1 Highest Priority Capital Needs New Jersey Colleges and Universities November 2011
2 Executive Summary The following document constitutes the list of the highest priority capital needs of each of New Jersey s senior public institutions, community colleges, and independent institutions. The attached list totals to $6.0 billion. It is important to note that the following list does not constitute a proposal or plan for a state-wide capital initiative. It simply constitutes some of the raw material from which a specific proposal or plan could be constructed. Each campus has made its best possible assessment of its overall needs and priorities. Some campuses have kept their lists more restrained; some campuses have submitted lists that are more ambitious. There was no effort made to size the lists here, other than a moral injunction to institutions to focus only on compelling and highest priority needs. In order to use this list to develop a plan, several things are needed, the most significant of which are the following: (1) a decision on the proposed financial structure and timing for a capital initiative; (2) a decision on the proposed size of a capital initiative; (3) a decision about how funds get allocated across the various institutions to address the needs of students across the State; and (4) an articulation of the Governor s and legislative priorities in regard to any capital initiative. For example, those priorities might touch upon such areas as: increasing capacity for New Jersey students; increasing capacity in specific programmatic areas, such as life sciences or engineering or nursing; increasing research capacity in specific fields, such as biotechnology or pharmaceutical life sciences; improving major campus infrastructure systems, such as energy or information technology. Because of the immense backlog of capital needs, these lists contain only projects that are essential to the academic operations of the institutions, including facilities for instruction, research, academic support services, and infrastructure projects. The lists do not include facilities that, while they are important, address auxiliary functions that are, or potentially could be, revenue-generating, such as residence facilities, parking structures, athletic facilities, student centers, day-care centers, etc. The summary listing of each of the capital projects includes: city and county location; size; cost; whether it is new construction, renovation or repair; the nature/purpose of the structure, defined as instruction, research, student support services, or infrastructure; the status of planning and design and the proposed construction start date; and a brief project description. Finally, as will be obvious from these materials, the capital needs of the State s higher education institutions have been growing through decades of neglect, and those needs are now very great. New Jersey has been, as far as can be determined, the only state in the nation that, over the last several decades, has virtually abandoned making any capital investments in its higher education institutions. Cost: $34,500,000 Planning Status: Planning and design are complete The current facility, serving over 2,000 students, is so dilapidated it cannot be renovated. It must be demolished and a new structure constructed in its place. Priority 2: Visual and Performing Arts: Design Center Location: Union, Union County Size: 108,000 GSF Est. Cost: $31,900,000 Planning Status: Planning and design are complete The University has over 700 students in design programs scattered in five one-story buildings temporarily constructed in This project will create an integrated center for all these related programs. 10 The University has over 3,000 graduate students taking classes in one story buildings constructed with no basements or central HVAC. The project will provide a new facility for the graduate programs. Priority 7: Allied Health Education Location: Union, Union County Size: 65,000 GSF Est. 11 Montclair State University Priority 1: Center for Environmental and Life Sciences Location: Little Falls, Passaic County Size: 98,000 GSF Est. Cost: $55,000,000 and Research Planning Status: Planning and design are complete This facility will be a state-of-the-art research and instructional facility supporting the University's strong and growing programs in the Environmental and Life Sciences and offering a unique approach to transdisciplinary research with an array of laboratories modeled after pharmaceutical research facilities and with the flexibility to adapt to changing research needs. The facility will house classrooms and laboratories for instruction that allows for "real world" experiences for our students in environmental management and pharmaceutical life sciences as well as add critically needed laboratories for university/industry collaborations, and spaces for symposia and faculty offices. It will allow the expansion and modernization of the University's electron microscopy facility (currently housed in an antiquated HVAC-challenged building), as well as space for the PSEG Institute for Sustainability Studies, the Passaic River Institute, "wet lab" incubator space for start-up businesses in the life sciences, and a greatly expanded set of laboratories for the Sokol Institute in Pharmaceutical Life Sciences. The fields of research advanced in the facility will include the University's work on identifying new drug targets for treating neglected parasitic diseases, oncology, virology, site decontamination, biodiversity, all of which are currently contrained by space limitations. This facility, with a focus on pharmaceutical and medicinal sciences and environmental management, is urgently needed as the University faces a very severe shortage of science laboratories Priority 2: School of Business Location: Little Falls, Passaic County Size: 135,000 GSF Est. Cost: $66,000,000 Planning Status: Planning and design are complete The facility will replace the obsolete and undersized current facility serving the close to 2,000 students enrolled in the School of Business. It will provide the specialized spaces for instruction, student support, team projects, business and industry collaborations, and learning technologies associated with November 2011 Draft Page 10
12 contemporary university business studies in the fields of Accounting, Law and Taxation, Marketing, Economics, Finance, Management, Information Systems and Quantitative Studies. The facility will also house the offices for the School of Business faculty and the University s Center for Global Education, which oversees the University s many collaborations and partnerships with universities around the world. Priority 3: Communication and Media Studies Location: Montclair, Essex County Size: 89,000 GSF Est. Cost: $50,000,000 and major renovation Planning Status: Planning and design in progress Design Completion: September 2012 This project will provide facilities for the University s very large, excellent, and high-demand programs in Communications, Media, Broadcast, and Film, all of which currently have a severe shortage of space for the specialized instructional activities required by these high-technology, high-equipment disciplines, as well as severe shortages of space for faculty and student project work. The project will include the construction of a new 55,000 GSF facility for the specialized instructional studios, including television, radio and multi-media. This new specialized facility will provide significant expansion to the capacities of the University s Dumont Television Center, and will serve both instructional needs and collaborations with partners in the communications industry. The project also includes the major renovation of a contiguous 29,000 GSF building, Morehead Hall, which will be repurposed to provide the non-specialized programmatic spaces, including classrooms, faculty offices, program related technical and academic support services, and student project and study space. Priority 4: Partridge Hall Location: Little Falls, Passaic County Size: 50,000 GSF Est. 13 With the construction of the new School of Business building, Partridge Hall, the current business facility, will be renovated and re-purposed to create a centralized and integrated student services center, including Registrar, Financial Aid, Bursar, Advising, and a full complement of academic support services. Priority 5: Art and Design Location: Montclair, Essex County Size: 61,750 GSF Est. Cost: $14,000,000 Planning Status: Planning in progress Design Completion: September 2012 Project description: The University s extensive programs in Art and Design, which are experiencing significant growth in areas such as Graphic and Industrial Design, are functioning in grossly inadequate facilities in Calcia Hall, which is a forty-three year old building in deteriorated condition with ineffective mechanical and fire safety systems. This project will provide a full renovation of Calcia for the clean arts, as well as faculty, student project, and specialized program spaces and a full renovation of the thirty-seven year old Maintenance Building to accommodate the dirty arts, such as ceramics and sculpture. Priority 6: College Hall Location: Montclair, Essex County Size: 125,000 GSF Est. Cost: $33,000,000 Project nature: Academic support services Planning Status: Planning in progress Design Completion: September 2012 College Hall, the 103-year old historic, original, and heavily-utilized campus building, will be renovated to upgrade its fragmented and inefficient infrastructure, to provide centralized and up-to-date spaces for the University s Graduate School, which serves approximately 4,000 students who currently lack any core or integrated space, and to improve the integration and organization of the University s core administrative functions which are housed in the building. 14 Priority 7: Science Halls Richardson, Science, and Mallory Location: Little Falls, Passaic County Size: 161,500 GSF Est. Cost: $47,000,000 and Research Planning Status: Planning and design anticipated to begin September 2012 Design Completion: September 2014 Construction Start: July 2014 With the completion of the Center for Environmental and Life Sciences, three adjacent buildings that constitute the science complex, the 40-year old Richardson Hall, the 50-year old Mallory Hall, and the 12-year old Science Hall, will undergo urgently needed major renovation and modernization to accommodate those science programs not housed in the new building, including Mathematics, Computer Science, Physics, and core undergraduate instructional programs in Biology and Chemistry. The renovation of these three related buildings will be accomplished in a carefully planned phased process so that the University s large and demanding programs in science instruction and research can continue during the renovation process with minimal disruptions. Priority 8: Life Hall Renovation Location: Little Falls, Passaic County Size: 50,000 GSF Est. Cost: $21,000,000 Project type: Major Renovation Planning Status: Planning in progress Design Completion: September 2013 Construction Start: July 2014 This 56-year old building houses the University s large and growing programs in Theater and Dance and Communications and Media. When the Morehead renovation is completed, Communications and Media programs will be relocated to Morehead, and a phased urgently needed major renovation and repair to this building s infrastructure and instructional spaces can be undertaken, upgrading, expanding, and redesigning the facility for the nationally recognized professional performing arts programs in Theater and Dance. Priority 9: School of Conservation Renovation Location: Branchville, Sussex County Size: 25,000 GSF Est. 15 Planning Status: Planning in progress Design Completion: September 2012 The New Jersey School of Conservation (NJSOC) is the largest and oldest University-based environmental education facility in the country. It annually offers over 7,000 K-12 students and teachers outdoor environmental education programs. However, these programs are functioning in grossly inadequate facilities that are rooted in 1930's Civilian Conservation Corps buildings, including sixty year-old buildings that are in deteriorated condition with ineffective electrical and fire safety systems. The University has worked with the New Jersey Department of Environmental Protection over the years to maintain the facilities in operation to address the increasing demand for outdoor education and the expansion of research and environmental monitoring activities undertaken in partnership with the Park Services and Americorps. In addition to ameliorating these deteriorated building components, this project will construct new research and instructional laboratories to accommodate the growing research needs and make the necessary infrastructure repairs to roads, bridges, site lighting and underground utilities to best accommodate the thousands of visiting students and teachers. Priority 10: Campus Vehicular, Pedestrian and Storm Water Infrastructure Location: Montclair, Essex County, and Little Falls, Passaic County Size: N/A Est. Cost: $15,000,000 Project nature: Infrastructure Planning Status: Planning in progress Design Completion: September 2012 Project description: This project will remedy the severe motor vehicle circulation issues resulting from significant campus enrollment growth, remediate campus roads to comply with New Jersey Department of Transportation standards, repair and repave parking lots, improve campus sidewalks and remedy pedestrian safety issues, and make sidewalks ADA compliant. The project will also include reconstruction of the heavily trafficked central quad and the construction of a new pedestrian walkway on the eastern edge of the campus and will include improvements to the campus storm water system. Priority 11: Combined Heating and Cooling Power Plant Location: Montclair, Essex County, and Little Falls, Passaic County Size: N/A Est. 16 Planning Status: Planning in progress Design Completion: September 2012 Project description: This project will construct a new 5.6 Megawatt cogeneration plant, new cooling plant, and back-up boilers; replace all of the existing steam distribution piping; install new chilled water distribution piping; upgrade the existing in-building major cooling and heating equipment and connect same to the new distribution system. Cost: $34,200,000 Project type: New Construction al Facility Planning Status: Planning and design in progress Design Completion: October 2012 A new academic building will address the University s current deficit in instructional space. The facility will incorporate space for specific academic programs while also providing flexible classroom environments for use by all academic areas. This facility will be constructed on NJCU s West Campus property, a Brownfield site, which will be remediated in Priority 2: Deferred Maintenance/Capital Renewal Phase 3 Location: Jersey City, Hudson County Size: N/A Est. Cost: $50,600,000 Project type: Major repair and renovation Project nature: Infrastructure Planning Status: Planning and design anticipated to begin January 2013 Design Completion: July 2013 Construction Start: January 2014 In 2009, NJCU commissioned a facilities condition assessment of the Jersey City campus. This assessment identified $76M in deferred maintenance, capital renewal, and capital improvement projects. In addition, the study outlined a Facilities Condition Index of 0.12 which, based on the APPA/NACUBO scale, would rate the current NJCU facilities as Poor. The initial two phases are in process and scheduled to be complete by the end of 2013, however, another $50.6 million in identified projects remain. 18 Planning Status: Planning and design anticipated to begin July 2012 Design Completion: January 2013 For many years, the University has identified the need to recreate the central campus core to enhance pedestrian and bicycle safety; to provide additional trees and green space, and to create a sense of place on the campus and promote student learning outside the classroom. The integration of gardens will provide opportunities for experiential learning by our biology students. Priority 4: Rossey Hall Nursing Laboratories Location: Jersey City, Hudson County Size: 4,200 GSF Est. Cost: $600,000 Planning Status: Planning and design in progress Design Completion: February 2012 This project includes the renovation of current space used for science classrooms into a Nursing simulation laboratory. In addition, the project will renovate classrooms and storage areas into offices to provide a more professional working environment for the nursing faculty and staff. Priority 5: The Grossnickle Building Location: Jersey City, Hudson County Size: N/A Est. Cost: $700,000 Project type: Major Renovation Project nature: Infrastructure Planning Status: Planning and design anticipated to begin January 2013 Design Completion: April 2013 The Grossnickle building must be demolished due to its age and state of disrepair. The demolition project will include the restoration and landscaping of the area to provide a more prominent view into the campus from Kennedy Boulevard. November 2011 Draft Page 17
19 Priority 6: The College of Education Location: Jersey City, Hudson County Size: 47,000 GSF Est. Cost: $20,200,000 Project type: New Construction Planning Status: Planning and design anticipated to begin January 2013 Design Completion: April 2013 The 2010 Facilities Master Plan recommended relocating the College of Education to the West Campus, and consolidating all education related programs in the new building. The spaces vacated by the College of Education will be renovated and dedicated to the growing programs in the School of Professional Studies. These growth programs include Business Administration, National Security, Fire Science, Criminal Justice and Health Science. 20 New Jersey Institute of Technology Priority 1: Discovery Hall and Learning Complex Location: Newark, Essex County Size: 160,000 GSF Est. Cost: $76,000,000 Project type: Renovation Planning Status: Planning and design in progress Design Completion: March 2013 Complete rehabilitation of the recently acquired former Newark Central High School to provide classrooms, learning community spaces, laboratories, studios, and project spaces. Design will accommodate ADA, other current code requirements, and the latest technologies in smart classrooms. Priority 2: Engagement Center for Science, Technology, Engineering, Arts, and Math Location: Newark, Essex County Size: 35,000 GSF Est. Cost: $27,500,000 Planning Status: Planning and design in progress Design Completion: Anticipated March 2013 New construction is necessary to provide needed smart classrooms, design studios and laboratory spaces, as well as facilities for K-12 outreach and performing arts that will service both the university and enable greater interaction with the precollege Newark community. Priority 3: Integrative Life Sciences and Engineering Center Location: Newark, Essex County Size: 3,000 GSF Est. Cost: $18,000,000 Project nature: Academic support services Planning Status: Planning and design in progress Design Completion: Anticipated March 2013 The Knowledge Services Center will provide space for students in learning communities to work in a group environment with their peer-mentors and fellow students, while also having access to cuttingedge technology for online interaction. Priority 5: Smart Classroom and Laboratory Technology Location: Newark, Essex County Size: N/A Est. Cost: $10,000,000 Project type: Major Renovation Project nature: Infrastructure Planning Status: Planning and design in progress Design Completion: Anticipated March 2013 NJIT will continue to upgrade classrooms and laboratories to incorporate the most current technologies for distance learning, remote access, audio-visual media, and networked and wireless communications. The specialized facilities will include model, wood and metal working shops, paint rooms, and networking. Priority 7: Student Academic Success Center Location: Newark, Essex County Size: 15,000 GSF Est. Cost: $6,300,000 Project type: Major Renovation Project nature: Academic support services Planning Status: Planning and design in progress Design Completion: Anticipated March 2013 The Success Center will co-locate the Office of First Year Students and Advising, Center for Academic and Personal Enrichment (CAPE), Counseling Center and Health Services. The rehabilitated space will enable a more coordinated array of highly needed services. Priority 8: Laboratory Improvements Location: Newark, Essex County Size: 30,000 GSF Est. Cost: $21,000,000 Project type: Major Renovation /research Planning Status: Planning and design in progress Design Completion: Anticipated March 2013 The project will update laboratories, particularly in the engineering departments. Cost: $6,900,000 /research Planning Status: Planning and design in progress Design Completion: Anticipated March, 2013 This project provides a vertical expansion to the Electrical and Computer Engineering facility, adding the two floors consistent with the original design. Growth in the enrollment and research in electrical and computer engineering drive the need for this facility expansion. Priority 10: Integrative Nanofabrication Center Location: Newark, Essex County Size: 8,000 GSF Est. Cost: $9,600,000 and renovation /research Planning Status: Planning and design in progress Design Completion: Anticipated March 2013 The Integrative Nanofabrication Center will serve the needs of emerging business ventures in this important area and will house a fully qualified class-10 CMOS process area with an aligned clean room for non-cmos materials and processes. 24 Ramapo College Priority 1: Phase I Academic Building Location: Mahwah, Bergen County Size: 132,000 GSF Est. Cost: $16,000,000 Planning Status: Planning and design anticipated to begin July 2012 Major renovation of the Academic Building will include: replacement of panic hardware and locksets; installation of C02 monitors, dampers and fan motors; replacement of doors, ceiling tiles, damaged glazing, restroom fixtures, and damaged floor tile; installation of backflow preventers and miscellaneous valves, pipes and plumbing fixtures. Priority 2: New Library Location: Mahwah, Bergen County Size: 50,000 GSF Est. Cost: $25,000,000 Project nature: Academic support services Planning Status: Planning and design anticipated to begin July 2012 The new library would support current pedagogy, learning communities and opportunities for technological innovation in support of the academic mission. It will also house the Center for Holocaust and Genocide Studies, the Faculty Resource Center, a fully-developed Instructional Design Center and a Center for Learning and Instruction. Priority 3: Communication Arts Center Location: Mahwah, Bergen County Size: 40,000 GSF Est. Cost: $20,000,000 November 2011 Draft Page 23
25 Planning Status: Planning and design anticipated to begin July 2012 This project would add TV production studios, editing and control rooms, audio studios, a teleconferencing lab, faculty offices, classroom and a 1200-seat lecture/performance hall. Cost: $1,500,000 Project type: Major Repair and Renovation Planning Status: Planning and design are complete Bunce Hall was originally constructed in 1923 and is the iconic building of Rowan s campus, housing classrooms, faculty offices, and Tohill Theater. The roof includes a pitched asphalt shingle roof and a domed cupola which is the most well-known architectural detail of the campus. The current shingle is beyond its service life and leaks. The cupola is showing signs of decline with leaks and subsequent water damage to its wood framing. This project would replace the roof with a new asphalt shingle roof and restore and stabilize the cupola exterior. Priority 2: Robinson Hall Location: Glassboro, Gloucester County Size: 93,000 GSF Est. Cost: $3,000,000 Project type: Major repair and maintenance Planning Status: Planning and design are complete Robinson Hall, constructed in 1974, is the main building for Liberal Arts and Science, the largest school within the University, and houses academic departments, faculty offices, classrooms, and computer labs. The HVAC system includes three air handlers, located in a penthouse room, that are original to the building and that have exceeded their service life and require replacement. In addition, refurbishment and renewal is required for the common spaces of the building, doors and locks, classrooms, and office suites. This project will convert Winans for reuse as a consolidated health and support services building for students. Cost: $15,600,000 Planning Status: Planning and design in progress Design Completion: January 2012 The planned new building for the College of Graduate and Continuing Education would be located on and part of the Rowan Boulevard project. It would provide offices, lecture halls, classrooms, and support space, including space for the MBA program. Built in 1923, the age of the theater, its unique materials of construction which limit repairs, and past water damage have all contributed to the facility s present deteriorated condition, including water damage to the plaster ceiling, worn seating areas, and doors that require replacement. Priority 13: Campus-Wide Landscape and Pedestrian Improvements Location: Glassboro, Gloucester County Size: N/A Est. Cost: $2,500,000 Project nature: Infrastructure Planning Status: Planning and design anticipated to begin July 2012 Design Completion: January 2013 The north half of the campus requires new pedestrian walkways to connect north campus residence halls to the Rowan Boulevard development and the planned future Freshman Village by extending Meditation Walk.
