CIPFA Property Networks stage around a dozen events a month - focused professional gatherings all over the country that deliver useful and topical information, and networking. There are several hundred property asset managers in membership. 6 client focus Wiltshire County Council Details of Project: Stock Condition Surveys Our role: CIPFA Property have been carrying out stock condition surveys on a cyclical basis for Wiltshire County Council since The surveys have included both educational and corporate stock covering the whole portfolio of properties within the county. Data was collected using hand held PDA s in accordance with the standards set originally by the DfES and the information then collated and downloaded into AssetManager.NET the county council s computerised.. asset management system Client outcome: Wiltshire have been able to compile data in respect of the council s backlog maintenance requirement and keep the data up to date. This has facilitated a more pro-active approach to property maintenance programmes. It also allows Wiltshire to complete and submit their Key Performance Indicators at the touch of a button. Software: Bristol City Council have recently expanded their AssetManager.NET system and also bought PDA software for undertaking Condition and Asbestos Surveys and Access Audits. Surveys: Flintshire County Council commissioned CIPFA Property to carry out Condition Surveys and produce CAD drawings for their educational stock. London Borough of Merton commissioned CIPFA Property to carry out further condition surveys on a number of their education properties. 6 CIPFA property

8 client focus London Borough of Tower Hamlets Details of Project: Review of existing structures delivering property services and options for improvement Our role: CIPFA Property undertook a review of the existing structures, processes and practices in respect of all property related services across the whole council. The process involved a series of structured interviews with key members and officers, both within the property service and users of the service within the wider organisation. In addition, we reviewed key corporate documentation strategies, plans and financial information. The review also involved an exercise identifying the structures, means of service delivery and performance of selected comparator organisations, and comparing these with Tower Hamlets. Software: Both Colchester Borough Council and Merseyside Fire and Rescue Service have recently purchased CIPFA Property s IFRS compliant Capital Accouting software. Surveys: Carmarthenshire County Council asked CIPFA Property to carry out Disabled Access Audits on various School properties. Cardiff Council commissioned CIPFA Property to undertake Access Audits of council properties and provide audit data and executive summaries. Consultancy: CIPFA Property have undertaken an Asset Management Health Check for Breckland Council. Drawing on the comparisons, recommended practices and issues highlighted during the course of the review, the report identified options for consideration to review the current structure to deliver improvements. Client outcome: The review has provided the Council with an objective view of its current property related services, a commentary of strengths and weaknesses, a comparison of its performance with others and a range of options for consideration to improve the delivery of a more coordinated service. 8 CIPFA property
9 carbon management All public sector buildings are under intense scrutiny to ensure they are environmentally responsible. For organisations there is a greater emphasis on creating energy efficient buildings that in turn will mean reduced payments through the CRC Energy Efficiency Scheme. There are many solutions that can contribute to carbon reduction and identifying those that will maximise your organisation s cost benefits are going to be vital. Recommendations on how to make savings and reductions typically range from physically remodelling space to changing working practices to installing energy efficient heating, lighting and IT solutions. Spending review The Government will introduce a new system of national property controls across the central civil and operational estate. In addition, the Government believes there could be substantial gains to be made from a more coordinated approach to property asset management in the public sector.
