Similarly to what we found in the literature review the participants from Eastern Europe tend to highlight the economic and political challenges presented by the

7 transition and to neglect the role of culture, of constituting a civil society and that of the application of laws as well as the possibility that gross human rights violations survive in the transition. Human rights and their potential violation are not issues to most participants in the Seminar, the contrast between the participants from Latin America and those from Eastern Europe was deeper in relations to those issues, to Latin Americans these violations are acknowledged as existing and as representing a threat, to the Eastern Europeans the threats are economic and political ones. Whereas the literature on Latin America draws heavily on the political science literature on transitions to democracy and thus on the studies produced after the Second World War to explain the transitions in Germany, Italy and Japan and later on, on Southern Europe: Spain, Portugal and Greece, studies on transitions to democracy occurring in Eastern Europe tend to ignore these contributions as if a totally new ground was being developed. This impoverishes the dialogue between scholars. This also means that it is also more difficult to discuss the role of specific agents such as the police and that of the judiciary. As result the seminar did not allow us to produce some comparisons as we had initially expected on the role such agents are playing in the consolidation of democracy. We are expecting that the coming seminar on the role of the police will allow us to provide some answers to our basic questions on what is the model for police forces within a democratic state. The papers presented at the seminar are appended, the comments have been transcribed and are ready to be edited. The publication of a book will be financed by the Brazilian Funding agencies. The papers will also be published by the Maison de Recherches sur le Brésil Contemporain, École des Hautes Études en Sciences Sociales, Paris.
