stakeholders will receive a copy of the Draft and Final Scope for their review and comments. The stakeholder interview list was developed with input from PDC, PDOT, and the stakeholder interviewees. Jody circulated the stakeholder interview list to the Scoping Team for any additions or corrections to the list. Jody asked the Scoping Team to send her any future additions or corrections. Jody will send the website link to the Scoping Team this week. Project documents will be posted to this site. ( Sumner said the project team will conduct four presentations to interested organizations. Presentations to the North Macadam URAC on June 14, 2007, and to the South Portland Neighborhood Association on June 6, 2007, are scheduled. The South Portland Neighborhood Association includes the home owners association in North Macadam. The team will work with Rick Saito to schedule a presentation to North Macadam property owners and developers. A presentation to a fourth organization has not been scheduled and suggestions are welcome. Susan requested that the Scoping Team receive an update from Metro on the southern light rail alignment. Steve said Metro and PDOT are preparing a memo this week on the alignment (South Corridor Refinement Study), and will share it with the Scoping Team. [Jody provided document on website.] 4. Interview Results Sumner recapped the key points gleaned from the stakeholder interviews, including: o General concern about moving in and out of the district o Need for a high modal split o Need for inter-modal connections o Transportation Development Strategy should begin as soon as possible o Differing opinions on the study area boundary o Differing opinions on project definitions o Development assumptions in North Macadam have changed o Need to update data base o Need to consider previous studies when developing the scope 5. Summary of Past Studies Meeting Summary Contact: 2
3 Peter handed out three materials- slides included in his power point presentation - a map of Kittelson s 2006 recommendation for the South Portal; a functional classification map of streets in North Macadam, which was generated from information in the Portland TSP; and the South Waterfront District Street Plan, Criteria, and Standards. Peter reviewed the key findings from his review of previous transportation studies in North Macadam. Troy commented that the City now expects North Macadam to have 5,000 households, not 1,500-3,000 households as reported in previous studies. Steve commented that the downtown mode split goal is 65% and the North Macadam mode split goal for work trips is 40%. Rick asked for a clearer definition of the Central Portal, as this could include Curry and Gaines or Sheridan. Rick suggested that Sheridan be considered as an added portal rather than Central Portal and that the term Central Portal should not be used. Peter said the North Macadam Transportation Strategy will assume that the street configurations shown in the adopted South Portland Circulation Study, South Waterfront District Street Plan, and Transportation System Plan as a baseline. Troy emphasized that OHSU and Zidell plans may change, affecting transportation issues in North Macadam. Susan said Kittelson is studying transportation issues at the Schnitzer Campus. Rick will give Jody a contact name for Zidell to discuss their plans. Rick said the past studies review should consider three other documents the Ernie Munch and Bechtel report for the South Portland Transportation Alliance (2000), Draft Scope and Appendix prepared by North Macadam property owners, and the I-5/I-405 Loop Study. Steve added that the past studies review should consider the PDOT and Metro staff report on the South Portland Refinement Study (to be prepared this week.) Peter will add all of the above and that he already has the Draft Scope and Appendix to his review, and will be used to help inform the Strategy Scope instead of being included with the review of past studies. Jody will post the following documents on the project website (all posted as of May 14, 2007): o I-5/I-405 Freeway Study o Draft Scope and Appendix prepared by North Macadam property owners. o South Portland Circulation Study Report o South Portland Transportation Alliance Study (2000) o South Corridor Phase II Refinement Study (PDOT/Metro) o South Portal Alternative 4A Concept Drawing If the Scoping Team has any comments on the key findings of the past studies review or if the team missed any studies, Jody said to contact her with comments. Goals and Objectives Project Objective Susan said the objective should acknowledge that the district will go through a lot of transitions, especially around light rail and other key decisions to be made in the short-term. She added that there will be changes outside of the district that will affect the district. Rick echoed Susan s point, and added that another key element is the extension of the Lake Oswego transit corridor that will impact North Macadam. Greg said the objective should include the Commissioner s objectives for the project, which are to determine how to get in and out of the district and provide a quantitative risk assessment of projects. There were conversations about the timeline of the Strategy and expected build out date. Dan commented that it is unlikely that North Macadam will be fully built out by Rick responded that it is reasonable to expect full build out by He also said for the purposes of transportation planning, it is better to assume full build out by 2030 than to under estimate. Peter said the two primary objectives for the scoping effort are to start the public involvement work and to develop the final work plan. The project team would like input from the Scoping Team on the study area boundary, level of detail, land use assumptions, and trigger points. Project Goals Balanced Sumner suggested adding a statement about the need for intermodal connectivity in the area. Greg suggested adding a statement about the need for a high modal split to meet transportation needs. Compatibility No comments. Economic Development Troy suggested using North Macadam Urban Renewal Area instead of North Macadam District. Livability Troy suggested replacing North Macadam District with South Portland neighborhood and downtown. Funding Susan suggested adding a statement about maximizing public and private partnerships. Livability [This is already above.] Meeting Summary Contact: 4
5 Troy suggested adding that the transportation issues affect the livability of South Portland and the South Downtown Neighborhood Association. Mobility No comment. Priorities No comment. Safety Agreed to remove safety as a stand alone objective, and role it into Balanced. Additional Goal- Parking Management Steve suggested adding a goal stating that parking management will be used to achieve a high modal split to improve livability and transportation demand management. 7. Study Area Boundaries Sumner clarified that the study area is the area in which the project team will collect transportation data. To be funded, a project must be within the North Macadam URA. Projects within the study area, but not within the North Macadam URA, will not be funded by the URA. Rick said the street plan between Ross Island and Marquam bridges is under study now. He suggested using the adopted street plan as a base case, rather than the existing street system. Steve said the project team will need a process in the next phase of the Strategy to coordinate with Metro and Tri-Met on the future light rail alignment. Bill suggested extending the project area boundaries to Barbur, Oregon 43, Taylors Ferry, and US 26/I-405 intersection. Rick said it is important to include the Kelly Street intersections in the study area. Dan suggested that the study area boundary should be the same as the South Waterfront District Area boundary. Rachel expressed an interest in the study area boundary being the same as the North Macadam URA boundary. Susan said the study should acknowledge light rail and streetcar alignments, which are likely to change over time. Susan suggested that the functional classification map label the classification of streets outside of the area and include arrows and labels to major regional connections. She said the study should acknowledge the connectivity to downtown, Lake Oswego, and the eastside. Meeting Summary Contact: 5
6 Peter suggested that the study area include key intersections inside and adjacent to the North Macadam URA. The Scoping Team concurred. Peter said Synchro will be used for this analysis. Greg said OHSU is looking at the Macadam/I-5 connection as part of their study, and this intersection should also be studied as part of the Strategy. 8. Level of Detail Peter said he would like feedback at the next Scoping Team meeting on the level of detail in the scope. Specifically, he would like feedback on the level of detail of analysis, land use scenario assumptions, definition of projects, cost estimates, timeline, and trigger points. 9.
