5 Project management Successful project management requires a combination of leadership, motivation, and rigorous administration to ensure that the planned project outcome is achieved no matter how complex or extensive the scope of works. Our approach is based on a defined methodology structured around the Sweett Group PM Toolkit addressing the specific project requirements from inception to completion and handover, and drawing on established techniques to plan and control the outcome and to identify and mitigate risks. 6 Building surveying Building surveying is core to a wide range of services for the built environment. Reducing your exposure to risk and adding value throughout the property life is an essential part of our service offer. Our clients use us to help them with: 1. Taking stock - our experience and expertise in understanding building form and condition can provide the broad based overview needed to develop long term property strategies. 2. Purchasing - the acquisition of a building or property portfolio represents a major cost. A detailed building survey will give an overview of the condition of the property to help make legal and commercial assessments. 3. Leasing / Letting - we have the skills and expertise to assess the repairing obligations of a lease in relation to the condition of the building and during the currency of the term and at termination to assess dilapidations liabilities. 4. Occupying - ever changing legislation makes property owners/occupiers and employers responsible for deficiencies within a property and/or workplace, these can be addressed by commissioning premises audits. 5. Improving - alteration and refurbishment works are inevitable within a property s life cycle, work can be outsourced to our building surveyors from feasibility studies, to preparing designs, drawings and tender documents and undertaking contract administration services. 6. Maintenance - planned maintenance programmes and life cycle analysis will highlight deficiencies in the building fabric, advise on maintenance priorities and identify costs of required works. 7. Protecting - insurance against loss is vital to any business. Insurance reinstatement assessments provide a valuation which should be updated at least every three years. Procurement and management of insurance reinstatement works can also be undertaken. 8. Recording - it is necessary to formally record the condition of a building in a Schedule of Condition at any given time in its life cycle. 9. Vacating - in a move the commissioning of space planning and move management services can greatly assist in the smooth transition from one property to another. 9 Frameworks Sweett Group has a wide range of experience through providing services across approximately 106 current public sector frameworks on a national, regional or local basis. We maintain an established and effective approach to delivering our services on public sector projects. 10 Our commitment to Social Value Sweett Group recognises that in providing our services we can often have the opportunity to provide a positive impact on the environments that we work within. We have a network of 22 offices in the UK that allows us to provide local knowledge of the areas that we work in. We have an understanding of local supply chains and the benefits that some SME contractors and suppliers can bring to projects we work on. We have recently launched an Apprenticeship programme which has commenced with an initial 10 participants throughout the UK. This programme complements our Investors in People accreditation and reflects our commitment to developing our workforce organically. To complement the launch of our apprenticeship scheme, we are also taking on a variety of younger employees, both as school leavers with relevant A levels, and also, individuals with cognate and non-cognate degrees. We are again committed to supporting individuals through their studies, offering financial sponsorship and relevant study time to enable them to progress to Chartership.

11 We have recently undergone our first formal performance review and are delighted that our performance was rated as 8 or above (out of 10) in all categories London Construction Programme Framework Client: London Borough of Haringey Services: Cost management, project management and CDM coordinator Location: London, England The London Construction Programme (LCP) is a London-wide procurement framework, which provides London Boroughs (and other public bodies) with an OJEU tendered framework for construction-related consultancy services. It was set up by the London Borough of Haringey (as framework lead) and currently around 25 London Boroughs and agencies have signed up to it. Through the benefits of framework working, we have been able to maintain a consistent team across the projects to deliver efficiencies in working practices and knowledge. We have attended numerous workstream and framework-level efficiency reviews on how to improve procedures / process. We have also hosted seminars with Borough representatives on CDM compliance and selecting the optimum form of contract/procurement route.

12 Southwark Council Leisure Improvement Programme Client: London Borough of Southwark Services: Cost management, project management, CDM co-ordinator, employer s agent, technical advisor and sustainability advice Location: London, England Southwark Council allocated capital funding to improve its ageing stock of leisure facilities. This funding combined with additionally sourced external funding permitted significant refurbishments at Surrey Docks Watersports Centre, Dulwich Leisure Centre and Camberwell Leisure Centre the final two sites both being Grade II listed Victorian structures. Sweett Group provided a full time project manager, seconded into the client organisation to work alongside the Council s leisure team and the design and build contractor. This was crucial in ensuring that the leisure team s requirements were successfully captured in the eventual designs, and that political and community stakeholders were consulted and kept informed as to progress of the works.

13 Royal Borough of Greenwich Client: Royal Borough of Greenwich Services: Cost management and project management Location: Greenwich, England Sweett Group has worked successfully with the Royal Borough of Greenwich for over 15 years. This appointment has involved both quantity surveyor and employer s agent duties on a considerable variety of commissions both new build and refurbishment. These projects have included education, leisure, offices, local service centes, cinema, industrial estates, regeneration, town halls, housing, youth/local community facilities, hard and soft landscaping, exhibition facilities and crematoriums. Sweett Group has also worked with the Borough to develop their contractor frameworks for New Build Housing and Education/Office projects. Bourne Estate Client: London Borough of Camden Services: Cost management and financial review Location: London, England Sweett Group was commissioned by London Borough of Camden Council in 2013 to undertake a financial review of the Bourne Estate scheme which is due for completion in Autumn 2016 and with a value of 19 million. The scheme consists of the design and construction of two new build blocks to provide a total of 75 residential units, including social, intermediate and private sales, together with plant rooms, stores, associated landscaping and surface level parking. There is also phased demolition of the existing buildings and a new MUGA for local residents.

14 All of the work was delivered within fire stations that were operating 24 hours a day, 7 days a week to protect the community and therefore it was essential to avoid any disruption to service London Fire and Emergency Planning Authority Framework Client: London Fire and Emergency Planning Authority Services: Cost management, project management, CDM co-ordinator and building surveying Location: London, England Sweett Group was appointed onto the London Fire and Emergency Planning Authority Framework in 2010 as the Lead Consultant and Programme Manager to provide a range of multi-disciplinary services across the London portfolio. In excess of 90 projects have been delivered through this framework. We work closely with the fire station personnel and project officers to ensure the impact of building work is minimised and always fully operational. Sulgrave Gardens Client: Octavia Housing Association Services: Contract solutions and dispute avoidance Location: London, England Sweett Group was appointed to provide strategic legal and commercial advice on a dispute over the contractor s entitlement to an extension of time and purported variations in the scope of the works. When reviewed the contract, which was based on a Partnering Contract with a guaranteed maximum price and comprising full design and construct by the contractor, we noticed that the dispute resolution process had not been complied with. Sweett Group identified that there were three key principals that lay at the heart of the dispute and that, provided these were agreed, a solution was possible. We negotiated an agreement that was acceptable to both parties.

15 As a key consultant on East Sussex County Council s framework, we have delivered in excess of 10 schools projects since Kent Library and History Centre Client: Bouygues Development and Kent County Council Services: Employer s agent Location: Kent, England The Kent Library and History Centre is a mixed used development which provides Maidstone and the wider County of Kent with buildings which have created a dramatic feature and gateway into Maidstone Town Centre. The building comprises 117 residential units, Library and National Archive which houses around 14 kilometers of historic material relating to Kent back to 699 AD. The 117 residential units are provided in two different housing blocks 60 units for West Kent Housing Association and 57 units for Housing 21. East Sussex County Council Framework Client: East Sussex County Council Services: Cost management Location: Sussex, England Sweett Group has been commissioned by East Sussex County Council since early 2012 to provide cost consultancy/quantity surveying services on 5 schools as part of their primary school programme involving feasibility, pre and post contract services with individual project values from 2m - 6m. Sweett Group has also provided services on the ESCC temporary/modular accommodation programme to 25 schools with a value of approximately 3.5m.

16 Elmfield Close Client: Hundred Houses Society (via their development partner Iceni Homes) Services: Employer s agent and CDM co-ordinator Location: Cambridge, England The design and construction of 40 apartments for the over 55 s plus common room, kitchen, office and meeting rooms built to Code for Sustainable Homes level 3 standard. We managed the co-ordination of the public art design which the client had commissioned to ensure that aspirations for the Public Art did not conflict with the requirement for achieving Code for Sustainable Homes. We chaired design team workshops at inception stage to ensure a workable design was submitted for planning and approval. We continued with these workshops during the design stage, once a contractor was selected, to ensure that aspirations for the scheme were met and that the scheme complied with HCA standards and HQI assessment.

17 We have a long standing relationship with the Borough having worked with them for over 14 years and have undertaken work in over 30 schools Greenwich Primary Schools Programme Client: Royal Borough of Greenwich Services: Cost management Location: London, England The scope of this series of projects for the Royal Borough of Greenwich is for the redevelopment and expansion of primary schools throughout the borough. The development programme required comprehensive programming; phasing, sensitive works methodology/public and child interface consideration and decant strategy. Sweett Group has provided quantity surveying services on over 30 schools projects for the Borough, varying from temporary accommodation and modular buildings to new build schools and academies.

18 Camden Schools Programme Client: London Borough of Camden Services: Cost management and CDM co-ordinator Location: London, England The Camden Schools Programme of works comprises a mixture of condition and suitability works together with sustainability investment. The schools investment varies in project values from 500k to 6.5m and encompasses several listed buildings. Sweett Group was appointed in 2012 to provide quantity surveying and CDM co-ordinator services on a programme of primary schools refurbishment and extensions for 2013/14, and a school for blind children due for completion in 2015.

Sweett Group provided traditional cost consultancy services from the inception of the scheme through to completion. We developed a detailed cost plan to provide a cost control framework to enable procurement via a two stage tender. We also pro-actively managed value engineering workshops to ensure the Client s functional requirements were achieved within budget.
