1 4289 A meeting of the Madison Area Technical College District Board was held October 8, 2014, at Madison Area Technical College Reedsburg Campus, 300 Alexander Avenue, Reedsburg, Wisconsin. Board members present: Carolyn Stoner-Chair, Janice Bultema (via telephone), Kelly Crombie, Randy Guttenberg, Arlyn Halvorson, Joseph Hasler, Frances Huntley-Cooper, Shawn Pfaff, and Joel Winn. Student representative present: Patty Hawkins. Also present: Jack E. Call to Order I The meeting was duly noticed and called to order at 4:02 p.m. Routine Business Matters II Approval of Meeting Minutes II A There was a motion by Ms. Huntley-Cooper, seconded by Mr. Pfaff, to approve the meeting minutes of September 10, 2014, as submitted. Motion approved.

2 4290 Public Comments II B Mr. Hasler stated that it was a pleasure to introduce his father, James Hasler, who was present at the meeting. James Hasler was a member of the District Board from 1974 to New Business III Communications III A Board Chair s Report III A 1 Association of Community College Trustees Voting Delegate III A 1 a The District Board reviewed candidates for seats on the American Association of Community College Trustees (ACCT) Board of Directors and Diversity Committee. Mr. Hasler will serve as the College s voting delegate at the ACCT Annual Congress in Chicago. Future Meeting & Event Schedule III A 1 a Dr. Stoner reported on recent activities and reviewed the schedule for upcoming meetings and College events. Student Liaison Report III A 2 Ms. Hawkins reported that posters introducing her to the general student population have been placed at all College campuses and as a result she has been contacted by many students. Northern Region Report III A 3 Mr. Alt, Northern Region Dean, welcomed the District Board to the Reedsburg Campus and introduced campus staff. Mr. Alt expressed appreciation for the recent remodel and construction at Reedsburg Campus, and stressed the importance of space being designed to be multi-purpose. Mr. Alt reported on recent activities including Fermentation Fest and a partnership with the local middle school.

3 4291 President s Report III A 4 Dr. Daniels stated that it was a pleasure to be at the Reedsburg Campus and thanked Mr. Alt and Reedsburg staff for hosting the District Board. Dr. Daniels shared information about the northern portion of the Madison College district, noting that major industries include hospitality, construction, retail, transportation, health care, finance and manufacturing. The service industry, inclusive of hospitality and health, is clearly the number one industry. Dr. Daniels reported that a team including representatives from Madison College, the Workforce Development Board of South Central Wisconsin, Madison Metropolitan School District, Greater Madison Chamber of Commerce, and the University of Wisconsin participated in the Pathways to Prosperity Network Institute, an initiative of Jobs for the Future and the Harvard Graduate School of Education. Jobs for the Future focuses on enabling low-income and minority students to earn a high school diploma, transition to college, earn post-secondary credentials, and advance to family-supporting careers. Dr. Daniels stated that he believed that participation in the Network will greatly benefit the College as new pathways for students are developed. The College has made a $10,000 per year commitment to this three-year project. Dr. Daniels reported that Madison College will receive $1.2 million of a $20 million Trade Adjustment Assistance Community College and Career Training (TAACCCT) initiative awarded to Wisconsin Technical College System (WTCS) colleges. This grant will serve 365 students through initiatives including a new paramedic-to-nurse program, medical insurance certificate, curriculum modifications, and enhanced pathways to College programs. Dr. Daniels shared College wait list information as of September 9, Dr. Daniels reminded the Board that the College has received funding to reduce wait lists in the key areas of advanced manufacturing, certified nursing assistant, and construction.

4 4292 Dr. Daniels presented information regarding the number of Madison College students who transfer to the University of Wisconsin (UW) system. Statewide, Madison College provides more transfers to the UW system than any other college. Dr. Daniels reported on College efforts to address the rising cost of textbooks for Madison College students. The College estimates annual textbook and supplies cost approximately $1,574 per student. A textbook rental program is in place and an e-text pilot is being planned. Dr. Daniels reported on student out-of-class involvement and its impact on the labor market. While data is not readily available, there are strong indicators. For example, student leaders who actively participate in student clubs and organizations have a cumulative grade point average (GPA) of 3.10 as compared to the overall student GPA of Faculty report that students involved in co-curricular programs tend to have a higher rate of placement than their peers who are not involved. Participation in programs such as SkillsUSA can be useful as students seek scholarships and other resources, and point to positive characteristics that employers are seeking such as commitment, teamwork and collaboration. Dr. Daniels reported on a recent visit by Lieutenant Governor Rebecca Kleefisch and Department of Workforce Development Secretary Reggie Newson as part of National Manufacturing Day. Dr. Daniels shared recent organizational changes taking place at the College. There was discussion regarding the wait list information provided by Dr. Daniels. Board members expressed concern about the high number of students on the wait list for the nursing program. Mr. Webb stated that it is a challenge to secure the required clinical facility sites for students, which can hinder the College s ability to increase enrollments into the program.

5 4293 Mr. Webb stated that students typically complete their general course requirements while on the wait list, and can petition to get into the program earlier once the required courses are completed. Ms. Hawkins stated that she has petitioned twice to be admitted into the nursing program without success, and will attempt to petition again this fall. She stated that many students on the wait list never get into the nursing program because they can t wait any longer. Ms. Bultema requested that there be further review to determine how many students on the nursing program wait list have completed their required courses. She stated that she was concerned that potential nursing students may be encouraged to enter other fields. Ms. Bultema challenged the College to investigate opportunities more closely, such as partnerships and collaborative relationships. She noted that the University of Wisconsin-Madison online program has a lot of capacity. Mr. Winn asked how the college prioritizes resources to remedy wait lists. Mr. Webb responded that this is an annual process where several factors are considered, and it can be challenging to predict the bust and boom cycles that occur within program areas. Historically, the best strategy has been to keep resources in areas where family-supporting jobs are available. Dr. Daniels noted that the College s operating budget continues to dwindle, creating even more challenges in sustaining programs while maintaining a balanced budget. Action Items III B District Purchases Over $50,000 Review III B 1 The Wisconsin Administrative Code requires an annual review of purchases to determine if a more competitive procurement process should be used in succeeding years. There were 161 non-resale purchases from vendors that were in excess of $50,000. A review of these purchases revealed that 96.9 percent were made from competitive bids, sole sources, or governmental or

6 4294 other WTCS approved contracts, or were payroll-related items. The remaining 3.1 percent had the required number of competitive quotes on the majority of transactions or were comprised of numerous smaller transactions aggregating to an amount over $50,000. Efforts throughout the year will continue to emphasize the need for a competitive process whenever feasible. Ms. Huntley-Cooper asked how many of the vendors were persons of color and what percentage of the contracts went to minority-owned firms. Mr. Thomas stated that the College currently does not have a system for tracking this information, but that some vendors may selfidentify themselves as being minority. Mr. Thomas stated that the College intends to develop a system for tracking this information. There was a motion by Ms. Huntley-Cooper, seconded by Mr. Halvorson, to approve the district purchases over $50,000 review for FY Motion carried. Fiscal Year Tax Levy III B 2 Mr. Casper reviewed tax levy recommendations being presented for District Board consideration, noting that Wisconsin Act 145 replaced the College s operational tax levy limits with a new revenue limit. This new revenue limit is comprised of aid from the State of Wisconsin s Property Tax Relief Fund and property tax levy issued for operations by each technical college district. Mr. Casper reviewed the recommendation before the Board, noting that it would result in an estimated $203 decrease in property taxes on a median valued home in the City of Madison. There was a motion by Ms. Bultema, seconded by Ms. Huntley-Cooper, to authorize a property tax levy for FY of $64,954,697 on the full value of the taxable property of the district for the purpose of operating and maintaining the schools of the district and for the payment of debt. The levy for operations shall be $34,801,460, and the levy for debt service shall be $30,153,237. Motion carried.

7 4295 Truax Addition Culinary Arts Program III B 3 Mr. Thomas provided an update on the College s ten-year Facilities Master Plan, including projects completed to date and high priority projects yet to be completed. A proposed remodel and expansion project at Truax Campus was presented that would provide new spaces for the culinary, bakery and barber/cosmetology programs as well as several student services. These projects would be phased in over the next 3-4 years. It was noted that all of the recommended projects were identified in the Facilities Master Plan approved in November Mr. Casper presented a strategy to fund the Truax remodel and expansion proposal. This included the utilization of referendum funds that were designated for this purpose, a series of capital borrows, and gifts to the College. Mr. Casper also reviewed the College s future debt service plan. Regarding the College s culinary arts program, extensive research has determined that the most cost effective location would be the main Truax building. This proposed new space would include a one-story addition with a partial second story mechanical space in an expansion on the south end of the building, making a connection to the existing administration building. The new space would contain a retail culinary outlet, expanded gourmet dining room, and a demonstration kitchen. New meeting rooms would also be included in this remodel. The projected budget of $15,600,000 would be funded with remaining referendum money and includes a 10 percent contingency and all related soft costs. If approved, an aggressive schedule would have construction beginning approximately May or June of 2015, and approximate completion in December 2016.

8 4296 There was a motion by Mr. Halvorson, seconded by Mr. Winn, to: 1. Approve construction of an addition to the south end of the main Truax building accommodating the culinary arts program as well as providing space for general student seating areas and meeting rooms serving the student cafeteria/food service operation; 3. Authorize staff to submit this request (concept review and final approval) to the Wisconsin Technical College System Truax Remodel Baking and Pastry Arts Program III B 4 The existing space for the baking and pastry arts program is almost 30 years old and is inadequate in terms of size and space design to meet the needs of the program. This remodel would increase the number of baking student workstations from 16 to 20, and would include a new, separate cake and chocolate decorating lab designed to accommodate another 20 students. Existing space does not have this enrollment capability, and both classes currently have enrollment wait lists. Construction costs for this remodel project would not exceed $1.5 million. This includes a 10 percent contingency and all related soft costs. If approved, construction would begin approximately May or June of 2016, with approximate completion by September There was a motion by Mr. Pfaff, seconded by Mr. Hasler, to: 1. Approve construction remodeling in the main Truax building to accommodate the baking and pastry arts program;

9 4297 Truax Remodel Barber/Cosmetology Program III B 5 The current barber/cosmetology program is located in two spaces, with the main location being at the Downtown Education Center and a small satellite space located at Truax campus. The Truax campus student population offers a much greater opportunity for students to practice their craft, but cannot accommodate the full program requirements. This remodel would consolidate the program in the center of the Truax campus near student life, student development and cafeteria spaces, and would provide significant exposure to the student, staff and visitor population. The program would accommodate 20 students per semester for a total of 40 students annually, and would provide classroom, salon and support spaces. Construction costs for this remodel would not exceed $1.5 million. This includes a 10 percent contingency and all related soft costs. If approved, construction would begin approximately May or June of 2016, with completion in September There was a motion by Ms. Huntley-Cooper, seconded by Mr. Pfaff, to: 1. Approve the remodeling project for the barber/cosmetology program space at Truax campus;

10 4298 Truax Remodel Student Cafeteria/Food Service Operations III B 6 The existing space for cafeteria and food services at Truax campus is almost 30 years old and inadequate in terms of size and design to serve student needs. This remodel proposal would consolidate three existing student food areas into one, economizing the space and reducing staffing costs. Construction costs for this remodel would not exceed $1.5 million. This number includes a 10 percent contingency and all related soft costs. If approved, construction would have an approximate start date of May or June 2016, with approximate project completion in September There was a motion by Mr. Hasler, seconded by Mr. Crombie, to: 1. Approve construction remodeling in the main Truax building to accommodate a student cafeteria and food service operations; Truax Remodel Career Services III B 7 The Career Services office assists students with career choices and interview skills as well as facilitating the student transition from college to the work environment. This proposed remodel would relocate Career Services to a location in proximity to the student development centers, thus providing greater exposure. The new space would provide adequate staff offices that are capable of accommodating private conversations as well as shared meeting spaces to conduct interviews, receive potential employers, and connect students and graduates with employment opportunities. Construction costs for this remodel would not exceed $1.5 million.

If approved, construction would have an approximate start date of May or June 2016, with approximate project completion in December There was a motion by Ms. Huntley-Cooper, seconded by Mr. Halvorson, to: 1. Approve this remodeling project for the Career Services programs at Truax campus; Truax Remodel Student Development III B 8 This remodel would relocate the Student Development space to a close proximity with Student Life services, allowing programming to build upon each other to create seamless services that enhance the student college experience. This space will offer a comprehensive and efficient layout for services such as advising, veteran services, recruiting, international student services, diversity inclusion, disabled student services, transfer student services, and services for first-generation college students. Construction costs for this remodel would not exceed $1.5 million. This number includes a 10 percent contingency and all related soft costs. If approved, construction would have an approximate start date of May or June 2016, with approximate project completion in December There was a motion by Mr. Guttenberg, seconded by Mr. Crombie, to: 1. Approve this remodeling project for the Student Development programs at Truax campus;

12 4300 Truax Remodel Student Life III B 9 The Student Life office is intended to provide opportunities for student involvement and meaningful college experiences through activities, groups, organizations and social events. The current space is inadequate and lacks flexibility for meetings and gathering spaces. This remodel would locate Student Life in a prominent central location to attract student involvement, and would allow proper space designation for meetings and group activities such as the student newspaper. Construction costs for this remodel would not exceed $1.5 million. This number includes a 10 percent contingency and all related soft costs. If approved, construction would have an approximate start date of May or June 2016, with approximate project completion in September There was a motion by Mr. Crombie, seconded by Mr. Hasler, to: 1. Approve this remodeling project for Student Life space at Truax campus;

13 4301 Truax Remodel Student Den III B 10 This proposal would expand and remodel the Student Den, providing an easily accessible and modern space for students to assemble informally and relax. This new space would accommodate several meeting rooms, pool tables, gaming, coffee café, space for student performances, and general gathering and socializing. Construction costs for this remodel would not exceed $1.5 million. This number includes a 10 percent contingency and all related soft costs. If approved, construction would have an approximate start date of May or June 2016, with approximate project completion in September There was a motion by Mr. Pfaff, seconded by Mr. Hasler, to: 1. Approve construction remodeling in the main Truax building to accommodate the Student Den; Truax Remodel Shipping/Receiving Facilities III B 11 The need for proper shipping and receiving dock facilities has increased since the Truax building was constructed and also due to recent referendum expansion. This 7,550 square foot expansion would service the entire facility and is designed to enable deliveries from semi-trailers and box trucks. Two new bays would be designed to accommodate at-grade deliveries, and an expanded delivery area would allow for drop and unpacking areas that are typical of modern delivery facilities. Construction costs for this remodel would not exceed $1.5 million. This number includes a 10 percent contingency and all related soft costs. If approved, construction
