1 EOC GENERAL ASSEMBLY ISTANBUL TURKEY (22 ND November 2008) EYOF TAMPERE 2009 REPORT General Introduction Tampere Tampere (about inhabitants) is situated in the middle of Finland, about 170 km up north from Helsinki. Tampere is a lively industrial and schooling city. Tampere has also a very active sports and cultural life. Tampere is surrounded by two lakes Näsijärvi and Pyhäjärvi and the Tammerkoski rapids flow through the city centre. Tampere EYOF 2009 EYOF Summer edition 2009 will be organised in the City of Tampere from 19 to 24 July The teams will arrive on Saturday 18 th July and leave on Saturday 25 th July. The opening of the games will be on Sunday 19 th July in the evening and the closing ceremony will take place on Friday 24 th July, also in the evening. The main organiser of the EYOF 2009 is the City of Tampere. The other two co-organisers are the regional sports organisation Hämeen Liikunta and Urheilu (HLU) and the Finnish Olympic Committee. The cooperation is agreed in an agreement between these three organisations. Sports on the programme After Belgrade EYOF 2007, there is now new EOC charter for the EYOF games. In the summer edition sports on the new charter are as follows (here are also the age categories for boys and girls and the planned venues and the sports clubs which are in charge of the organisation of the discipline). 2 In Tampere EYOFs there will be for the first time in the EYOF history the 8 teams tournament in all three team sports for both boys and girls. European Olympic Committee EOC has informed that the best teams will play in EYOF s. That is why the invitations for the NOCs to take part in the team sports in the EYOF are now based on the rankings of the European Federations. Some invitations have been declined by NOCs; then we have asked the next teams which are next on the ranking list. We have got all the information in the last few days; now we are ready to confirm the teams who are playing in the EYOF tournament. (See also the additional information of the teams playing in Tampere). The EYOF venues and the Hervanta Olympic Village are in a range of about 10 km. Organisation The patron of the EYOF Tampere 2009 games is the President of the Republic of Finland, Mrs Tarja Halonen. The Honorary Committee is chaired by the mayor of Tampere, Mr Timo P. Nieminen. The main part of the games work will be done by the volunteers. The EOC/EYOF Coordination Commission for the games is chaired by Mr Jesper Frigast Larsen (DEN) and the members of the commission are Mr Joseph Cassar (MLT) and Mr Volodymyr Geraschenko (UKR). 4 Accommodation The EYOF 2009 accommodation will be in Hervanta area. Hervanta suburb is situated about 7 km from the city centre. Olympic Village will consist of the Police Academy, the Tampere Student Housing Foundation (TOAS) and Tampere University of Technology (TUT). All services in the village will be in a range of about 800 metres. In Hervanta there are also good general services, e.g. a new shopping centre Duo in the centre of the Hervanta suburb. In Hervanta, very close to the OLV area, there is also one of the regional emergency service and first aid units of the city of Tampere. Food services Those teams staying at the Police Academy will have their meals also there (Amica restaurant). Those teams staying at TOAS will have their meals at the three Juvenes restaurants at the TUT campus area. The planning of the menus and meal schedules has been started in the year Transportation Tampere is ideally located in terms of traffic connections. You can reach the city easily either by car, bus, train or aeroplane. The nearest international airport is Tampere Pirkkala airport, which is 17 km from the city centre. The journey from the airport to Tampere centre takes about 20 to 30 min.the teams coming to Tampere Pirkkala will be taken by the organiser to the OLV. If the teams are coming to Helsinki Vantaa airport, the bus transportation from the airport to Tampere (170 km) is organised by the organiser and paid by the arriving NOC. The EYOF transportation is taken care by the Tampere City Transportation and the Tampere Public Transport Units. The EYOF 2009 transport system will be planned on a shuttle system between the OLV and the venues. Before and after the games there will also be straight bus lines from the village to the sport venues and back to the village. The normal city transportation (buses) can be used by the EYOF accreditation card. Accreditation system EYOF 2009 will use the official EOC Feratel accreditation system. We plan to put a Tampere micro chip inside the card lamination. With this micro chip we can follow the amounts of the used services (e.g. in transportation, dining and other services). The big parking lot in front of the headquarters of the Tampere University of Technology (TUT) will serve as the bus station for the games. There will be certain bus stops for every venue. Another parking lot behind the EYOF main office building (Festia) will serve as a parking lot for the own cars of the participating teams and also for the VIP cars. EYOF Tampere

5 Ceremonies The Opening Ceremony will take place in Tampere Ice Hall on Sunday 19 th July in the evening. The Closing Ceremony will be at the Ratina Stadium (outdoor) on Friday 24 th July in the evening. After the short official ceremony the athletes and teams will be taken back to the village and they will have a concert and closing party at the village show area. The victory ceremonies will take place at the venues right after the competition finals. Some of the victory ceremonies (e.g. cycling) will also take place in the OLV. Medical services and the doping controls Medical services will be available in every venue and also in the village area. We will equip first aid crews to patrol in different venues. There will be an ambulance patrolling e.g. in the cycling competitions. If needed, to other venues the ambulance will come in 5 minutes (this is the normal procedure in Tampere city area). For every discipline there will be nominated own medical doctor working closely with the chief physician of the EYOF games. The doping controls will be taken by the Finnish Antidoping Agency (FINADA). It is responsible for all doping controls in Finland. In charge of the EYOF testing will be FINADA doping control manager, Ms Katja Huotari. A testing group accredited by FINADA is in charge of the testing procedures; in international competitions tests are conducted under the supervision of an observer from an international sport federation. Samples are analysed in laboratories accredited and supervised by the IOC (In Finland: Yhtyneet Laboratoriot Oy). In connection with championships, results are often analysed and available on the following day. Media The media services to the international media and also to the national media will be taken care by EYOF Media Coordinator and the Tampere City Information Office. We are planning to have media information desks at the OLV and also in the city centre together with the EYOF 2009 information and tourists information desks. The negotiations of the televising the EYOF games are going on with the Finnish Broadcasting company (YLE) and the Eurosport. We intend also to organise a seminar and programme for the young journalists, sent by their NOCs and coming to Tampere together with their national teams. Sponsorship and commercial aspects The budget for the event is about 6.8 million euros. It has been approved by the Tampere city council in October The budget is planned to be covered by the membership fees (85 e/per participant/day), EOC grant, contributions from the city of Tampere, the Finnish Ministry of Education and the European Parliament. We have agreements with the consulting firms which will try to help us to find cooperation firms and sponsors on different levels. EYOF Tampere

6 EYOF Tampere 2009 Values The Tampere EYOF organising committee has set the values for the organisation of the festival. These values will be mainstreaming all the arrangements of the event. The chosen values are: Sportsmanship Sustainable development Economic efficiency In the main role are the young athletes and the sports itself. In organising the games, we also keep in mind the Olympic values and through the games educate participants to Olympism. We shall have a very large environment programme for Tampere EYOFs. Targets of the environmental programme are: 1) CO2 emissions will be minimized where ever possible; 2) The material flows of the festival will be kept as narrow as possible; 3) Environmental awareness of the participants, audience and workforce will evolve. In Finland and in Tampere the air is pure and the city is clean. You can drink tab water everywhere. We recycle and have a good waste management. The participants can use freely public transportation. We intend to organise the festival week with good economic management. All sports venues already exist and they are well equipped and in good condition. Most of the expenses come from food and beverages, accommodation and transportation. Opening and closing ceremonies will be organised together with the local performers, cultural groups and sport teams. All venues and equipment will continue to be used by local clubs and regional federations after the festival week. In other words, it is very important to us that money is well spent.
