The FGDC Cntent Standard fr Digital Gespatial Metadata (CSDGM) has been adpted by the City f Dallas GIS Services Divisin as the dcumentatin r "metadata" frmat fr all data included in the City f Dallas GIS database. Participating parties are respnsible fr prviding dcumentatin in FGDC cmpliant metadata frmat fr gespatial data prducts. The metadata must be stred and maintained by the wner department. FGDC metadata is the required dcumentatin f all gespatial data prducts prduced thrugh partnerships, vendrs, grants r cntracts. Departments cllecting r prducing gespatial data, either directly r indirectly (e.g. thrugh grants, partnerships, vendrs r cntracts with ther entities), are required t ensure, prir t bligating funds fr such activities, that data will be cllected in a manner that meets all relevant standards adpted thrugh the FGDC prcess. (Executive Order 12906, published in the April 13, 1994, editin f the Federal Register, Vlume 59, Number 71, pp COORDINATING GEOGRAPHIC DATA ACQUISITION AND ACCESS: THE NATIONAL SPATIAL DATA INFRASTRUCTURE) Spatial Tplgy Digital data submitted fr inclusin in the City f Dallas GIS database will be tplgically clean and free f errrs. All pints, lines, and plygns will have a single unique user-id number (Lng Integer). Line segments (arcs) that intersect the bundaries f a cverage/layer must be accurately edge matched with the crrespnding arcs in the adjacent cverages/layers. The mst serius prblem is miscding a feature. Other errrs in attribute cding include any ccurrence f misspelling r missins. It is the respnsibility f the prducing agency r City f Dallas department that has entered int a cntract with the prducing agency t verify that the data has been encded within the accuracy limits set by these standards. The City GIS Services divisin will nt verify attribute accuracy f the delivered data. It is the respnsibility f the department wh wns the data t cnfirm the accuracy. Attribute Cding Data and cdes shuld be cnsistent and the descriptins well dcumented in the metadata r data dictinary. Chse attribute cding schemes that are well defined and in cmmn use. Names f new datasets shuld nt be the names f existing datasets in the City f Dallas GIS database unless replacing that dataset. Begin all dataset names, item names, and attribute cdes with a letter. Eliminate punctuatin, including hyphens, pund signs, and perids, frm dataset names, item names and attribute cdes. Limit the length f dataset names and item names t 8 characters when pssible. Define items accrding t intended use, i.e. numeric data types fr statistical data r fr data that will be used fr calculatin, characters data types where these functins are nt anticipated. Limit the length f attribute cdes t 12 characters r digits when pssible. Eliminate the use f the Blean values 0 and 1 as attribute cdes. Wherever practicable utilize character attribute cdes, i.e. previusly defined acrnyms r abbreviatins in cmmn use. Any physical prperty (street) address will be brken int its cmpnent fields as fllws: Street Address Number Street Prefix directin Street Name (make sure they are spelled crrectly) Street Type - US Pstal Service (USPS) abbreviatins required. Cf. USPS Publicatin 28, Sectin C. Street Suffix directin City State USPS ZIP Cde Naming cnventins, item length, and punctuatin recmmendatins are based n frmat cnversin and cmpatibility requirements. Fr example, cnversin t shapefile frmat changes sme characters (# -.) t underscres; item names ver 8 places are truncated; the Blean values 0 and 1 impact the results f gegraphic analysis. An effrt will be made ver time t cnsider these limitatins in item names and t eliminate the use f these characters in data included in the City f Dallas GIS database. 4 f 5
