INTRODUCTION The 12 & Under Tennis Europe Junior Tour (individual events) was established in 1999 and was devised in order to give the opportunity for International playing experience to promising youngsters, whilst simultaneously taking steps to ensure that players are not exposed to excessive pressures. In 2006 the Junior Committee of Tennis Europe decided that it was important to offer players the opportunity to play a team event for boys and girls 12 & under, under summer conditions after the results of an inquiry that Tennis Europe carried out, with 50 Member Nations taking part. In 2007 the first edition of this competition took place. In order to reflect Tennis Europe's current corporate identity, and also to acknowledge the role of the organisation's 'Official Racquet, Ball, and Bag Partner', the event is now known as 'Tennis Europe Nations Challenge by HEAD.' 2. GENERAL INFORMATION 2.1 DATES Tennis Europe Nations Challenge by HEAD, Qualifying Rounds: July 22 25, 2021 Tennis Europe Nations Challenge by HEAD, Final Rounds: August 5 8, ENTRIES The enclosed entry form has to be sent back to Tennis Europe by Friday 15 th January (Attachment #1) 2.3 ENTRY FEES The entry fee amounts to Euros for each event and is payable to the account below: Bank details - European Tennis Federation Crédit Suisse St. Alban-Graben 1-3 CH-4002 Basel Euro Account Nr IBAN: CH BIC CRESCH ZZ 80A Bank code
4 2.4 COMPETITION Format: 2 Singles and 1 Doubles - 8 teams qualify for the final round. Whenever possible: Round Robin with placement ties. 2.5 COMPOSITION OF TEAMS In order to be eligible to compete, a team should have a maximum of three players on site and available to play and a non-playing Captain and get full hospitality. The Non-Playing Captain, who must be a minimum of 24 years of age prior to the end of the calendar year in which the competition is played (unless approved by Tennis Europe in writing), shall qualify regardless of his/her nationality and shall be subject to the rules which apply to members of his/her team. A Captain shall be able to represent one nation only during a calendar year. The captain is required to have a coaching qualification recognised by the National Association concerned. If for reasons of health, injury or bereavement, a team is able to field only two players, such team will be permitted to participate only if written approval is obtained from Tennis Europe prior to start of the Competition. 2.6 NOMINATION OF TEAMS Nominations of individual players in order of merit for singles, and the non-playing Captain, must be received by Tennis Europe at least one month before the scheduled first day of play for the Final Rounds of the Competition. The lists with the nominated players will be published on the Internet and officially sent to the local organisers with the Order of Merit (that was established by the National Federation) before the start of the captain s meeting. 2.7 CHANGE OF NOMINATIONS A National Association may change its nominations up to one hour until the Captain s Meeting. Thereafter nominations may only be changed for reasons of health, injury or bereavement up to but not later than the Captain's Meeting to be held the day prior to the draw, when notification must be given to the Referee. Thereafter no change may be made. A player nominated for the Competition who did not play the Qualifying Round can play the Final Round, keeping his position in the Order of Merit. 2.8 PASSPORTS The Captain must present passports of all team members, including that of the captain, to the Referee prior to the start of the Competition. Failure to present passports by the time determined by the Referee may render a team liable to disqualification. 2.9 CHANGE OF ORDER OF MERIT The Order of Merit may be changed up to fourteen days prior to the scheduled first day of play for the Competition. Thereafter no change may be made to the order of merit sent by the National Association. 4
5 2.10 ELIGIBILITY OF A PLAYER TO REPRESENT A NATION (ITF RULE) A player is entitled to represent one nation only at ITF World Junior Tennis and Junior Davis Cup and Billie Jean King Cup competitions. (a) Any tennis player who is in good standing with his/her National Association in accordance with Appendix F shall be qualified to represent that nation as a player if he/she: i. Is a citizen of that nation and has a current valid passport of that nation; ii. Is a citizen of that nation, but in circumstances where that nation does not issue its own passport holds a qualifying passport issued by or on behalf of that nation which confirms the player s place of birth as that nation; or iii. If after a consecutive period of 2 years (24 months) residence in that nation can provide a genuine reason for being unable to hold or make application to hold a current passport where: a) He/she was born, or has a parent or grandparent born, in that nation; or b) He/she has obtained or procured the right to remain permanently or has been granted humanitarian protection in that nation. If a player is qualified under this sub-section above to represent more than one nation and the National Association of one of those nations wishes to nominate him/her to represent it, that Association must submit an application to the Tennis Europe Manager who will forward a copy to any other National Association concerned, which shall be entitled to comment within 15 days of receipt. The initial application must be received by the Tennis Europe Manager at least three months prior to the event for which the player wishes to be nominated. In addition, if a player has represented a nation at regional international junior team competition level and he/she is qualified under this sub-section to represent another nation, that national association must submit an application to the Tennis Europe Manager who will forward a copy of the application to any other national association concerned, which shall be entitled to comment within 15 days of receipt. The initial application must be received by the Tennis Europe Manager at least three months prior to the event for which the player wishes to be nominated. The Tennis Europe Manager will give a ruling having taken into account all relevant matters. (b) i. A player who has represented or has been eligible to represent a nation and such a nation is divided into two or more nations, shall immediately be eligible to represent any one of those nations. ii. A player who has represented or has been eligible to represent a nation and such nation is absorbed in whole or in part by another nation, shall immediately be eligible to represent such other nation. (c) A player shall be deemed to have represented a nation if he/she shall have been nominated and shall have accepted the nomination to play in the Olympic Games Tennis Event, the Youth Olympic Tennis event or in any International Team Competition recognised by the ITF and listed in Bye-law 2.1 (a). (d) A National Association may appeal to the Tennis Europe Junior Committee to nominate a player who is not eligible under the above Regulations and the said Committee may agree to the application if the full circumstances warrant an exception being made. Such applications must be received by the Tennis Europe Manager at least three months prior to the event for which the player wishes to be nominated. (e) The Tennis Europe Junior Committee and/or the Organising Committee of the event have the 5
6 right to ask a National Association to produce evidence to show how a player is qualified to represent that nation. (f) The Tennis Europe Junior Committee can only approve exceptions for players to participate in the competitions of that Committee THE CAPTAIN The captain shall be allowed to sit on court beside the chair of his/her team but he/she may not move away from that area and in particular may not cross the net to the opposite side of the court. The captain is the only member of the team permitted to talk to the Umpire and, in the case of an appeal on a question of tennis law, only the captain may request to talk to the Referee. If the Captain is unable to fulfil his/her duties on court he/she may be replaced only by one of the nominated players who shall be allowed to sit on court and who shall under these circumstances be permitted to talk to the Umpire and/or request to talk to the Referee. The Captain shall qualify as defined in Regulation WITHDRAWALS Nations whose entries have been accepted into the Competition shall not withdraw. Any team that withdraws its entry later than three (3) months, but before (1) month of the scheduled first day of play of the Qualifying Rounds shall be fined. This fine shall be three times the amount of the entry fee. Any nation withdrawing their entry within one month of the scheduled first day of play shall be fined four times the amount of the entry fee. Any team: (i) not playing all its matches, including consolation or placement ties, (ii) disqualified for an offence committed, (iii) withdrawing from the Final Rounds of the Competition after having qualified for them, shall be fined five times the amount of the entry fee. In case of natural disaster, the Tennis Europe Committee of Management may resolve by a twothirds majority that no penalty be imposed HOSPITALITY CONDITIONS (TBC) The Local Organiser must cover the expenses for accommodation and meals for three players and one non-playing captain per team (maximum of four people). 4-Team-Zones & 5-Team-Zones, Qualifying Rounds Can be played on three days (Round Robin for the 4-Team Zone and Knock out format for the 5- Team Zone). Therefore the teams are kindly asked to arrive on Thursday, 22 nd July The matches will be played on Friday, Saturday and Sunday. Hospitality will start on Thursday 22 nd July 2021 with dinner and end on Monday, 26 th July 2021 after breakfast. 6-Team-Zones, 7-Team-Zones, 8-Team-Zones, Qualifying Rounds 6
7 Will be played on four days (Round Robin followed by playoffs matches). Hospitality will start on Wednesday 21 st July 2021 with dinner and end on Monday, 26 th July 2021 after Breakfast. 8-Team-Zones, Final Rounds Will be played on four days (Round Robin with placement places) Hospitality will start on Wednesday 4 th August 2021 with dinner and end on Monday, 9 th August 2021 after Breakfast. 3. LIABILITY Tennis Europe cannot be held liable for any unpaid bills or any damage done at the hotel or on-site. Should any of the above occur, the matter must be settled directly with the responsible National Tennis Association. Tennis Europe however, will appreciate to be informed. In supplying an application of a venue for the confirms that the conditions for the organisation of the tournament will be satisfactorily and undertakes to ensure that the conditions continue to meet the requirements until the tournament is satisfactorily completed. This includes not only that the tournament follows all applicable rules and has the staff and infrastructure to reasonably complete the event, but also to confirm that the Referee of the tournament has the required qualification to officiate at the event. National Associations must ensure that the venue(s) they sanction for inclusion in the 2021 Tennis Europe Nations Challenge by HEAD maintain appropriately high standards of organisation and administration. This includes, but is not limited to, having in place and maintaining appropriate policies and procedures in respect of child welfare and safeguarding and ensuring that the venues they sanction comply with such policies and with the Organisational Requirements (as may be amended from time to time). The tournament organiser must have adequate insurance cover for the event. The tournament organiser is responsible for taking out a suitable insurance policy which is compliant with local laws and regulations and which insures against claims made for damage to property and for death/injury caused to people at the event for which the applicant is legally liable. Tennis Europe, National Association, Tournament Organiser, applicant cannot be held liable for (and as such are not responsible for reimbursing) any expenses that might occur to the players, coaches/accompanying persons and any other persons or entities due to any potential issue (e.g. political unrest, health epidemic, natural disaster) which may occur (i) while travelling to or from Competitions and (ii) onsite before, during and after the event. 4. HEALTH, SAFETY AND SECURITY The health, safety and security of all persons involved in the tournament, including players, officials, tournament staff and spectators, are of principal importance. The National Association is responsible for ensuring a sufficient plan for the protection of all involved persons against any such problems is in place and implemented for the tournament. The National Association, in association with the Tournament Director, must make Tennis Europe aware immediately of any major issues or threats (e.g. political unrest, health epidemic, natural 7
8 disaster) that could impact the progress of the tournament or the health, safety or security of persons involved, whether they occur in advance of or during the tournament. Tennis Europe reserves the right to refuse approval of or to cancel any previously sanctioned tournament or series of tournaments at any time on the grounds of health, safety, security or any other potential threat to any persons attending or due to attend the tournament(s) or to the successful running of the tournament(s), without any liability on behalf of the Applicant, National Association, Tournament Organiser or Tennis Europe (for the avoidance of doubt, Tennis Europe, the Applicant, National Association and/or the Tournament/Host Organiser will not be liable to any Players or any other persons or entities for any costs that they might have incurred in relation to such cancelled Competitions, including, without limitation, any transport and/or accommodation costs). This decision will be made on behalf of Tennis Europe by the Tennis Europe Juniors Committee or its nominee. To minimize potential safety risks to all participants and to help control the access and movement of all individuals at the tournament venue, Tennis Europe recommends that tournaments have a security plan and system in place and that an accreditation system is used. All tournament hosts/organisers and participants must adhere to the current Tennis Europe COVID-19 Health and Safety protocols: Competition-Protocols 5. SAFEGUARDING ISSUES The Tournament Organiser/ National Association must provide on the Fact Sheet, the name and contact details (address, and telephone number) of the statutory authority in their country (or state, borough, region if appropriate) that is responsible for receiving safeguarding issues. Each country handles these matters differently, but typically the statutory authority would be the police or other local law enforcement agency, a child protection agency, social services agency, national association or other similar type organisation. 8
