2 The CE-EÓLICA () intends already in its inauguration to initiate a process that allows a debate of the wind energy and its potentialities for Brazil. The () intends to open a space for this debate. Currently Brazilian National Plan of Energy 2030 designates changes and strategies to follow the growth of the electric energy demand in the country. Several energy resources are contemplated in the program, among which the wind energy, with a 4653 MW increase expected until In the whole world this kind of energy presents an expansion of the industry with mature technology. Currently the capacity installed in the world exceeds 75,000 MW, having in 2006 a growth rate around 26%. The forecasts designate that until 2010, the wind energy market will reach an installed capacity of MW. Countries as Germany, Spain and United States present the biggest capacities installed in The markets of India and China become important were the local governments contemplate mechanisms that have allowed a stimulation of the national industry for manufacture of wind turbines - action that allows a reduction of the of energy generation final costs. With the Incentive Program to the Alternative Sources of Energy - PROINFA, from 2002, Brazil attracted investors in wind energy. The PROINFA waited the implantation of 1100 MW wind farm capacity to start functioning until December of It was not possible to reach this goal; however the strategy allowed to the expansion of Brazil s installed capacity from about 20 MW (2005) to current the 237 MW (2006). States as Rio Grande do Norte, Ceará, Paraná, Santa Catarina and Rio Grande do Sul had benefited with wind farms in function of the PROINFA. At the moment, the state of Rio Grande do Sul has the biggest wind farm of Latin America with capacity of 150 MW. The continuity of PROINFA and other governmental incentives to renewable energies, a mature local industry and specific research are basic actions to make possible the expansion of the wind energy market in Brazil. The will be a chance to confer the existing mechanisms in different countries that had allowed the fast expansion of the wind energy industry, as well as the actions that Brazil would have to carry through to allow that this clean and renewable energy occupies the desired place, reducing the CO 2 emissions in Brazil. We expect to congregate specialists of Brazil, Latin America, Europe and USA to argue the current state of the wind energy in the world as well as the chances of expanding the capacity of wind generation in Brazil. We believe that Brazil s wind energy development is made with politics and techniques changes. This kind of event is an excellent opportunity to stimulate this process. (Organizer Commission)

6 CE-EÓLICA INAUGURATION In the first day of the event will be inaugurated the (CE-EÓLICA) at of PUCRS university campus. The CE-EÓLICA consolidates a strategically action in function of the growth of the abilities in this area, from specific activities carried through by the NUTEMA, Technological Nucleus of Energy and Environment, registered in the groups of research of CNPq since Infrastructure Engineering and research office.
